Implement Official Letter No. 9029/UBND-VHXH dated September 13, 2021 of the People's Committee of Long An Province on applying some measures to prevent and control the Covid-19 epidemic in the province in the new situation, Plan No. 2962/ KH-UBND dated September 13, 2021 of the People's Committee of Long An province on restoring the production and business of enterprises in Long An province and Official Letter No. 9108/UBND-KTTC dated September 16, 2021 of the People's Committee of Long An province on supplementing and clarifying Plan 2962/KH-UBND dated September 13, 2021 of the Provincial People's Committee on restoring the production and business of enterprises in Long An province, the Department Long An Transport announces to organize the transport activities in the province, specifically as follows:

1. Continue to suspend passenger transport by car in Long An province (including intra-provincial and inter-provincial).

2. Cases in which transport activities are allowed, specifically:

2.1 Taxis serving people to and from hospitals and health centers in the province in case of emergency (have been granted the badge card "Vehicle for serving shospital transfer").

2.2 Vehicles carrying passengers with air tickets to go abroad to the international airport to carry out flights according to regulations (meet the requirements according to Official Letter No. 8272/BGTVT-VT dated August 11, 2021 of the Ministry of Transport and Official Letter No. 8573/BGTVT-VT dated August 18, 2021 of the Ministry of Transport).

2.3 Vehicles transporting people in emergency cases, vehicles carrying patients having completed medical isolation.

2.4 Activities of sending and receiving workers and experts from enterprises are guided as follows:

2.4.1 Applied period: September 15, 2021 to October 15, 2021.

2.4.2 Applied business: according to Point 1.1, Section 1, Part II of Plan No. 2962/KH-UBND dated September 13, 2021 of the People's Committee of Long An province.

2.4.3 Travelling scope: in Long An province.

2.4.4 Regulations on public means to pick-up and drop-off  workers

a) Satisfy the provisions of Point 1.2, Section 1, Part II; Section 9 Part III Plan No. 2962/KH-UBND dated September 13, 2021 of the People's Committee of Long An Province and Section 1 of Official Letter No. 9108/UBND-KTTC dated September 16, 2021 of the People's Committee of Long An Province.

b) For means of transport:

- Means of transport are internal vehicles of the enterprise or the enterprise signs a contract (in written) to transport with transport units that are eligible for transport business as prescribed and approved by the relevant agencies. The agency competent to issue transport badges is under the management of the Department of Transport of the province or city.

- Register a specific schedule and ensure the transport does not exceed 50 percent of the capacity, no more than 20 people per trip (including drivers and service staff); open windows and ventilation windows (if possible) while travelling; arrange hand sanitizer solution (licensed by the Ministry of Health); There is a trash can in the car.

- Vehicles must be fitted with a route monitoring device to ensure the transmission of data to the data processing and exploitation system using data from the route monitoring device of the Vietnam Directorate for Roads in order to ensure to monitor the route.

- Vehicles are not allowed to stop, park or enter places other than the approved travelling route; do not let people in the vehicle come into contact with people on the road; Sanitize and disinfect vehicles after each trip and return.

c) For drivers, service staff, workers, experts

- Implement the provisions of Section 2, Part 4 of Decision No. 1570/QD-BGTVT dated August 24, 2021 of the Minister of Transport.

- Drivers and service staff on the vehicle (if any) must be tested for Covid-19 before carrying out transport duties and have a certificate of negative test results for SARS-CoV-2 by RT-PCR method or rapid test for SARS-CoV-2 antigen within 72 hours from the time of test results. Regularly disinfect hands, wear face masks during the route; only allow workers and experts on the list to get on the bus and move on the fixed route that has been allowed.

- Ask workers, experts to disinfect their hands before getting on the bus and wear face masks throughout the journey.

- Having all the papers according to the regulations of the locality passing through (if any) to serve the local epidemic prevention and control.

d) Enterprises and transport units (with a contract of carriage) are responsible for the law on the means of transport, the drivers of the means of transport and the employees and experts in strictly implementing the regulations on epidemic prevention and control. Must ensure the principle that on a means of transportation only employees of an enterprise; which car the worker rides to that vehicle. Ensure workers get on the bus to have their body temperature checked, closely monitor people with symptoms of cough and fever, and manage fixed seats on the vehicle.

Enterprises organizing transportation of workers and experts must follow the procedures below for vehicles to be allowed to be transported.

Step 1: The enterprise sends a written request to support the means of transport to bring in and pick up workers and experts and the enterprise's plan to restore production and business (approved by the governing body according to Section 2. Official Letter No. 9108/UBND-KTTC dated September 16, 2021 of the People's Committee of Long An Province) with a list of vehicles, drivers, workers, experts (full information including registered plate; full name of driver, service staff on the vehicle (if any); full name of employee, expert, address, phone number, route, etc.) to the Department of Transport (via Email: sgtvt@ longan.gov.vn).

Step 2: The Department of Transport will host and coordinate with relevant agencies in collecting opinions on the transport of workers and experts of the enterprise (in case opinions are required). At the same time, check that the vehicle meets the requirements of Section b above.

Step 3: The Department of Transport will send a written notice to the implementing enterprise and send it to the district-level People's Committee for monitoring and supervising.

3. For freight transport (except for goods banned to carry): continue to follow the instructions in Document No. 4252/SGTVT-VT dated August 22, 2021 of the Department of Transport of Long An. 

3.1 About issuing the identification papers for means of transport of goods (QR code), follow the instructions in Document No. 4337/SGTVT-VT dated August 27, 2021 of the Department of Transport of Long An.

3.2 About the operation of money-transfering vehicles of the bank: follow the instructions in Document No. 4432/SGTVT-VT dated September 5, 2021 of the Department of Transport of Long An.

4. For transporting cross-river passengers:

4.1 Continue to suspend the operation of the river crossing passenger terminal in the province to prevent and control the Covid-19 epidemic, except for the following river-crossing passenger terminals:

River-crossing passenger terminals in the districts of Thanh Hoa; Moc Hoa (Passenger terminal across Ba Ken river continues to be suspended); Tan Hung (the passenger terminal across the river to Dong Thap province and Cambodia continues to be suspended) and the passenger terminal across the Hong Sam river (crossing the Vam Co Tay river in Tuyen Binh Tay commune, Vinh Hung district).

4.2 River-crossing passenger terminals that are reopened must strictly implement measures to prevent and control the Covid-19 epidemic as recommended by the Ministry of Health and must comply with the "5K" principle; operating vehicles must reduce 50 percent of the means carrying capacity on one trip. The transportation unit is responsible for the law on strictly implementing the regulations on epidemic prevention and control.

5. Assign the Inspector of the Department of Transport to host and coordinate with relevant departments, divisions and units in inspecting and supervising the above-mentioned contents; at the same time, actively coordinate with functional forces to strictly handle violations according to regulations; report to the Department of Transport in case of problems or beyond the handling competence to summarize and report to the Provincial People's Committee for timely direction.
