Promote foreign affairs and international integration, contributing to local socio-economic development

Up to now, Long An has signed and established cooperative relations with 8 foreign provinces and cities

Investment promotion and cooperation with foreign countries

Long An is currently in the top 10 localities nationwide in attracting foreign investment (FDI) projects. Up to now, the province has 1,155 FDI projects, with registered capital of nearly 9.98 billion USD, from 36 countries and territories. Of which, 588 projects have been put into operation with a total investment capital of over 3.6 billion USD. This result is thanks to the comprehensive and synchronous solutions to improve the investment and business environment, creating all favorable conditions for foreign organizations and enterprises to learn about market and investment environment of the province. At the same time, provincial leaders regularly have meetings and work with localities, businesses and foreign organizations to introduce the province's potentials and strengths to expand cooperation for mutual development.

In 2022, in order to actively welcome the investment wave after the Covid-19 pandemic, the province has focused on implementing the trade and industry promotion programs, especially the participation in fairs, exhibitions and organizing foreign trade group. In particular, the province has organized working delegations to visit, work, promote investment, connect localities and businesses in Australia, Japan, Korea, etc. Thereby, about 150 enterprises have been facilitated by the province to participate in events to connect trade, consult foreign export markets; participated in the Vietnam - India Business Forum in Ho Chi Minh City, Vietnam - Netherlands Business Forum. The province also coordinate with Trade Promotion Department (Ministry of Industry and Trade) to organize 2 consulting sessions on exporting dragon fruits to New Zealand and Australia; consulting on exporting cashew nuts to Eastern and Western European markets.

Currently, the province has about 800 enterprises participating in export and import activities to more than 120 countries and territories around the world. Export products are increasingly diversified and gradually shift from agricultural products to processed and manufactured industrial products. The quality of exported products has also been gradually improved, thereby enhancing competitiveness.

In addition, the thoughtful and close organization of provincial delegations in Australia, Japan and Korea and participation in delegations organized by the Central Government (in China, Korea, Denmark, Cambodia, etc.) not only ensure the element of friendly diplomacy with local governments, but also bring practicality, learning and connection into industrial production investment, trade exchange, labor, real estate, urban development, supporting enterprises to accompany the delegation in promoting economic cooperation activities with partners. In addition, the successful organization of conferences on investment promotion and labor recruitment of Long An in foreign localities has facilitated connection and many business cooperation agreements with partners.

Tighten solidarity and friendship

Up to now, Long An has signed and established cooperative relations with 8 foreign provinces and cities: Svay Rieng and Prey Veng (Kingdom of Cambodia), Kham Muon (Laos), Chungcheongnam-do (Korea), Trat (Thailand), Hyogo (Japan), Sacramento city (California, USA) and Leipzig city (Germany); of which, 17 memorandum of understandings, contracts and cooperation agreements have been implemented. Over the past time, foreign localities have well implemented the terms and conditions of the agreement, maintaining goods trading activities, and sending congratulatory messages on the occasion of national holidays, anniversaries and traditional New Year.

In particular, Long An has 134,906km of border line adjacent to the Kingdom of Cambodia. In order to strengthen solidarity and friendship with the two neighboring provinces of Svay Rieng and Prey Veng (Kingdom of Cambodia), over the past time, the province has done well in people-to-people diplomacy, especially maintaining the organization of delegation exchanges, congratulatory messages on the occasion of holidays, anniversaries, filial piety, Traditional New Year of the 2 ethnic groups; organizing cultural - artistic exchanges, sports and a number of volunteer activities such as free medical examination and medicine distribution; supporting materials, equipment, drugs for the prevention and control of the Covid-19 epidemic; giving gifts to poor and near-poor households in border areas;etc.

The promoting of signing and establishing cooperative relations with foreign localities has contributed to the development of friendship and cooperation relations as well as enhancing the position and prestige of the province.

Continue to improve the efficiency of foreign affairs

Long An continues to improve the efficiency of foreign affairs on three pillars of economic diplomacy, political diplomacy and cultural diplomacy. To be proactive in international integration, the province has determined to focus on implementing the following solutions:

First, continue to implement and thoroughly grasp Directive No. 12 dated January 5, 2022 of the Secretariat on strengthening the leadership of the Party, improving the effectiveness of people's diplomacy in the new situation; Directive No. 15, dated August 10, 2022 of the Secretariat on economic diplomacy for the development of the country until 2030; Resolution No. 22, dated April 10, 2013 of the Politburo on international integration; Resolution No. 31, dated May 13, 2014 of the Government promulgating the Action Program to implement Resolution No. 22, dated April 10, 2013 of the Politburo on international integration; Directive No. 15, dated July 7, 2015 of the Prime Minister on the implementation of Resolution No. 22 of the Politburo on international integration;etc.

Second, continue to implement and grasp the overall orientation and strategy of foreign affairs for the 2021-2025 period, with a vision to 2030 in line with the actual situation of the province; especially cultural diplomacy, external information, overseas Vietnamese work, border and territory work, etc. In which, external activities in the whole political system are harmoniously combined between Party diplomacy, State diplomacy and people's diplomacy, creating strength and efficiency in the implementation of foreign affairs in the locality.

Third, continue to maintain the implementation and perform well the external work with foreign localities that have signed agreements with the province; Strengthen international integration, investment promotion, trade, education, health, culture, society and tourism; Effectively implement cultural diplomacy activities with other countries; effectively organize festivals to introduce and promote unique cultural features, landscapes, landscapes and local relics; Coordinate well with the Cambodian authorities in the management of borders and territories, demarcation and marking.

Fourthly, organize incoming and outgoing delegations according to regulations in order to create conditions for effective implementation of foreign affairs and international integration tasks; Regularly review and strengthen the steering committee for external information work at all levels; focus on training and professional training, fostering knowledge of external information for the contingent of full-time officials, propagandists and reporters at all levels.

Fifth, foreign affairs must be associated with ensuring foreign political security, social order and safety; protection of sovereignty, territorial integrity and protection of internal politics./.
