According to Deputy Director of the Department of Transport - Nguyen Thanh Ngoan, after the epidemic situation was under control, the number of Covid-19 infections continuously decreased and the whole province returned to the "new normal", the Department officially loosens more for intra-provincial transportation. In addition to the form of traveling by personal vehicles, from October 13, the Department of Transport also allowed all types of intra-provincial passenger transport to officially resume operations.
Accordingly, the types of passenger transport by cars within the province including fixed route vehicles, buses, contract vehicles and taxis are allowed to operate. In particular, bus routes and fixed routes within the province are reorganized at the request of transport units and meet the conditions for epidemic prevention and control. For contract vehicles, taxis operating within the province are also allowed to operate on the basis of ensuring the requirements of epidemic prevention and control. When operating again, the Department of Transport requires business units to develop plans to organize passenger transport to ensure compliance with business regulations, transport business conditions and regulations on prevention and control. During the Covid-19 pandemic, transportation requirements for passengers are publicized.
During the operation, every day and after each trip, the units must be responsible for organizing the cleaning and disinfection of vehicles, vehicles are only allowed to stop and park along the road in accordance with the locations specified in the transport order or contract of carriage of passengers. At the same time, transport units must be responsible for making a list of passengers riding and sending the list of passengers to the Department of Transport periodically on Mondays to serve the work of tracing the Covid-19 prevention and control when requested by the authorities. Drivers and service staff on the vehicle must ensure that they have had a full dose of Covid-19 vaccine injected at least 14 days or have a certificate of recovery from Covid-19 within 6 months from the approval date issued by the authorized medical agency.
Particularly for passengers, they must ensure that they have injected at least 1 shot of vaccine at least 14 days or have a certificate of recovery from Covid-19 within 6 months. All drivers, service staff and passengers must absolutely comply with the "5K" message, declare their movements and strictly comply with regulations and instructions related to epidemic prevention and control. In addition, the Department of Transport requires the bus station operator to develop a plan to pick up and drop off passengers in and out of the station in accordance with regulations on epidemic prevention and control, arrange health declaration sites, scan QR codes; have a plan to arrange ticket-selling areas, waiting rooms and places to stop and park for passengers to get on and off vehicles to ensure distance and other relevant epidemic prevention and control requirements.
Deputy Director of the Department of Transport - Nguyen Thanh Ngoan said that the Department is submitting to the Provincial People's Committee for permission to pilot the reopening of the Tan An - Cho Lon bus route with a frequency of 50 percent operating frequency of the route before developing the plan to reopen intercity bus routes in addition to allowing passenger transport to resume operations. As for the inter-provincial passenger transport, it is still not allowed to operate, except for the cases of taxi transport for the purpose of serving people to and from hospitals and medical centers outside the province and in case of emergency./.
