Secretary of Provincial Party Committee - Nguyen Van Duoc inspects the progress of key projects

On September 11, Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc and the delegation inspected the construction progress of key projects on Ring Road 3 of Ho Chi Minh City and Provincial Road 830E in Ben Luc district. Accompanying him were Vice Chairman of Provincial People's Committee - Nguyen Minh Lam; Leaders of the Department of Transport and related sectors.

Reporting to the delegation, Deputy Director of Department of Transport - Tran Thien Truc said that component 7 has disbursed 198.698/309 billion VND, reaching over 64% of the allocated capital. The sector is completing advancing procedures for contractors. It is expected that by the end of this month, disbursement will reach 74% and by December 31, 2023, disbursement will reach 100% of the plan. For component 8, 827.4/995 billion VND has been disbursed, reaching 83.16% of the allocated capital.

Up to now, contractors in 3 construction packages have completed input procedures and drawing design documents for main items in each phase; mobilized human resources, built camps, operating houses and field experiment stations, excavated public service road molds and prepared ground for pile construction.

Currently, construction package 2 has drilled 2/36 test piles, construction package 3 has drilled 2/16 test piles and construction package 1 has dug public service road molds reaching over 60%. According to the assessment, the project basically completed the plan and progress milestones required by the Government. However, there are still difficulties due to sand supply.

As for the Provincial Road 830E project, currently the unit are constructing 4 packages in 2 sections including the section from the intersection of Provincial Road 830 to Nguyen Van Nham street and the section from Nguyen Van Nham to National Highway 1. However, the progress is still slow. The main problems are related to site clearance, making it impossible for units to carry out mass construction.

As for site clearance work, for the key project of Ring Road 3 project of Ho Chi Minh City, Ben Luc District People's Committee has paid 389/398 households, reaching 97.7%, total compensation amount is 837.6/857.226 billion VND, reaching 97.7%; The compensation area is 42.3/43.55 hectares, reaching 97.1%. To date, the People's Committees of communes have considered preliminary resettlement policies for 127 cases whose houses and residential land were affected. Of these, 110 cases are eligible for resettlement with land and 17 cases are supported with monetary resettlement.

As for the Provincial Road 830E project passing through Ben Luc district, up to now, 717 households have been paid with an amount of over 1,242 billion VND, with an area of 32.9 hectares, reaching 81.6% of the households and 82.8% of the area. There are currently 161 households/6.8 hectares that have not yet agreed with the compensation price. As for the section through Can Duoc district, the Provincial People's Committee agreed on the policy of temporarily not clearing the site from Rach Chanh bridge to Provincial Road 830 (the section passing through the expanded Phuc Long Industrial Park).

At the meeting, representatives of the Provincial People's Committee, Department of Transport, relevant departments, branches and contractors discussed and resolved difficulties and obstacles to speed up the project progress.

Speaking at the meeting, Secretary of Provincial Party Committee, Chairman of  Provincial People's Council - Nguyen Van Duoc acknowledged the joint efforts of Provincial People's Committee, Department of Transport, Ben Luc District People's Committee, related sectors andconstruction contractors, with the highest determination in implementing 2 key projects of Ring Road 3 of Ho Chi Minh City and Provincial Road 830E, achieving progress as planned.

He also affirmed that the two key projects, Ho Chi Minh City Ring Road 3 and Provincial Road 830E, are both very important in the socio-economic development of the province as well as in regional connectivity.

From the actual survey and direct work with units, Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc also recommended that the Provincial People's Committee continue to direct relevant departments and branches to ensure implementation progress of 2 key projects and be responsible to the Provincial Party Standing Committee. Departments and branches need to advise Provincial People's Committee in maximizing the exploitation of existing land funds to promptly allocate capital to implement 2 key projects on the basis of ensuring the provisions of law, etc.

The Department of Transport needs to have solution to remove difficulties and obstacles for construction units, especially the supply of sand. In case of exceeding the authority, it is necessary to promptly report to the Provincial People's Committee for direction to remove difficulties and obstacles.

Particularly for construction contractors in the two projects, he suggested that it is necessary to focus on mobilizing human and material resources, organizing the implementation of many construction steps, overcoming difficulties, promptly reporting and resolving difficulties and obstacles ensure the progress.
