Positive results from breakthrough programs

Resolution of 11th Long An Provincial Party Congress, term 2020-2025, sets out many important targets for development worthy of the position, potential, and strengths of Long An province. It also identified 3 breakthrough programs and 3 key projects to maintain the leading position in the Mekong Delta, becoming a well-developed province in the Southern Key Economic Region. After more than 3 years of implementation, the breakthrough programs have achieved many positive results.

The intersection of Hung Vuong Street - National Highway 62 was completed, contributing to solving traffic congestion and enhancing urban beautification.

Breakthroughs in agriculture

According to the Department of Agriculture and Rural Development, after more than 3 years of implementing the High-tech Agricultural Development Program associated with restructuring the agriculture sector, to date, the area of ​​high-tech rice application is 56,142. 5 hectares, reaching 93.6% of the plan for the period 2021-2025; high-tech vegetable area is 1,987.7 hectares, reaching 99.4% of the plan; ​​high-tech dragon fruits area is 5,302.5 hectares, reaching 88.4% of the plan; ​​high-tech lemon area is 2,946 hectares, reaching 98.2% of the plan; high-tech shrimp area is 45.1 hectares, reaching 45.1% of the plan.

According to Deputy Director of Department of Agriculture and Rural Development - Dinh Thi Phuong Khanh, in addition to the area target, the department also focuses on mobilizing investment resources to develop high-tech agriculture. In particular, regarding the formation of large fields in the Winter-Spring crop of 2023-2024, there are 18 businesses participating with a registered area of ​​16,877 hectares, 199 fields/4,956 participating households, a decrease compared to the Winter-Spring crop of 2022-2023.

Although the area of ​​large linked fields has decreased due to some cooperatives, farmers have changed their crop structure from rice to other products and focused on improving rice quality according to organic and EU standards such as Go Gon Agricultural Cooperative switched to growing watermelon, Vinh Thuan Agricultural Cooperative cooperated with ADC Company Limited to produce rice according to EU standards.

The whole province currently has 6 enterprises recognized as high-tech agricultural enterprises. Recently, the province's agriculture sector has continued to implement solutions to support high-tech application in production. Since 2016, the industry has supported the application of VietGAP standards to 119 agricultural production facilities with a total area of ​​more than 2,619 hectares, with 2,238 households, output reaching 65,108 tons/year, 588,000 laying hens, 1,113 beef cows, 100 breeding cows and 250 sows, total support cost is more than 7.5 billion VND.

From the High-Tech Agricultural Development Program associated with restructuring the agricultural sector, the whole province now has 38 production chains of vegetables, dragon fruit, lemons, rice, chicken, pork, and seafood.

In particular, the Provincial Agriculture Department coordinated with the Ho Chi Minh City Food Safety Management Board to survey, build and award 10 certificates of eligibility to participate in the chain; form 291 planting area codes with a total area of ​​13,568.98 hectares for export.

In particular, the province's Agriculture sector also promotes digital transformation and e-commerce connection, promoting brands for typical products and OCOP products such as applying digital technology to automate production processes; Managing and monitoring traceability, growing area code, export fruit packaging facility code, safe agricultural products, safe agricultural product production chain, ensuring speed, accuracy, transparency.

2/8 breakthrough traffic projects completed

Throughout the three terms of the Provincial Party Congress (IX, X, XI), investing in perfecting the transportation infrastructure system has always been of concern to the province by devoting many investment resources.

At the 11th Provincial Party Congress, term 2020-2025, in addition to three key traffic projects, the Program of Mobilizing all resources to build a synchronous transport infrastructure system serves industrial and urban development is also identified as one of three breakthrough programs implementing the congress's resolutions.

To concretize the breakthrough program, the transport sector also identified 8 projects including Luong Binh - Binh Chanh road, Huu Thanh - Tan Buu road, Provincial Road 826E (section from Provincial Road 826C intersection to Can Giuoc bridge), road connecting Rach Doi bridge to Provincial Road 826E, Duc Hoa dynamic axis (road connecting Provincial Road 822 - Provincial Road 823 - Provincial Road 823B - Provincial Road 825), Provincial Road 826D (Tan Tap - Long Hau) section from Belt road 4 to Provincial Road 830, Project upgrading and expanding Provincial Road 824 section from Tua Mot to Ranh Canal bridge and Hung Vuong Street - National Highway 62 intersection project.

According to Department of Transport, up to this point, 2/8 projects have been completed and put into use, including the project of upgrading and expanding Provincial Road 824 section from Tua Mot to Ranh canal bridge and the project of Hung Vuong street intersection - National Highway 62.

In particular, the Provincial Road 824 project, after completion, will help to synchronously expand the cross-sectional scale of the entire route, ensuring convenient traffic connections from Provincial Road 825, Provincial Road 830 to Ho Chi Minh City, Tay Ninh province, contributing to reducing traffic pressure on existing lines.

In particular, with the concentration of workers and laborers in industrial zones and clusters in the area, this route also helps solve traffic congestion that often occurs on the route during peak hours. In addition to the two completed projects, on April 27, 2024, Tandoland Joint Stock Company and Prodezi Long An Joint Stock Company also started construction of Luong Hoa - Binh Chanh road project, roadbed scale of 60m, with 8 lanes. The total expected investment of the project is about 1,250 billion VND from corporate capital mobilization. The remaining 5 projects are also in the process of implementing the planning, design, bidding and investor selecting. In particular, the Huu Thanh - Tan Buu road project has preliminary design documents waiting for bidding to select investors to deploy and implement. As for the Duc Hoa dynamic axis (road connecting Provincial Road 822 - Provincial Road 823 - Provincial Road 823B - Provincial Road 825), the Provincial People's Committee has a policy of assigning to the joint venture investor Bamboo Capital Joint Stock Company - General Construction Company No. 1 - Industrial and Transport Development and Investment Joint Stock Company to conduct surveys and prepare pre-feasibility study reports according to the public-private partnership method.

According to Director of the Department of Transport - Dang Hoang Tuan, mobilizing investment resources for traffic have helped gradually improve the traffic system towards synchronization, modernity, and high connectivity, creating motivation for socio-economic development, especially attracting investment, developing industry, trade, services and urban areas.

“When the transportation projects under the breakthrough program and 3 key projects are completed, it will create a new momentum for the province in socio-economic development, exploiting its potential and strengths, meeting the requirements of industrial and urban areas development, especially in localities in the province's key economic regions" - said Mr. Dang Hoang Tuan./.

In addition to the positive results from two breakthrough programs in transportation and agriculture, for the Human Resources Training Program to meet the industrial and agricultural development needs of the province, departments, branches and localities is actively implementing it according to plan, basically achieving the set progress; striving to have 75% of trained workers by 2025, of which 35% must have trained degrees or certificates.

In the period 2020-2025, vocational education establishments must enroll 115,000 workers, on average train about 23,000 workers/year, including: College system of 5,000 people, intermediate level of 15,000 people, primary and regular training in less than 3 months of about 95,000 people.

In the industrial field, training occupations must be linked to the needs of businesses such as energy, mechanics, electronics, automation, and processing; In the field of agriculture, training focuses on veterinary medicine, horticulture, and aquaculture, ensuring quality, sufficient quantity, reasonable career structure, and meeting the needs of industrial and high-tech agriculture development.
