In addition to the positive aspects, according to statistics, the number of dissolved or temporarily suspended enterprises in the area is still relatively high. This shows that the business operations of enterprises are still facing many difficulties and challenges. Some enterprises are facing difficulties in the fields of land and construction.
According to the representative of Hai Son Company Limited (Duc Hoa district), the investment and operation process always receives timely support from leaders at all levels. However, the company is still facing certain difficulties, mainly related to the issue of appraising infrastructure unit prices and land prices to fulfill financial obligations; some land-related procedures for consulting with sectors are often very slow; etc.
In addition, some enterprises are also facing difficulties in recruiting workers and high-quality human resources to serve production and business.
Representative of Chutex International Co., Ltd. (Duc Hoa district) - Erng Sow Ngoh proposed that relevant agencies and sectors of the province have policies and solutions to support the recruitment of labor resources in the area because recently, many workers have quit their jobs and recruitment has been difficult, affecting production and business activities.
According to General Director of Ching Luh Vietnam Shoes Co., Ltd. (Ben Luc district) - Cynthia Hsieh, enterprises need the province to support, orient and have a suitable labor training strategy to meet the increasing demand in the current and upcoming period.
On the other hand, enterprises can also cooperate and provide related training programs to meet the demand for labor and human resources. They hope that all levels and sectors will pay attention, support and accompany in the implementation for the common development goal.
According to Thang Loi Real Estate Group Joint Stock Company, the unit is implementing many projects in Long An. Among them are projects that are carrying out procedures for calculating land use fees to determine financial obligations, specifically the project for Construction of Technical Infrastructure for Low-Income Residential Areas in Duc Lap Thuong Commune, Duc Hoa District, which has the Decision on land allocation phase 2 since July 2022, however, after more than 2 years, the competent authority has not yet notified the amount of land use fees to be paid.
The delay in determining the project's financial obligations has greatly affected the progress of separating sub-books and transferring them to project customers, leading to complaints and lawsuits from customer groups. Therefore, the company hopes that the Provincial People's Committee will soon direct a solution so that the enterprise can quickly fulfill its financial obligations according to regulations.
Joining hands to overcome difficulties
With the view that the difficulties of enterprises are also the difficulties of the province, Long An always listens to and supports the business community to overcome difficulties and obstacles.
In recent times, the province has had many mechanisms and policies to improve the investment environment, support enterprises and investors. The provincial leaders have directed departments, branches and localities to closely coordinate in solving bottlenecks for enterprises, creating peace of mind in production and business activities.
The province focuses on training and improving the quality of human resources to meet the labor needs of enterprises
Regarding issues related to land, valuation, financial obligations, etc., the Department of Natural Resources and Environment is currently focusing on reviewing and coordinating with relevant agencies and units to develop a specific plan and roadmap for the process of financial obligation valuation, and implementing bidding procedures to select land valuation units for each project in the province.
The plan, after approval, will be publicly posted for enterprises to monitor and understand. The department coordinates to review relevant legal regulations, research in the direction of assigning enterprises to preside over hiring a valuation unit with full legality to implement, then submit to the Provincial Valuation Council to re-evaluate the enterprise's certificate to speed up the implementation progress; etc.
Director of the Department of Labor - Invalids and Social Affairs - Nguyen Hong Mai informed: To support and facilitate workers to look up information and find jobs, the Provincial People's Committee directed the Department of Labor - Invalids and Social Affairs to coordinate with relevant departments, branches, agencies and units to compile statistics and update weekly of labor training needs and labor recruitment needs of enterprises in the province on the Provincial Electronic Information Portal and on the Long An Digital application.
To support enterprises in recruiting workers, the department has deployed and implemented solutions to coordinate with relevant departments and branches to synthesize and update labor training needs and recruitment needs of enterprises in the province every week to facilitate the search for recruitment of enterprises and vocational training and job search of employees.
The department directed the Long An Employment Service Center to organize job fairs, widely inform about the recruitment needs of enterprises to employees in the area; mobilize enterprises to improve salaries, reasonable incentives such as bonuses, travel support, accommodation and other support, arrange shuttle buses, etc. to keep employees working with peace of mind, attract labor sources from neighboring provinces.
In particular, the department focuses on implementing well the human resource training program to meet the needs of industrial and agricultural development of the province according to Resolution No. 12-NQ/TU, dated April 15, 2021 of the Provincial Party Executive Committee with the goal of building and developing the province's human resources, especially high-quality human resources.
In particular, Long An orients training occupations associated with the needs of enterprises investing in high-tech fields such as energy, precision mechanics, electricity, electronics, telecommunications, automation, etc; innovates and improves the quality of vocational training institutions in operation and deploys joint training for occupations that enterprises need, especially occupations in the fields of high technology, semiconductor technology, etc.
Vice Chairman of the Provincial People's Committee - Huynh Van Son emphasized that in the past, although Long An had many mechanisms and policies to improve the investment environment and support enterprises, the province could not completely resolve all the difficulties of investors and enterprises. Long An is and will continue to promote the synchronous implementation of plans and action programs for socio-economic development, solutions to improve the investment environment in a drastic and unified manner on all contents, with focus on key tasks.
At the same time, the province also hopes to continue receiving initiatives and suggestions from the business community that are suitable to the practical situation of the province, continuing to remove difficulties and obstacles for businesses to invest effectively and develop sustainably together with Long An.
The Provincial People's Committee assigned the Department of Planning and Investment to coordinate with relevant units to continue reviewing, monitoring, and urging the settlement of recommendations and proposals from businesses related to many sectors and levels.
