Part 4: Sustainable agricultural zones, secure borderlands
After the merger, the communes of Hung Thuan, Phuoc Chi, and Thanh Duc have retained their traditional rural charm while playing a vital role in ensuring security and economic development along the border.

The natural landscape of Phuoc Chi commune, with its vast rice fields and rich network of rivers and canals, holds great potential for tourism while also serving as a solid foundation for agricultural development.
Hung Thuan Commune - A fertile land steeped in rural soul
Formed by merging the former communes of Hung Thuan and Đon Thuan, the new Hung Thuan spans 102.72 km² and is home to approximately 26,546 residents. The commune maintains its rustic simplicity with a mild climate, fertile soil, and vast green fields.
The lush rice paddies, abundant fruit orchards, and plentiful water resources make Hung Thuan a “green land” in Tay Ninh. Agriculture remains the economic backbone, continuously adopting advanced technologies to enhance productivity and product quality. Local specialties such as rice, vegetables, fruits, and handicrafts not only meet domestic demand but are also gaining recognition in broader markets.
Hung Thuan has its rich cultural heritage, preserved through festivals, folk games, and long-standing customs and traditions. Residents take great pride in their cultural identity, with community fairs and rural festivals strengthening social bonds and nurturing historical awareness among younger generations.
Beyond agriculture, Hung Thuan offers promising potential for rural ecotourism. Its picturesque natural landscape, diverse ecosystems, and cultural depth make it an ideal retreat for visitors seeking peace and authentic Southern countryside experiences.
Experiential tourism programs, homestays, and local culinary tours are opening new paths—generating income for locals while promoting the commune’s unique image. Hung Thuan commune will aim for sustainable rural development, where tradition and modernity blend, opening a new and promising chapter.
Phuoc Chi Commune - Gateway to border development
Phuoc Chi Commune was established through the merger of Phuoc Binh and the former Phuoc Chi communes, aiming to streamline administrative management and strengthen security along the province’s southwestern border. Covering an area of 82.84 km² and home to approximately 31,461 residents, the new commune is headquartered in the former Phuoc Binh area — a location that facilitates effective governance and coordination. Strategically positioned, Phuoc Chi holds special significance in the region’s border development and security planning.
Strategically located along a sensitive border area, Phước Chỉ faces both opportunities for cross-border trade and challenges in safeguarding national security. Its landscape—stretching rice fields, green hills, and dense waterways—offers both agricultural foundations and tourism potential.
Economically, Phuoc Chi is committed to sustainable development. Traditional farming remains central, with high-quality rice and fruit production. Alongside this, the application of advanced cultivation technologies is paving the way for greener, cleaner, and more sustainable agriculture. Cross-border trade activities also contribute to elevating local product value and boosting regional commerce.
Phuoc Chi’s cultural identity shines through its folk festivals and distinctive local customs, making it an appealing destination for tourists and a promising site for eco-tourism development. As a “security gateway,” the commune places a strong emphasis on border control and protection. At the same time, the local government introduces preferential policies to improve infrastructure and support businesses, fostering balanced development across the economy, culture, and national defense.
Thanh Duc Commune - Building the future on heritage foundation
Thanh Duc Commune was established through the merger of Cam Giang and the former Thanh Duc communes — a land steeped in history yet driven by a vision for the future. Spanning 99.06 km² with a population of 44,539, the newly formed commune not only streamlines administrative management but also shapes a fresh “development landscape” where traditional values are harmonized with modern scientific and technological advancement.
Located in the heart of Tay Ninh’s rural area, Thanh Duc Commune is poised for strong growth in industry and services, paving the way for high-tech investment projects that aim to boost productivity and enhance quality of life. Development plans prioritize the preservation of traditional agricultural practices — particularly rice and vegetable farming — while promoting the establishment of light industrial zones and service hubs to support both production and consumption. This strategic orientation not only diversifies the local economy but also generates new employment opportunities for residents.
In addition to economic potential, Thạnh Đức boasts a rich cultural and historical heritage, preserved through traditional customs, festivals, and ancient architecture.
The blend of modern and traditional elements paints a vibrant picture of Thanh Duc, where each cultural activity strengthens community bonds and sparks innovation, bringing the "countryside soul" of Tay Ninh to both domestic and international visitors. At the same time, the commune is undergoing systematic infrastructure upgrades, with investments in modern transportation networks, water supply and drainage systems, and telecommunications — laying the groundwork for sustainable development.
These infrastructure projects provide a solid foundation for attracting investment in industry and services, accelerating the process of economic restructuring. Thanh Duc Commune is regarded as a “seeding ground” for the sustainable development of Tay Ninh’s rural areas — a place where heritage and the future converge./.
