Resolution No. 68 is a golden opportunity for businesses to innovate business models, apply technology, and improve productivity
Paving the way for a new development phase of the private economy
Resolution No. 68 clearly states: The goal by 2030 is to have 2 million enterprises operating in the economy, 20 enterprises operating/1,000 people. There are at least 20 large enterprises participating in the global value chain. The average growth rate of the private economy is about 10-12%/year, higher than the economy; contributing about 55-58% of GDP, about 35-40% of total state budget revenue, creating jobs for about 84-85% of the total workforce; labor productivity increases by an average of about 8.5-9.5%/year.
To achieve this goal and the private economic sector truly becomes an important driving force of the economy, it is necessary to promote the spirit of implementation and to make this spirit concrete in each document. In particular, it is necessary to have a synchronous implementation, promote more strongly, more substantially, and more effectively the role of the business community and organizations representing entrepreneurs and enterprises in implementing the Resolution.
Private economy - the key component in local development

Resolution No. 68 is considered a leverage for private enterprises to confidently make breakthroughs
Tay Ninh currently has nearly 37,200 registered enterprises, of which more than 23,100 are actually operating, mainly in the private economic sector. This component plays a key role in the development of industry, trade, tourism and logistics of the province. In particular, in the process of transforming the growth model associated with digital transformation, green economy, and circular economy, the role of private enterprises is increasingly emphasized.
With dynamism and flexibility, the province's business community contributes to creating jobs for workers, promoting domestic consumption, expanding export markets and increasing production value. In recent years, the private economic sector has accounted for more than 55% of the province's total social investment capital, contributing significantly to the local state budget revenue. The business community has high expectations for the effective implementation of Resolution No. 68 of the Politburo.
Resolution No. 68 is expected to add more motivation and create a driving force for the Tay Ninh business community to make a stronger breakthrough in the new period. Mr. Duong Long Thanh - Chairman of the Young Entrepreneurs Association of Tay Ninh province, shared: “Enterprises in the Association are very excited and expectant with Resolution No. 68. This is a milestone that clearly shows the recognition and respect for the role of the private economic sector, considering this as one of the most important driving forces for growth. The Resolution has created confidence for businesses to confidently invest, innovate, and affirm their position in the economy”.
According to Mr. Duong Long Thanh, with the mechanisms and policies issued in Resolution No. 68, young enterprises in Tay Ninh are having more motivation to develop faster, stronger, and more firmly in the domestic and international markets. From the business perspective, Mr. Dang Khanh Duy - General Director of Tan Nhien Tay Ninh Company Limited, commented: “It can be seen that private enterprises are increasingly valued by the State, with many open development opportunities. Previously, we were just a domestic rice paper production company. But since Resolution No. 68, the business environment has become more open, procedural barriers have been removed, we have boldly invested in technology, expanded scale and aimed at exporting. This resolution not only demonstrates the government's commitment to creating a transparent and fair investment environment but is also leverage to help local enterprises confidently transform and reach out to the international market.”

Clearly identifying that private economic development is not only a major policy of the Central Government but also a practical need from enterprises, the province proactively accompanies enterprises with specific actions: reforming administrative procedures, providing clean land, supporting access to credit, digital transformation and especially an open and equal investment environment among economic sectors. In addition, the province strengthens dialogue to listen to and remove difficulties for enterprises and organizes workshops to realize Resolution No. 68 of the Politburo.
Mr. Tran Van Tuoi - Deputy Director of the Department of Finance, said: "The province always considers the development of enterprises as an important measure reflecting the effectiveness of government management. Therefore, the province is committed to accompanying private enterprises in a practical, non-formal way, considering the difficulties of enterprises as the difficulties of the province". According to Mr. Tuoi, to effectively implement Resolution No. 68, the Department of Finance advised the Provincial Party Committee Standing Committee to issue action programs, focusing on reforming administrative procedures, creating favorable conditions for enterprises to access land, capital, innovate science and technology and improve competitiveness.
Resolution No. 68 of the Politburo is a major and long-term orientation for the private economy to develop to its full potential. The determination in implementing the resolution not only demonstrates Tay Ninh's commitment to developing the private economy but also affirms the long-term vision of a dynamic and sustainable economy, with enterprises as the center of development./.
