Connection for development

Ho Chi Minh city has an important strategic position in socio-economic development, security and defense, being the leading locality of the country and the Southern key economic region. Therefore, the leader of Long An province determined that it is important to establish a cooperative relationship with Ho Chi Minh city to exploit and promote effectively the potentials and strengths, contributing to promoting socio-economic development of the province.

Many industrial zones have been established, creating jobs for local laborers

Attracting investment

The Socio-economic cooperation plan between Long An province and Ho Chi Minh city was signed in mid-2007. Every year, most of the contents of the cooperation plan are effectively implemented by branches, units and enterprises of the two localities, especially in the field of industry and transport.

At present, the province's industry continues developing rapidly, making an important contribution to the economic restructuring towards industrialization and modernization. Up to now, the province has 31 industrial zones added by the Prime Minister to the Planning for developing industrial zones in Vietnam in 2015 and orientation to 2020, with a total area of over 11,300 hectares.

The whole province currently has 16 industrial parks in operation with a total planning area of over 3,700 hectares, the occupancy rate reaches 85.95 percent; 12 industrial parks have not yet put into operation (total area is over 5,000 hectares). In attracting investment into industrial parks, until October 2019, the total FDI investment has been 345.35 million USD, an increase of 23.69 million USD (equivalent to 7.36 percent); total DDI investment has been 7,294.32 billion VND, decreasing by 1,271.66 billion VND (equivalent to 14.85 percent). Although the investment project in industrial parks has increased, the area of industrial land for lease has decreased over the same period.

By 2020, the province will be planned 62 industrial clusters with a total area of over 3,100 hectares. Up to now, the whole province has 21 out of 62 industrial clusters in operation with a total area of over 1,000 hectares. The industrial clusters attracted 544 secondary investment projects with a total registered capital of over 15,600 billion VND; of which, there are 60 foreign direct investment projects with total investment capital of 209.6 million USD. The total leased land area of active industrial clusters is 586.65 hectares, accounting for 86.55 percent. The infrastructure business of these industrial clusters is quite effective, the occupancy rate is high; many industrial clusters have an occupancy rate of 100 percent.

The connection to the Long An border gate economic zone (including part of Kien Tuong town, Moc Hoa and Vinh Hung districts) has only National Highway 62 and a part of National Highway N2. However, this route does not meet the increasing transportation demand. Besides, when implementing the Agreement on Transportation through Binh Hiep - PrayVo border gate in 2019, the number of vehicles through the route increases, while the road is increasingly degraded. Long An proposes the Government to soon invest in National Highway 62 and N2 to attract investment and develop Long An border gate economic zone in the coming time.

In the development of electricity infrastructure, the whole province has 100 percent of communes and wards having national grid. The number of households using electricity is 99.93 percent (of which, rural households using electricity is 99.91 percent). In developing solar power, up to now, the province has attracted 18 investment projects in Duc Hue, Thanh Hoa, Tan Thanh, Duc Hoa and Moc Hoa districts.

Traffic connection for development

The provincial road system consists of 63 routes with a total length of nearly 960 kilometers. The province is assigned to manage 335 bridges on the provincial road. With inland waterways, the province manages 31 channels and routes with a total length of 569.65 kilometers for rivers and canals of grades 4 and 5.

The province has implemented many solutions to build a synchronous, modern and sustainable transportation infrastructure system

According to the Chairman of the Provincial People's Committee - Tran Van Can, the province has implemented many solutions to build a synchronous, modern and sustainable transportation infrastructure system. Especially, Long An has cooperated with Ho Chi Minh City to invest in many roads and bridges such as Provincial roads 823, 824, 825; District road 12 (Can Giuoc district) connects District road 34 (Nha Be district) and important transport infrastructure works such as Ho Chi Minh city - Trung Luong expressway, Ben Luc - Long Thanh expressway, etc. Promoting the achieved results, the province will strengthen traffic connection with Ho Chi Minh city to meet the needs of passenger transport, especially import and export of goods.

Currently, the Ministry of Transport has submitted a document to the Prime Minister on allowing the axis road linking HCMC - Tien Giang - Long An project to be included in the national road network plan and the transport development planning of the Southern key economic region under Decision No.2055/QD-TTg, dated November 23, 2015 of the Ministry of Transport. Accordingly, the province assigned Saigon Investment Joint Stock Company to make a planning to build 2 sides of the road; In 2020, it is expected to complete the planning, start construction in 2021 and complete in the 2021-2025 term.

The Program of mobilizing all resources to build the transport infrastructure system for industrial development in the province's key economic region includes 12 works, up to now, the province has completed 7 works. For the Hau Nghia - Duc Hoa - Ho Chi Minh city axis road project, Currently, the joint venture of Hai Phat Investment Joint Stock Company - Duc Hoa New Urban Investment Company Limited has been approved by the Provincial People's Committee to make a construction plan around Duc Hoa - Hau Nghia route and Duc Hoa - Ho Chi Minh city axis road, then handed over to the Provincial People's Committee to implement the project investment steps.

In addition, Long An and Ho Chi Minh city also cooperate in the fields of agriculture, trade - services, tourism, education - training, health, science - technology, environmental protection, and so on with many positive results, contributing to the socio-economic development of the two localities./.

"From 2007 up to now, Long An and Ho Chi Minh city have signed many cooperation agreements on many fields, especially in calling for investment from Ho Chi Minh city into industrial parks and clusters in Long An; focused on mobilizing all resources to plan and invest in key transport routes connecting the two localities in order to ensure the traffic between the two localities, promote regional connectivity and urban development."
