Focus on developing logistics infrastructure

Identifying the development of logistics services as an important economic sector, Long An is focusing on developing infrastructure, especially transport infrastructure, warehouses and applying new technology in logistics, gradually realizing the goal of turning the province into a gateway, a transit center for goods and warehouses, connecting provinces and cities in the Mekong Delta with Ho Chi Minh City, the Southeast region and the Cambodian market, becoming a hub for exporting agricultural products of the region.

Gradually completing logistics infrastructure

The province is located in the Southern Key Economic Zone, the gateway connecting the provinces and cities of the West with Ho Chi Minh City and the Southeast Region. With its important location, the province has many advantages in socio-economic development to becomce the region's trade hub as well as connecting with international markets through the province's border gate system.

From its potential and advantages, in recent terms, Long An has always prioritized investment resources to complete the infrastructure system, especially investment in transport infrastructure to create a breakthrough in socio-economic development and attract investment.

According to Director of the Department of Transport - Dang Hoang Tuan, in recent terms, with resources from the Central and the province, the transport sector has been implementing many key transport projects such as Tan An City Ring Road, Provincial Road 830, Provincial Road 830E, Ho Chi Minh City Ring Road 3, etc, gradually forming a relatively synchronous, smooth, vital, inter-regional and inter-provincial transport system of strategic significance. In particular, Provincial Road 830 was completed and put into use, contributing to connecting 4 key industrial districts of the province including Duc Hoa, Ben Luc, Can Duoc and Can Giuoc to Long An International Port. Implementing the Provincial Master Plan for the period 2021-2030, with a vision to 2050, the Department was assigned by the Provincial People's Committee to propose to the Ministry of Transport the policy of forming intersections connecting the national traffic infrastructure system with the provincial infrastructure system to enhance inter-regional traffic connectivity, promoting socio-economic development.

At the same time, the Department is focusing on building a roadmap to renovate and upgrade 53 existing provincial poads and build 29 new ones. In particular, priority is given to upgrading and building vital, regionally connecting routes such as Provincial Road 827E, Duc Hoa dynamic axis, National Highway 62 parallel road, My Quy Tay - Luong Hoa - Binh Chanh dynamic axis, Tan Tap - Long Hau road, etc to develop traffic infrastructure to better serve the transportation of goods.

“Up to now, with the strong direction of the leaders of the Provincial Party Committee and the Provincial People's Committee, the Transport sector has been urgently completing key transport projects, breakthrough projects as well as road and waterway maintenance. In the coming time, the appearance of the province's transport infrastructure will have many new changes, become more synchronous and modern, contributing to connecting industrial parks and clusters to ports in the province, facilitating the transportation of goods from factories to ports, reducing logistics costs for businesses" - Mr. Dang Hoang Tuan said.

According to Deputy Director of the Department of Industry and Trade - Chau Thi Le, in 2024 alone, the sector focuses on doing well in trade promotion, connecting businesses inside and outside the province to participate in fairs, exhibitions, connecting supply - demand, especially programs of international scale such as the 6th International Exhibition and Conference on production and processing of vegetables, flowers and fruits in Vietnam - Hortex Vietnam 2024; 33rd Vietnam International Trade Fair - VIETNAM EXPO 2024; 3rd Ho Chi Minh City International Food Exhibition in 2024; Ho Chi Minh City Export Fair in 2024; a series of events connecting international supply chains - VietNam International Sourcing 2024; etc. These programs help businesses connect with export markets, supply goods domestically and internationally.

To realize the goal of building Long An International Port into the province's logistics center, in July 2024, the Provincial People's Council organized a Policy Roundtable program, consulting experts to create a basis for developing a Resolution on a specific mechanism to attract containers to ports in the province.

In particular, the Resolution's goal is to focus on policy solutions to reduce port service costs according to regulations; encourage cargo owners, domestic transport business owners to transport goods to the port by offsetting the increased costs, promoting and building Long An International Port into the province's logistics service center, forming a chain linking the supply of production materials, ensuring stable consumption of goods and attracting investment in the province.

