Enterprises are restored production

During the 4th Covid-19 outbreak so far, Long An is one of the "epidemic" provinces of the country, all aspects of life and society - economy have been seriously affected after more than 2 months implementing social distancing.

In the first nine months of 2021, the industrial production index decreased by 3.38 percent over the same period (it increased by 6.02 percent in the same period). Total retail sales of goods and services in 9 months decreased by 4.19 percent over the same period (the same period decreased by 1.5 percent). Total state budget revenue in the province as of September 30, 2021 increased by 8.0 percent over the same period, however, the state budget collection situation tends to be slow in the remaining months of 2021.

There are about 13,483 registered enterprises in the province with about 370,000 employees. However, during the implementation of social distancing, only about 1,500 businesses remained in operation, of which about 800 businesses operated under the "3-on-site" measure with 42,622 employees. The enterprises’ operations and workers' lives face many difficulties. Up to now, the province has basically controlled the Covid-19 epidemic, the number of daily infections and deaths has gradually decreased, the entire population vaccination rate has reached a high level.

In order to implement the "dual goals", both the epidemic prevention and control and the economic development to stabilize people's lives, on October 4, the Provincial People's Committee issued a plan to restore production of enterprises in the province to replace the previous plan issued on September 13.

Accordingly, Long An province made a transition from the State focusing on the prevention and control of the Covid-19 epidemic to the enterprises and people proactively preventing and controlling the epidemic (on-site medical care). Step by step, the province cautiously loosens the social distancing to prevent the Covid-19 epidemic from breaking out. It supports enterprises to gradually restore production and trade, contributing to implement the dual goals of epidemic prevention and control and economy development to stabilize people's lives.

The Provincial People's Committee requires step-by-step to restore production and ensure production safely. Enterprises take the initiative in formulating plans for restoring production and trade, ensuring epidemic prevention and control, and submitting them to competent authorities as the basis for management.

All enterprises in the province are allowed to reopen. They are allowed to operate with the number of employees according to production and trade needs; Enterprises themselves decide the accommodation for employees to stay in ("4-on-site" measure, including "3 on-site" measure and on-site medical care), or to come back to residence outside (inns, private houses, etc.), or 
both.

According to regulations, employees must be vaccinated with at least 1 shot of Covid-19 vaccine and injected at least 14 days (unless otherwise indicated by health authorities). Employees were vaccinated with at least 1 shot of Covid-19 vaccine and injected at least 14 days can move freely within the province.

For experts, enterprise managers are allowed to travel daily from Long An to other provinces and cities (according to the agreement between Long An province and other provinces and cities) provided that they are vaccinated at least 1 shot of Covid-19 vaccine and injected enough 14 days and must travel by own car or common car transporting employees of the enterprise.

For workers, other workers are allowed to travel daily by personal means from Long An to other provinces and cities (according to the agreement between Long An province and other provinces and cities) if they meet the requirements of Covid green card.

Specifically, one of the conditions must be met with 2 shot of vaccine and injected 2nd shot enough 14 days; have had 1 shot of vaccine for the type of vaccine given 1 shot and injected enough 14 days; F0 patients have been treated at a medical facility, at home, at an enterprise, have recovered from the disease and have been granted a hospital-leaving certificate or a certificate of completing treatment by a medical facility (within 6 months from the date issued the certificate). 

In addition, workers and employees are allowed to travel daily by common means of transport from Long An to other provinces and cities (according to the agreement between Long An province and other provinces and cities) if they have been vaccinated for the type of 2-shot vaccine and injected enough 14 days. The organization of transportation must ensure to fully implement the "5K" principles and measures to prevent and control the Covid-19 epidemic as prescribed.

Employees (except workers who have participated in "3 on-site" production and are continuing to work at the enterprises) before returning to the enterprises to work must have a negative test result for Covid-19 by the method of RT-PCR within 72 hours./.
