A plot of land is being leveled
According to the plan, the campaign will be implemented for 3 months, from the beginning of September to November 30th, 2025, focusing on reviewing, updating, and cleaning the entire land database in 96 communes and wards; at the same time, collecting, digitizing, and creating data for the certificates of land use rights and house ownership rights that have been issued but the database has not yet been built.
The People's Committee of Tay Ninh province has determined that the goal of building a land database that has been built must be reviewed and completed. The database after completion will be synchronized, shared and seamlessly connected with the national database on population, the National Data Center and throughout the political system.
Review and classify land data that has been built up to now in 96 communes and wards into 3 groups: Groups that have built databases and data that is being used; groups that have built databases but the data needs to be correct, complete, supplemented and authenticated with information of land users and owners of assets attached to the land; groups that have built databases but the data cannot be used, need to be rebuilt.
At the same time, the province will scan and digitize land and housing certificates; enter data into the system; and create a database for cases not yet in the current system. All information will be centrally managed, with additional land plot identification codes, integrated with the national digital address platform, helping to look up and exploit data easily and accurately.
The People's Committee of Tay Ninh province assigned the Department of Agriculture and Environment to act as the standing agency, presiding over coordination with relevant departments, branches and units to deploy, urge and report progress weekly. The Provincial Police is the core unit in verifying information with the national database on population and ensuring network safety and security.
The Department of Science and Technology, the Department of Finance, the Public Administration Service Center and the People's Committees of communes and wards coordinate to implement, ensure human resources, technology, funding and propaganda work to the people.
In particular, localities are required to establish commune-level working groups, organize the collection of certificates and citizen identification cards, and at the same time propagate so that people clearly understand their rights when participating in data authentication, using online public services and the VNeID application.
The campaign is deployed on the principle of "clear people, clear work, clear time, clear results, clear responsibilities, clear authority", with the synchronous participation of the entire political system.
Completing the land database is not only an urgent requirement for management work, but also an important step in the digital transformation roadmap, building e-government, towards a transparent, modern administration serving the people./.
