In the first 9 months of 2024, the socio-economic situation of the province has many positive changes in most sectors. The GRDP growth rate in the first 9 months of 2024 reached 6.82%, the province ranked 3rd in the Mekong Delta, a significant increase compared to the first 6 months of 2024; in which, primary sector increased by 3.15%; secondary sector increased by 8.87% and tertiary sector increased by 5.53%. This is the highest growth rate in the first 9 months of the year since 2022, showing that the economy is recovering strongly after the Covid-19 pandemic. In particular, the GRDP growth rate in the third quarter of 2024 increased by 9.23%.
Specifically, agricultural production maintained a positive growth momentum. Key crops grew and developed well; output of key crops such as rice, lemon, dragon fruit, etc. increased compared to the same period; aquaculture output increased by 18.5%. The construction industry production situation in the third quarter developed strongly, with an estimated growth of 13.5%; of which, the agricultural sector increased by 14.07%. In general, in the first 9 months of the year, the construction sector increased by 8.87% (same period increased by 6.42%). Total import-export turnover in the first 9 months of 2024 reached 9.57 billion USD; In which, exports increased by 12.6%; imports increased by 16.7%. Investment promotion and business support have been focused on and effectively organized since the beginning of the year, creating positive changes in the business community and investors.
Notably, in the PCI Index ranking in 2023, Long An had a spectacular breakthrough when it increased by 8 ranks, rising to 2nd place out of 63 provinces and cities nationwide. Regarding the Provincial Green Index PGI 2023, Long An increased by 16 ranks and ranked 12th; this is the result of great efforts by the provincial leaders in balancing economic development, environmental protection and green economy.
As of September 25, the province had disbursed 6,611 billion VND, reaching 65.06% of the plan; of which, provincial capital reached 62.8% of the plan; district capital reached 72.9% of the plan. According to the estimated statistics of the Ministry of Finance, the disbursement rate in the first 9 months of 2024 of Long An province ranked 1/63 provinces and cities and 5/107 investors nationwide.
Total state budget revenue in the first 9 months of 2024 reached 19,621 billion VND, reaching 92.1% of the provincial estimate, increased 42.6%. The field of culture and society developed stably; digital transformation achieved many positive results; social security policies were fully and promptly implemented; people's material and spiritual life continued to improve and rise. The province focuses on preparing the contents of the documents for the 12th Provincial Party Congress, term 2025-2030. National defense, security, social safety; anti-corruption work was focused on and implemented drastically.

In addition to the achieved results, according to the assessment in the first 9 months of 2024, the province still has shortcomings: Economic growth rate is still lower than the proposed economic growth scenario; diseases on crops and livestock still occur; the consumption of some agricultural products is still unstable; production and business activities of a number of enterprises are still facing difficulties; some investors have a low disbursement rate of state budget investment capital compared to the average of the province; some localities have a low budget collection rate; etc.

He suggested that the Provincial People's Committee, departments, branches and localities continue to promote the achieved results and fully implement the directions and tasks as concluded at the 17th Conference of the Executive Committee of the Long An Provincial Party Committee, term XI, held on October 8, 2024.
