Tan An reaches, exceeds 18 out of 21 main targets for term 2015-2020

Secretary of the provincial Party Committee and Chairman of People's Council of Long An Province - Pham Van Ranh requests Tan An city to focus on some political tasks to complete the targets of the Resolution of the City Party Congress X.

The delegation was reported by the Standing Committee of Tan An Party Committee about situation and results of implementing political tasks in the city across the past time; directed, oriented and solved difficulties and directions and tasks in the coming time; and so on.

In addition, the Secretary of provincial Party Committee asked the Standing Committee of Tan An Party Committee to clarify some shortcomings and problems in implementing the project of Ring Road; projects on residential and urban investment; new urban planning; difficulties in implementing the Plan 02; preparation of documents and personnel of the new Congress.

Up to now, the city has reached and exceeded 18 out of 21 targets of the Resolution of the city Party Congress X, the remaining 3 targets have reached progress. The economic structure of the city has shifted in the direction of the Resolution of the Xth Congress, increasing the proportion of trade in services, improving the quality of industrial development, reducing the proportion and improving the quality of agricultural development. The growth rate of production value of major industries has always remained high, annually averaging over 11.5 percent.

Investment promotion and attraction are focused on. Last time, the city received and approved for 132 projects proposed to invest in the area. The city completed the task of building a new-style rural; The work of embellishment and urban and population development is carried out according to its roadmap.

Particularly for the breakthrough program on "Mobilizing all resources for constructing and developing Tan An city to achieve grade-II urban centers by 2020" in association with the implementation of Resolution No. 02-NQ / TU dated July 14, 2011 of the Provincial Standing Party Committee on "Building and developing Tan An city in the period 201-2020", from 2016 up to now, the city mobilizes capital from the budget, the people and investors with a total of over 2,082 billion VND, reaching 40.2 percent of the plan.

This resource is invested in constructing infrastructure, in which the system of traffic, drainage, lighting, arterial roads to contribute to the socio-economic development motivation.

In particular, the city organized many direct dialogues with people in the area affected by the project of Ring Road; establishing movement groups of the city and localities (where the Ring Road passed), coordinating with the provincial Fatherland Front – mass Unions to support in propagating and mobilizing people to agree on the project's guidelines; etc. Up to date, the city tallied over 1,600 households, reaching 100 percent, paid compensation for 1,059 households with the amount of nearly 827 billion VND.

The work of Party building and political system building is always concerned by the city. The Party Committee implemented and regularly monitored, inspected, urged and reminded the subordinate committees to implement the Politburo Directive No. 05-CT/TW in association with the Central Resolution 4 (Term XII) and regulations. However, the economic restructuring has the right orientation but it is slow compared to the requirements. It is difficult to attract and encourage potential investors; mobilizing in the people resources for development investment are not commensurate with the potential of the city. The structure of agricultural production has been slow to change, crop restructuring has not been suitable with the orientation, the implementation of high-tech applications in production has faced many difficulties.

Investment technical infrastructure is inconsistent, not ensuring the scale, technical standards, failing to meet the requirements of economic growth and serving people’s need. Some key projects are implemented slowly, the work of ground clearance has faced many difficulties and obstacles, especially the construction of the city's Ring Road.

At the meeting, delegates gave opinions and solutions to the city's problems and proposals. In particular, the city focuses on ground clearance of projects through the area, including the project of city Ring Road; areas specialized in growing high-tech vegetables; arranging grassroots cadres in the spirit of Plan 02; training and planning the cadres, especially young cadres, female cadres; urban environmental landscape; and so on.

In particular, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee - Tran Van Can emphasized that the city needs to implement some issues in Resolution No. 02 of the provincial Standing Party Committee, especially the expansion of National Highway 1; drainage system for rainwater and domestic wastewater; embankment of ward 1, ward 2 and ward 3; landscape of Hung Vuong road and 2 sides of Vam Co Tay river; urban management; and so on.

He suggested the city needs to resolve the problems and obstacles to successfully implement the Resolution of the Party Congress of the city, especially 3 targets have not yet been reached, etc.

The Secretary of provincial Party Committee proposed that the city should continue solving problems in high-tech vegetable production associated with peri-urban agriculture in the coming time; land clearance and resettlement work for projects, especially the Ring Road; coordinating with relevant departments and agencies in handling environmental landscapes in several urban residential projects; enhanced investment promotion; land management; raising the quality of criteria in building cultural and new-style rural commune; enhanced to contact and dialogue with people; There are solutions to attract resources to create breakthrough development of the city, etc./.