In addition, the special policy also aims at the strategic aspect of improving the readiness and quality of services for industrial and service development, increasing the attractiveness of investment destinations, creating a strong competitive advantage to attract many large investors to explore investment cooperation opportunities. It is expected that in the regular meeting at the end of 2024, the Provincial People's Council will pass a Resolution on a special mechanism to attract containers to ports in the province.

According to the Department of Planning and Investment, the Provincial Master Plan for the period 2021-2030, with a vision to 2050, aims to build Long An into a service center on par with the group of fairly developed provinces in the Southeast region by 2030. In particular, developing trade in a civilized and modern direction, focusing on investing in developing commercial infrastructure, prioritizing infrastructure with spillover effects and strong impacts on supporting production and circulation.

At the same time, developing logistics services into an important economic sector of the province, making the province a gateway, a center for transit of goods, warehouses, connecting provinces and cities in the Mekong Delta with Ho Chi Minh City, the Southeast region and the Cambodian market; a hub for exporting agricultural products of the region. In developing logistics services, the province has determined to focus on logistics infrastructure, especially transport infrastructure, warehouse infrastructure and applying new technology in logistics, prioritizing investment in logistics infrastructure at Long An International Port.

According to Director of the Department of Planning and Investment - Truong Van Liep, to deploy and implement the Provincial Planning, the Department advised the Provincial People's Committee to issue Decision No. 4192/QD-UBND, dated May 2, 2024 on the Action Program to implement the Provincial Planning for the period 2021-2030, with a vision to 2050.

Currently, the Provincial People's Committee has submitted to the Prime Minister for approval the plan to implement the Long An Provincial Master Plann for the period 2021-2030, with a vision to 2050. The province has proposed 9 groups of key tasks and solutions to be implemented, prioritizing the development of important sectors and fields.

Regarding resources for implementing the planning, the province's policy is to mobilize, allocate and effectively use all resources according to the motto that internal resources are fundamental and external resources are important, closely combining internal resources with external resources to create optimal comprehensive resources, taking public investment as capital, leading and activating social investment to create a breakthrough in developing and perfecting the synchronous and modern strategic infrastructure system, ensuring overall connectivity.

In addition, in the orientation of logistics service development, the province plans a system of dry ports and logistics centers. In which, 2 dry ports are planned, including Ben Luc dry port with an area of ​​10-15ha, a capacity of 150,000 TEUs/year and Tan Lap dry port, Thu Thua district with an area of ​​10-15ha, a capacity of 150,000 TEUs/year; forming 10 logistics centers in the districts: Can Giuoc, Ben Luc, Chau Thanh, Can Duoc, Duc Hue, Tan Tru and Kien Tuong town as well as researching the construction of a logistics center in Duc Hoa district to promote economic exchange between Long An and the provinces in the Southeast region, the Mekong Delta region.

Along with that, the province continues to upgrade and renovate 5 waterway transport routes including Tan Tap (Long An seaport) - Ben Luc - Duc Hoa route; Tan Tap (Long An seaport) - Ben Luc - Moc Hoa route; Tan Tap (Long An seaport) - Tan An - Duc Hoa route; Tan Tap (Long An seaport) - Tan An - Moc Hoa route; Phuoc Dong - Tan Kim route and 11 branch routes as well as planning to build a system of cargo ports, specialized ports and modern, synchronous passenger ports to best serve socio-economic development, especially logistics services.

With the development orientation and synchronous investment in infrastructure systems, especially traffic infrastructure, it is hoped that in the coming time, the province will continue to have breakthrough developments, gradually realizing the goal of turning the province into a gateway, a center for goods transit, warehouses, connecting provinces in the Mekong Delta with Ho Chi Minh City, the Southeast region and the Cambodian market, becoming the hub for agricultural product exports of the region./.
