Decree No. 118/2025, dated June 9, 2025 of the Government clearly states: “Implementing administrative procedures regardless of administrative boundaries is allowing organizations and individuals to submit dossiers and receive results of administrative procedure settlement online at the National Public Service Portal or via public postal services or directly at any One-Stop Department to facilitate the implementation of organizations and individuals, regardless of the level of government, administrative boundary of residence, headquarters locatons or place where documents have been issued to organizations and individuals.”
Non-administrative boundary procedures include provincial and national scope. Article 20 of Decree No. 118 details the process of receiving and handling administrative procedure dossiers regardless of administrative boundaries under the jurisdiction of agencies not at the same administrative level and agencies at the same administrative level through direct and online reception. This is the basis for the People's Committees at the provincial and communal levels to receive, handle and return the results of handling administrative procedures regardless of administrative boundaries to organizations and individuals at the Public Administration Service Centers.
According to information published on the National Public Service Portal (updated on July 12, 2025), the People's Committee of Tay Ninh province has 1,978 administrative procedures, of which 331 are fully online, 1,182 are partially online, and 465 procedures are not supported online.

Post Office staff guide people to register for public postal services
Regarding administrative procedures implemented without administrative boundaries, through the review of the Administrative Procedure Control Department - Provincial People's Committee Office, the whole province has 430 procedures, the implementation roadmap from July to the end of 2025. In July 2025 alone, 56 procedures were received, resolved without administrative boundaries and returned via public postal services. Most of these procedures are essential procedures in the fields of civil status, civil servants - public employees, physical education - sports, children, establishment and operation of cooperatives, cooperative unions, etc.
Also through the review, there are 145 procedures that need to amend legal documents regardless of administrative boundaries; each proposed amendment and supplement has been clearly stated by the relevant agencies. This is the basis for specialized agencies to advise the Provincial People's Committee to propose and recommend to the central ministries and branches to consider and amend so that these procedures can be implemented regardless of administrative boundaries in the near future.
Ms. Nguyen Thi Cham (residing in Tan Ninh ward) said: "Non-territorial administrative procedures help reduce time and costs for people. For example, the procedure for issuing a copy of a birth certificate. If in the past we had to go back to our hometown - the place where the birth was registered to do it, now we can go to the People's Committee of the ward where we live to do the procedure or those who are familiar with technology can submit it online through the National Public Service Portal."
Overcoming difficulties in the early days of operation
Implementing non-administrative procedures is a step forward in the process of reforming administrative procedures, all organizations and individuals can submit documents anywhere, anytime. This is really convenient in the context of expanding administrative boundaries, residents often move, settle and work in many different places.
Clearly defining the roadmap for implementing non-administrative procedures according to the requirements of the Government and the Prime Minister, right at the time of trial operation of the 2-level local government organization model, the Provincial People's Committee tested the reception and settlement of non-administrative administrative procedure dossiers within the province. The trial operation results showed that after receiving requests to resolve hypothetical administrative procedures, civil servants of the One-Stop department digitized the dossiers and carried out the processing procedure on the Provincial-level Administrative Procedure Resolution Information System, returning the results to citizens via the public postal service.
With careful preparation, after more than 10 days of officially operating the 2-level local government organization model, the provincial and commune One-Stop Departments basically met the requirements for handling administrative procedures of people and businesses. However, the operation process in the first days could not avoid some difficulties and problems due to the unstable transmission system; the software was not synchronized, so some procedures could not be performed online; there were not enough digital signatures for civil servants receiving documents; there was a lack of high-speed scanners; the One-Stop Department had a small area, which more or less affected the operation process; etc.
Mr. Phan Van Hoa - Secretary of the Party Committee of Ben Cau commune, said that on average, the Commune Public Administration Service Center received and processed 180-200 documents per day. During the initial period of operating the 2-level local government organization model, some procedures could not be performed online. However, within the authority and scope of the commune, officials and civil servants received and basically resolved the records within the day. Records of procedures outside the authority were received and transferred to the relevant agencies for resolution. The Youth Union and staff of the Public Administration Service Center actively guided and supported people in completing the procedures.

During the past week, the Standing Committee of the Provincial Party Committee and the leaders of the Provincial People's Committee have directly inspected and worked with communes and wards in the province to grasp the situation of operating the 2-level local government organization, especially grasping the difficulties and obstacles to direct the relevant agencies to promptly handle and resolve them.
At the working session at the Provincial People's Committee (second branch), Chairman of the Provincial People's Committee Nguyen Van Ut said that after the arrangement of commune-level administrative units in the province, 24 communes and wards have just received relatively good facilities from the district level, while the remaining 72 communes are still struggling. The overload situation and difficulties recorded at the Public Administration Service Center in the first days of operation were partly due to the system of machinery and equipment that had been installed for a long time, with low configuration, not meeting the current workload requirements. In the immediate future, the Provincial People's Committee will allocate funds to support localities to carry out purchases or minor repairs; assign the Department of Finance to coordinate with relevant functional sectors to survey and arrange the order of priority for investment in building new administrative centers for some disadvantaged localities.
For non-administrative procedures, the province strictly implements Decree No. 118 of the Government and the Prime Minister's Directive to review and promulgate a list of administrative procedures regardless of administrative boundaries within the province according to the roadmap, ensuring the completion of 100% of administrative procedures to be performed regardless of administrative boundaries within the province before December 31, 2025./.
