On behalf of the Provincial Business Association, Vice Chairman of the Association - Vo Thanh Tu proposes many contents

Vice Chairman of the Provincial Business Association - Vo Thanh Tu proposed many contents related to land procedures such as provincial People's Committee needs to amend some points of Decision No. 40/2020/QĐ-UBND, related to the policy of buying plots of land at preferential prices in order to limit land speculators and land users from enjoying the rightful resettlement policy in accordance with the law; The specialized agencies of Long An province continue to receive and solve the dossiers for carrying out the procedures to change from renting land with annual rental payment to renting land with once payment for the entire lease period as prescribed by law that does not require limits on the area as well as the value of the land as done in previous years, etc.

The enterprise also recommends to the Provincial People's Committee to continue to extend the progress according to the provisions of the investment law in case the investor is delayed in land allocation, land lease, permission to change the land use purpose; investment progress extension procedures need to be shortened, etc.

Chairman of the Provincial People's Committee - Nguyen Van Ut suggested that the State Bank of Long An branch should proactively direct commercial banks to "support" the enterprises to overcome the Covid-19 epidemic, in the spirit of harmonizing the interests and sharing the risks

Regarding credit policy, the Business Association proposed to the State Bank of Vietnam, Long An Branch, to consider and propose the State Bank to continue directing credit institutions to restructure the repayment period, exempt them from debt, interest-fee reduction; review procedures and implementation processes in the direction of more support for enterprises in line with the reality of the epidemic, create conditions for enterprises to access policies and capital to proactively re-arrange debts and continue to borrow to implement effective business and production plans. At the same time, the banking sector needs to accelerate the digital transformation process in banking activities in order to increase the application of technology in service provision, limit direct contact with customers, and reduce the risk of Covid-19 infection.

Some other recommendations of the Association are also interested by provincial leaders such as the People's Committee of Long An province should have a policy for industrial parks and clusters (IPs, ICs) to have land fund to build concentrated accommodation for employees. This solves the fundamental problem of "settling down" to retain workers, and is convenient for local authorities in controlling security and order; be prepared and flexible in response to epidemics.

For this recommendation, the Department of Industry and Trade agreed on the content of the proposal to build accommodation for workers, but the location and construction standards must be appropriate. The Economic Zone Authority (EZA) proposes to encourage old or new IPs to have or plan administrative and service areas to build cultural institutions to serve workers.

During the implementation process, the infrastructure investors coordinate with the Department of Construction and the EZA for appropriate implementation. Because the use of green land will affect the norm of green land according to the regulations on loss of green space in the IPs, the proposal to use administrative and service land is appropriate. As for the construction of accommodation in the IPs, the EZA proposes to build it outside the fence of the IPs to ensure compliance with regulations on management of IPs and economic zones.

The Young Entrepreneurs Association proposed many tax-related issues such as reduction, extension, and exemption of some taxes; exemption or reduction of social insurance premiums and fines; exemption and reduction of trade union fees for union members at the enterprise; etc. Most of the suggestions and recommendations of the enterprise are reflected by the relevant units, answered and guided in accordance with the law. For issues related to land, compensation, clearance, and regulations that are not suitable with the actual project implementation process, the Provincial People's Committee directs relevant departments to consider and agree to direct the implementation process for each specific project in accordance with the provisions of law.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut said that the fourth outbreak of the Covid-19 epidemic had a serious impact on all aspects of socio-economic life. Long An is one of the provinces right in the center of the epidemic but has basically controlled the epidemic and gradually brought the people's production, trade and activities back to the "new normal" state. During the anti-epidemic process, in addition to the support of the central government, provinces and cities, businesses have supported Long An a lot in terms of resources, material and funding. Provincial leaders once again thank the enterprises and appreciate these sentiments.

He affirmed that Long An province would consider and sacrifice short-term benefits to solve the harmonious relationship of interests between people and enterprises in the process of implementing investment projects, especially in urban areas and IPs quickly, how to attract secondary investors into production and business. For the difficulties of enterprises beyond the province's handling authority in terms of guidelines, policies, land, etc. The provincial leaders will propose to the Central Government, ministries and branches for settlement./.
