Article 2: Staff arrangement after Congress basically completed

After the grassroot upper-level Congress, the Executive Committee of districts, town, city and Party Committee unit under the Provincial Party Committee focused on assigning, arranging and allocating the staff to perform well the assigned political tasks.

Proactively complying with regulations

The Executive Committee of districts, town, city and Party Committee units under the Provincial Party Committee issued resolutions and decisions on the work of cadres basically under the project approved by competent authorities. In which, they mobilized, received, arranged and allocated cadres, civil servants and public employees according to the structure of the personnel project in association with the upper policies such as the Party Secretary who is also the Chairman of the People's Committee, the head of the Party Committee is not local people, the key positions do not hold two consecutive terms in the same administrative unit.

Secretary of the Kien Tuong Town Party Committee - Nguyen Minh Lam said that the Executive Party Committee for the term 2020-2025 currently has 12 members. In which, Executive Party Committee of Kien Tuong Town has 3 members; 6 members of of the previous term of the Kien Tuong Town Executive Party Committee were continued to be elected for the new term, still assigned, arranged, allocated, and remained the same position, unchanged. Only 3 newly elected members were structured as follows: 1 member was assigned the position as Head of Organization Board, cum Head of Home Affairs Division; 1 member was assigned the position as Head of Propaganda and Training Division, cum Director of Kien Tuong Town Center for fostering politics; One member was assigned the position as Head of the Commission for Mass Mobilisation, cum Chairperson of the Vietnam Fatherland Front Committee of Kien Tuong Town.

Similarly, the assignment, arrangement and allocation of staff for the members of the Executive Committee of Kien Tuong town Party Committee, term 2020-2025 and those who did not win the election of the new term executive committee have been implemented right after the congress. The assignment, arrangement and allocation of key positions in communes and wards are all done in accordance with the planning, ensuring that they are associated with the titles of People's Councils, People's Committees of communes and wards. Executive Party Committee of Kien Tuong Town also mobilized and appointed for the comrades under the management of Executive Party Committee of Kien Tuong Town.

Immediately after the upper-level congress, the Party Committees at all levels promptly reported to the upper-level Party Committees for approval of the election results of the Standing Party Committee, the Executive Party Committee, the secretary, the deputy secretary, head of the inspection Party Committee according to regulations; building the working regulations, working programs, full-course inspection and supervision programs for the Party Committee, the Executive Party Committee; promptly issue directives and plans to lead, grasp, deploy and implement the resolutions of the Party Committee in accordance with the local situation and conditions.

For Duc Hoa district, after the approval decision of the Provincial Executive Party Committee, the District Executive Party Committee held a meeting and issued a decision to assign tasks to the members of the Executive Committee of District Party Committee and the district members in the new session. In addition, the District Executive Party Committee issued a decision to assign members of the Executive Party Committee, members of district Party Committee to be in charge of Party grassroots organizations under the District Party Committee. The key titles of the district People's Council and district People's Committee are implemented in accordance with the direction of the Provincial Party Committee in Official Dispatch No. 3211-CV/TU, dated August 19, 2020.

Generally, the staff arrangement work after the district Party Committee was implemented in accordance with the personnel project submitted to the Congress and the personnel plan approved by the Executive Committee of Provincial Party Committee. “In the coming time, the District Party Committee members will study and develop a plan to mobilize and rotate staff in the term 2020-2025 and orientations to the next term. In the immediate future, the district will continue to arrange staff, determined to strive to reach at least 70 percent of communal party committee secretaries at the end of the term as district commissioners (currently, there are only 6 out of 20 communes and towns (8 out of 41 members) reached 30 percent of communes and towns) ”- Secretary of Duc Hoa District Party Committee - Phan Nhan Duy said.

Staff is stable after arrangement

Information from the Office of Can Duoc District Party Committee, after the Congress of the District Party Committee for the term 2020-2025, the District Executive  Party Committee promptly issued the working regulations of the Executive Board, the Supervisory Board, the Regulation on the assignment of the party members in charge of the facility. Party and decided to assign membership level for each field of work. 41 commissioners and 12 members of the District Executive  Party Committee, after being elected, were assigned as expected. Currently, 7 members are asking for opinions from the Standing Committee of the Provincial Party Committee, the Provincial Organization Committee, Department of Home Affairs and other functional agencies to decide on assignment.

Specifically, the district is asking for ideas on the transfer and appointment of three new members of the Executive  Party Committee to hold the position as Head of the district Organization Committee, Head of the district Propaganda and Training Department and Head of the Commission for Mass Mobilisation of the District Party Committee; transferred and appointed 4 new members of district Party Committee to hold the positions as Deputy Head of Organization Committee of the District Party Committee, Secretary of the Party Committee of Phuoc Tuy Commune, Deputy Head of the Commission for Mass Mobilisation of District Party Committee and Vice Chairperson of the District People's Committee. “The mobilization, appointment of staff after congress are done in accordance with the process and regulations of the province. Officials are transferred and appointed to comply with the regulations of the organization, work with peace of mind”- Secretary of Can Duoc District Party Committee - Nguyen Van Dat informed.

In Tan Hung district, according to the Deputy Secretary of the District Party Committee - Nguyen Hong Thuy, up to now, the district has basically arranged and completed the newly elected comrades and did not win the election of the Party Committee, the Executive Party Committee for the term 2020-2025. In the case that the Deputy Secretary of the District Party Committee, the Chairman of the District People's Committee did not win the election of the District Executive Party Committee for the new term, the District Executive Party Committee held a meeting to request the Provincial People's Committee to temporarily assign the District Executive Party Committee, the Vice Chairman of the District People's Committee to act as the Chairman of the District People's Committee to manage and run the tasks until he or she is arranged and allocated to hold the position as Deputy Secretary of the District Party Committee, Chairperson of the District People's Committee.

Along with the assignment of membership levels for the new term, the Executive Party Committee of districts, town, city and Party Committees under the Provincial Party Committee have arranged the work; promptly implement salaries and policies and do well ideological work for comrades who are not re-elected according to the regulations of the Party and State. According to the Chief of the Office of the Provincial Party Committee - Pham Xuan Bach, the positions and personnels assigned, arranged have been approved by the Organization Committee of the Provincial Party Committee, Department of Home Affairs and other relevant departments, sectors of the province; The assignment and arrangement are basically stable, without much disturbance.

Cadres, civil servants and public employees are mobilized and basically arranged and allocated to meet the standards of professional qualifications, political theory, ethical qualities, competence, working skills, meeting the requirements of duty. For those comrades who are not re-elected or are not eligible for re-election, they are arranged, allocated, assigned suitable jobs or resolved to retire according to the regulations. According to the evaluation of most localities and units, comrades were transferred and appointed to comply with the regulations of the organization, have a stable mentality when they are assigned new tasks./.
