Enhance PGI to develop green economy
In 2023, Long An province made an important progress on the Provincial Green Index (PGI) rankings. This result confirms the correct goals and orientation in environmental protection associated with local economic development.
Maintain rankings
PGI was announced by the Vietnam Confederation of Commerce and Industry (VCCI) for the first time in 2022. In the first year, Long An ranked 28th in the country with 15.4 points.
According to Director of the Department of Natural Resources and Environment - Vo Minh Thanh, from the results achieved in 2022, to deploy and implement tasks and solutions to improve and enhance PGI, the Provincial People's Committee issued Plan No. 2232, date August 3, 2023. Accordingly, departments, branches and localities deployed and implemented many solutions to improve the component indexes of PGI through promoting propaganda activities, raising public awareness about environmental protection, and responding to negative impacts of climate change; applying scientific and technological advances in improving management efficiency in the field of environment.
At the same time, the province strengthened the fight against environmental crimes, detected and promptly handled violations of environmental protection, towards the goal of green growth and sustainable development. Currently, provincial and local management agencies are paying attention and promptly integrating into the annual list of tasks of the industry and localities as a basis for implementation.
Some ready-built factories in Long Hau Industrial Park are pre-installed with rooftop solar power systems - a green energy source to provide electricity for production and lighting.
With the above efforts, according to announcement from VCCI, Long An's PGI in 2023 ranked 12/63 provinces and cities nationwide with 23.07 points (increased 16 places compared to 2022), ranked 3rd in the Mekong Delta region. In particular, all 4 component indexes include: Minimizing environmental pollution and negative impacts of climate change; Ensuring compliance with minimum environmental standards; Enhancing the leadership role of the provincial government in environmental protection; Applying preferential policies and business support in environmental protection, all increase from 0.25 to 3.93 points compared to 2022. For component index 4, Long An is 1 of 3 provinces ranked highest ranking in the country thanks to the implementation of tax incentives, consulting and technical services to encourage the participation of green businesses, encourage green businesses to expand their scale.
According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut, the outstanding increase in PGI results in 2023 is extremely important, demonstrating the solidarity, efforts and high determination of the whole system, provincial authorities at all levels in promoting administrative procedure reform, improving the investment environment, and synchronously implement policies to support and accompany businesses. This also demonstrates a fair and objective assessment, affirming the increasing trust and satisfaction of the business community and people. This is a great effort of the province in balancing economic development and sustainable environmental protection, developing a green economy.
Production must go hand in hand with environmental protection
Long An is one of the provinces and cities in the Southern region that attracts strong investment. The province's investment environment is highly appreciated from international organizations and foreign partners. In particular, investment in developing technical infrastructure to serve production is always deployed and implemented by enterprises in the direction of environmental protection. Many industrial parks have been planned and developed in a green and sustainable direction.
Enterprises in the province are initially aware of waste treatment from production and business activities, limiting emissions into the environment.
According to the Director of Marketing of Long Hau Joint Stock Company -LHC(investor of Long Hau Industrial Park, Can Giuoc district) - Bui Le Anh Hieu, in recent times, LHC has planned and built infrastructure in a green and sustainable direction. LHC invested in 2 clean water supply plants with a capacity of 11,000m3/day and night. The industrial park exploits and treats water supply to meet QCVN 01-1:2018/BYT regulations, proactively sources clean water to serve production and daily life activities in the industrial park, ensuring water exploitation and supply within safety limit for the environment. The wastewater treatment system at the industrial park uses advanced AAO technology, ensuring 100% of wastewater is treated and the output meets column A standards - QCVN 40:2011/BTNMT. The water is then used for cleaning and watering plants.
In particular, at LHC, a number of ready-built factory buildings are installed with rooftop solar power systems - a green energy source to provide electricity for production and lighting. An intra-regional supply chain has also been formed, linking businesses with the ability to cooperate in production towards utilizing waste as raw materials, optimizing production to minimize costs and impact on the environment.
With the advantage of being the gateway of Ho Chi Minh City, adjacent to the Mekong Delta region, Long An is an important intersection in goods trade and an attractive investment destination for many businesses in the region. To date, in the province there are 18,326 businesses operating with a total registered capital of 381,653 billion VND. Of which, the province has more than 2,200 domestic investment projects with registered capital of 300,670 billion VND and more than 1,300 foreign investment projects with capital of 11.2 billion USD. In the first 6 months of 2024, in the province, many industrial and commercial projects with large investment capital was constructed, applying advanced technology in the production process, including Thai Tuan Textile Finishing Factory.
According to the Chairman of the Board of Directors, General Director of Thai Tuan Group Joint Stock Company - Tran Hoai Nam, Thai Tuan is one of the leading textile and garment enterprises providing fashion products and services in Vietnam with the orientation of becoming into an "international brand providing global fashion products". Therefore, the group constantly invests, develops and applies advanced and modern technologies to production, creating conditions to promote comprehensive growth of enterprises.
In May 2024, Thai Tuan Group started construction on the Thai Tuan Textile Finishing Factory project in Duc Hoa III- SLICO Industrial Park, Duc Hoa district. This project is built on an area of 36.3 hectares, with an investment capital of about 12,800 billion VND, production scale of 36,000 tons of products/year. Previously, in June 2022, the group organized the groundbreaking of the Thai Tuan High-tech Complex project in Duc Hoa III Industrial Park, Duc Hoa district with a total investment of 16,000 billion VND. This is the project of the industrial production chain of fiber - weaving - finishing - garment - footwear - fashion accessories. It is in the sprint stage to be put into operation.
Mr. Nguyen Van Ut said that, according to the Provincial Plan for the period 2021-2030, with a vision to 2050, Long An strives to be the center of dynamic and sustainable economic development of the Mekong Delta by 2030, located in the group of 10 localities with the largest economic scale in the country based on green industry, automation, science - technology and innovation. The series of investment projects with large capital sources in Long An in recent times shows that the investment environment in the province is truly attractive, gradually meeting the needs of large, branded and international-scale investors.
Improve PGI to the right focus
According to Mr. Vo Minh Thanh, recently, businesses in the province have initially become aware of the meaning and importance of applying modern solutions and technology in the treatment of industrial solid waste and wastewater in production and business activities, limiting emissions into the environment. However, some enterprises still have some limitations in the process of developing production and business.
To implement solutions to improve and enhance PGI in the right focus and achieve high efficiency, the Department of Natural Resources and Environment proposes that the Provincial People's Committee implement many solutions, including strengthening and diversifying propaganda on policies to support industrial production enterprises that apply modern technology, use clean energy, and take effective measures to treat environmental pollution.
At the same time, the province continues to deploy household solid waste classification at source throughout the province to reduce the amount of generated waste; strengthen air and surface water quality management through waste source control and automatic monitoring data; strictly manage, exploit and use resources effectively and economically; conduct an investigation of greenhouse gases, survey the current state of technology of enterprises, and have an appropriate roadmap to convert or replace outdated technology that emits a lot of greenhouse gases to environmentally friendly technology./.
