Long An: Enterprises allowed to operate after submitting ‘3-on-site’ production plan

After sending the production plan and written commitment to the department or branch in charge of managing enterprise and companies, they are allowed to operate normally, without waiting for verifying by provincial departments and branches

Facing the increasingly complicated and unpredictable situation of Covid-19 in the province, in order to strictly implement the regulations on social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 by the PM, on July 11, 2021, Provincial People's Committee issued Official Letter No. 6619/UBND-VHXH dated July 11, 2021 requesting companies and enterprises in the province to build and implement the production organization with the motto " 3 on the site - production on the site, eating on the site and resting on the site" in order to stabilize production and ensure safety in the fight against the Covid-19 epidemic.

In order to create conditions for companies and enterprises to soon stabilize production, the Long An People's Committee specifically guides the implementation of the content specified in section 3 of Official Letter No. 6619/UBND-VHXH dated July 11, 2021, as follows:

For companies and enterprises in industrial parks and clusters, border-gate economic zones:

Immediately after completing the production plan according to the motto "3 on the site", companies and enterprises send the production plan to the Economic Zone Authority (for companies, enterprises in the industrial parks, border-gate economic zone), Department of Industry and Trade (for companies and enterprises in industrial clusters) and has a written commitment to comply with regulations under Decision No. 2194/QD-BCDQG dated May 27, 2020 of the National Steering Committee, Decision No. 2787/QD-BYT dated June 5, 2021 of the Minister of Health and the plan that companies and enterprises have developed under the guidance of the Economic Zone Authority, Department of Industry and Trade and take full legal responsibility for the honesty, safety and prevention of epidemics according to the regulations and instructions of the National Steering Committee and the Ministry of Health, if an epidemic occurs in the companies and enterprises, they are fully responsible for the cost of epidemic suppression, remedial work and other related issues in accordance with current law.

After sending the production plan and written commitment to the department or branch in charge of enterprise management, companies and enterprises are allowed to operate normally, without waiting for verifying by the provincial departments or branches.

The Economic Zone Authority, the Department of Industry and Trade within 2 days from the date of receiving the plans and commitments of the companies and enterprises must coordinate with the Departments of Health, People's Committees of districts, town and city, the relevant functional branches will conduct post-check the construction and compliance with the production plan of the company or enterprise. After the inspection, if it is discovered that any company or enterprise that has built a plan that is not safe, resolutely request an immediate suspension of operation and based on the nature and severity of violations of the company or enterprise, strictly handle in accordance with the provisions of current law.

For companies and enterprises outside industrial parks and clusters, border-gate economic zones, it is recommended to continue to comply with Official Letter No. 6619/UBND-VHXH dated July 11, 2021 of the Provincial People's Committee.

The Department of Planning and Investment within 2 days of receiving the plans and commitments from companies and enterprises must coordinate with the Departments of Health, People's Committees of districts, town, city and other relevant authorities. The relevant ability to conduct the actual inspection, if they meet the requirements and ensures safety, they are allowed to operate./.
