According to the district's Department of Agriculture and Rural Development, when starting to implement the New Rural Development Program in 2011, the district had quite difficult socio-economic conditions. The average number of criteria achieved by communes was 6.4; the highest commune achieved 9 criteria; the lowest commune achieved only 5 criteria; the average income per capita was less than 20 million VND/year.

However, with the strong determination of the political system, up to now, the district has 14/14 communes recognized as meeting the New Rural standards. Of which, 6 communes met the advanced New Rural standards (42.86%), 1 commune met the model New Rural standards (7.14%); Can Giuoc town meets civilized urban standards (100%); average income per capita reaches 65 million VND/year; the district basically meets 9/9 standards of the new rural district in the period of 2021-2025.

In 2014, Long Phung was the first commune in the district to meet the new rural standards. After 10 years, the commune continues to achieve the title of advanced new rural area.

Mr. Tran Thien Phuc (Chanh Nhut hamlet, Long Phung commune) said that the effectiveness of the advanced new rural area construction program not only changes the appearance of the countryside but also improves the quality of life of the people. The locality focuses on introducing jobs and vocational training for rural workers. He hopes that in the coming time, the commune will continue to open training courses to transfer science and technology, and introduce new models so that people can learn when converting crop structure.

Thuan Thanh commune has achieved advanced new rural standards, in addition to the support of relevant sectors, there is also the cooperation and consensus of the people. Mr. Nguyen Van Lua (Thuan Dong hamlet, Thuan Thanh commune) said that when the locality had a policy to build traffic routes in the hamlet, the people all agreed to support, some donated land, some contributed funds. His family alone donated 200m² of land and relocated 67 lime trees so that the project could be completed on schedule.

In 2024, the capital source of the National Target Program on New Rural Construction in Can Giuoc is about 34.7 billion VND, in which the district mobilized from the community and people more than 3.7 billion VND. Capital is strictly managed, used openly, transparently, and effectively when investing in bridges, roads, power grids, irrigation, schools, medical stations, etc. The district has no outstanding debts in the construction of basic works under the National Target Program on New Rural Development.

The first district to meet the standards according to the new set of criteria

During the process of building a new countryside, the district has achieved many outstanding results in the field of agriculture. That is the implementation of Resolution No. 11-NQ/HU, dated November 2, 2020 of the District Party Committee on developing high-tech agriculture in vegetable cultivation and brackish water shrimp farming associated with restructuring the agricultural sector in the period of 2020-2025.

The district has many high-tech application models that are more effective than traditional farming. Thereby, helping to reduce production costs, reduce labor, stabilize and improve product quality, and limit some risks caused by weather. At the same time, associated with the production of safe products, meeting market requirements, the area of ​​high technology application has so far reached more than 1,300 hectares, reaching nearly 100% of the plan for 2024.

According to the assessment of the District People's Committee, the National Target Program on New Rural Construction is a major, correct and appropriate policy, mobilizing the participation of the entire political system and consensus of the people, continuing to improve the quality of new rural construction standards to build advanced new rural construction, model new rural construction.

Can Giuoc was guided by the province and the Central New Rural Coordination Office directly and online to review the application documents for consideration and recognition of meeting new rural standards. The district is completing the application documents to ensure full compliance with the regulations before submitting them to the Central Appraisal Council for consideration. This is also the first new rural district in the province in the period of 2021-2025 to meet the standards according to the new criteria.

At the same time, the district will promote propaganda work, identifying this as a very important step that plays a decisive role in the implementation of the National Target Program on New Rural Construction to unify awareness and action, promoting the movement of joining hands in building new rural areas, maintaining the recognized title.

Can Giuoc will continue to restructure the agricultural sector in addition to developing industry - urban - trade - services; effectively mobilize all resources to focus on synchronous investment in infrastructure systems; create favorable conditions for people to demonstrate their role as subjects in building new rural areas. At the same time, the district will encourage people being self-reliant, taking responsibility in the construction, management, and exploitation of infrastructure works, building cultural life; ensuring social order and safety.

In addition, the district will mobilize people to continue to improve the household electricity grid system, ensuring safety; urge investors to speed up the implementation of industrial park, industrial cluster, and residential projects in the district according to the approved planning, contributing to job creation, increasing income, improving life, meeting housing needs for people inside and outside the district, etc.

Can Giuoc also recommends that the Central and the province increase resources for new rural development at the grassroots level because these resources are very large, while the ability to balance the district budget for new rural development is still limited; advises provincial departments and branches continue to organize trade promotion, introduce agricultural enterprises to invest in production, processing, and consuming agricultural products, etc. /.
