Urbanization and urban development are gradually becoming an important driving force to promote socio-economic development and improve the quality of life of the people. Currently, there are 19 urban areas in the province. Of which, there is 1 type II urban area, Tan An city; 1 type III urban area, Kien Tuong town; 5 type IV urban areas: Hau Nghia town, Ben Luc town, Can Duoc town, Can Giuoc town, Duc Hoa town and 12 type V urban areas: Tan Hung town, Vinh Hung town, Tan Thanh town, Thanh Hoa town, Thu Thua town, Tan Tru town, Tam Vu town, Dong Thanh town, Hiep Hoa town, Binh Phong Thanh town, Rach Kien urban area and Long Duc Dong urban area.

Chairman of Tan An City People's Committee - Vo Hong Thao informed: The natural area of the city is currently 81.73km2, the population is over 158,000 people; there are 14 administrative units at the commune level, including 9 wards and 5 communes.
As the political, administrative, economic, cultural, scientific and technical center of the province, Tan An City aims to build a smart city. This brings many benefits as people and businesses will be created an effective and safe working environment, gradually improving the quality of life. The city aims to basically achieve the criteria of a type I urban area by the end of 2025, and be recognized before 2030.
To achieve this goal, in the 2020-2025 period, the city will mobilize about 17,000-18,000 billion VND to basically achieve 5 criterion and 63 standards of a type I urban area. To achieve a natural area (from 150km2 or more), the city is prioritizing urban expansion in the Southeast and Northeast directions associated with the southern development corridor of the province. Specifically, the Vam Co Tay River route is taken as the main landscape axis and the Tan An City Ring Road is the driving axis. The city also implements urban development planning in a harmonious, multi-centered direction, maintaining the unique river landscape combined with the formation of new urban areas.

Towards green and sustainable development
The province plans, builds, manages and develops sustainable urban areas in the direction of green, civilized, unique with modern urban architecture. According to the Director of the Department of Construction - Nguyen Van Hung, based on the documents of the Central Government, the Standing Committee of the Provincial Party Committee has Action Program No. 21, dated August 19, 2022 on the implementation of Resolution No. 06, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045. The Provincial People's Committee has a plan to implement Action Program No. 21.
Implementing the direction of the Ministry of Construction, the Department of Construction is investigating, surveying and assessing the current status of type III and above urban areas in Tan An and Kien Tuong urban areas on a number of criterion and standards for urban classification to ensure the implementation of Resolution No. 06 of the Politburo.
At the same time, the Construction sector is determined to implement the Action Plan for sustainable development, focusing on improving infrastructure in a sustainable direction and greening the urban landscape, especially greening production.

In the process of planning and project appraisal, basic design, construction drawing design and construction licensing for production and business units in the province, it is required to ensure the minimum green land ratio according to the regulations of the standards. The location of green trees must ensure the service radius and bring effective landscape for the project and the general landscape. At the same time, it is necessary to green the lifestyle by paying attention to developing green areas in the planning according to the urban upgrading orientation as well as applying green architectural design solutions, etc.
Mr. Nguyen Van Hung informed: In the coming time, the formation and urban development in Long An needs to focus on the planning project, the general urban planning of Tan An along with the arrangement of administrative units at the commune and ward levels. Currently, the General Planning Project of the urban areas: Tan An, Kien Tuong, Duc Hoa, Can Giuoc and Ben Luc is being promoted. After the planning project is approved, a plan will be made and the urban development program will be implemented, the criteria and standards will be evaluated, and investment and development will meet the conditions for establishing an urban classification project expected to reach the level of urban areas of type I, II and III in the province.
In addition, the province must focus on investing in key projects and works that create urban architectural highlights, strive to ensure that by 2025, at least 100% of urban areas of type III or higher complete the urban classification standards on urban infrastructure, especially health, education, training infrastructure and cultural works; by 2030, forming urban areas at district, provincial and regional levels that meet the health, education and training, and cultural targets equivalent to the average level of urban areas nationwide./.
According to the plan, by 2030, the province will have 27 urban areas: 1 type I urban area (Tan An City); 1 type II urban area (Kien Tuong town); 3 type III urban areas (including urban areas: Ben Luc, Can Giuoc, Duc Hoa); 9 type IV urban areas (including towns: Can Duoc, Dong Thanh, Tan Hung, Vinh Hung, Tan Thanh, Thanh Hoa, Thu Thua, Tan Tru, Tam Vu); 13 type V urban areas (Rach Kien, Long Cang, Long Huu Dong, Long Trach, My Quy Tay, Binh Hoa Nam, Hung Dien B, Khanh Hung, Thai Binh Trung, Binh Phong Thanh, Hau Thanh Dong, Tan Long, Lac Tan). - According to the planning until 2045, Kien Tuong town is the central urban area of Dong Thap Muoi region of the province; the center of economy, culture, science - technology, education - training, health, tourism, services; is a type II urban area under the province, striving to become a city under the province; develop according to the model of ecological urban area, supporting border trade economy; sustainable development, adapting to climate change and having an important position in national defense and security; etc. - According to the planning by 2030, Duc Hoa district will achieve urban level III, become a city under the province, aiming to achieve urban level II, by 2045. In terms of urban characteristics, Duc Hoa urban orientation will be the economic, cultural and social center of the province, developing in conjunction with the typical elements of river landscape, culture, history to shape a city rich in identity, the premise for developing a new economic model associated with services and tourism. This is also a multi-industry industrial center, supporting and processing industrial center of the province and the Ho Chi Minh City region. In addition, it is also a regional center of trade, services, health care, education and training; a hub for road and waterway traffic between the Southeast region and the Mekong Delta region. - By 2030, Ben Luc urban area will achieve the criteria of a type III urban area, and in the long-term period until 2045, strive to develop according to the criteria of a type II urban area. Ben Luc will develop into a smart - ecological - unique urban area, pioneering in applying the advances of the 4.0 Industrial Revolution to upgrade urban quality; harmoniously exploiting the advantages of the Vam Co Dong River, creating a green, ecological urban space associated with the characteristics of the Mekong Delta, adapting to climate change. Ben Luc will also be a gateway urban area with rapid and sustainable development, maximizing the location directly adjacent to Ho Chi Minh City, the gateway of the Mekong Delta to the Southern Key Economic Zone; reduces the pressure on population growth of Ho Chi Minh City; plays an important role as a driving force, spreading and leading the socio-economic development of the Mekong Delta, etc. - By 2030, Can Giuoc will become a type III urban area. According to the overall spatial orientation, Can Giuoc will develop into an urban area associated with Long An International Port, becoming a key urban area in the Southern Key Economic Zone, playing a supporting role, reducing the pressure of population growth in Ho Chi Minh City. At the same time, Can Giuoc will be a connecting point for urban areas in the provincial urban system and its vicinity, including Binh Chanh, Nha Be, Can Gio (Ho Chi Minh City) and Ben Luc, Can Duoc (Long An), etc. |
