However, regarding the limitations, production and business activities still face many difficulties, production costs are still high, affecting the production and business efficiency of enterprises, foreign investment decreased over the same period. The growth rate of GRDP is not as much as expected, the recovery of industrial production is still slow; State budget revenue in the first 6 months of 2023 decreased by 19.8% compared to the same period,etc. Some leaders of the Party committees and authorities have not been proactive, drastic, dynamic, creative, "Dare to think, to do, to take responsibility", has not completely solved problems arising according to functions and authority decentralization.

Speaking at the conference, Secretary of Provincial Party Committee, Chairman of Provincial People's Council – Nguyen Van Duoc recognized and highly appreciated the efforts of branches and localities in implementing the Resolution of Provincial Party Committee in the first 6 months of the year.

He also suggested that branches, units and localities should continue to focus on thoroughly grasping and propagating Resolution of the Provincial Party Committee deeply among cadres, party members and people on the direction and tasks in 2023; reviewing and selecting urgent and important issues to focus on implementation. In which, it is necessary to clearly define scenarios, solutions and tasks to achieve the targets set by the Resolution of Provincial Party Committee.
