The Natural Resources and Environment Sector thoroughly solves the shortcomings and limitations, especially receiving and handling administrative procedures
According to Director of the Department of Natural Resources and Environment - Vo Minh Thanh, in 2022, the Department and localities will basically complete the tasks and targets. However, the state management of natural resources and environment still has some shortcomings. Specifically, the formulation of the land allocation and zoning plan for the period 2021-2030, the allocation of criteria for district-level land use planning, the consultation and approval of district-level land use planning in the 2021-2030 period are behind schedule and have to be urged many times. The implementation of the 5-year land use plan (2021-2025) of Long An province does not guarantee the time. The appraisal of land use needs is not close to actual needs, causing the division of plots, subdivision, sale of plots, the formation of concentrated residential areas that do not ensure environmental sanitation, traffic infrastructure, fire prevention and fighting; compensation and ground clearance work is still limited. The environmental pollution in Hoang Gia Industrial Cluster and Duc Hoa Ha and Duc Hoa Dong embellishment clusters (Duc Hoa district) has not been thoroughly resolved. The solid waste has not been collected thoroughly, etc.
Mr. Vo Minh Thanh emphasized that 2023 is a pivotal year, which is important to create momentum for the following years to successfully complete the implementation of the Resolution of the 11th Provincial Party Congress and the 13th Party Congress; to accelerate administrative reform; to improve the investment and business environment; to strengthen socialization across fields; to strengthen socialization in all fields; to well perform social security work, improve the people's material and spiritual life; to maintain national defense and security, and to ensure foreign affairs; to build the Party Committee and political system in a clean, strong, streamlined, effective and efficient manner; and to promote democracy and the great national unity bloc.
In order to contribute to the successful implementation of the Resolution of the Provincial Party Committee and to complete the tasks and targets of the Provincial People's Committee, the Natural Resources and Environment sector is determined to overcome the shortcomings and limitations; focus on completing 60/60 tasks by 2023. In which, the industry focuses on 8 main tasks and directions:
Firstly, the industry will thoroughly overcome the shortcomings and limitations, especially in receiving and handling administrative procedures; strive to eliminate the status of late dossiers and public opinion reflected by organizations and individuals related to the settlement of administrative procedures of the natural resources and environment sector.
Secondly, the sector will promptly review, adjust and advise to promulgate new mechanisms and policies in the field of natural resources and environment, especially policies related to compensation, resettlement support, land management and solid waste treatment.
Thirdly, the sector will implement the district-level land use planning for the period 2021-2030 and the 5-year land use plan 2021-2025 in sync with provincial planning and specialized plans in the direction of publicity, transparency and accessibility.
Fourthly, the industry will complete the adjustment of changes in backlog records and promptly adjust changes for newly arising records; accelerate the completion of the overall project of cadastral mapping and cadastral database in the province in an accurate and practical manner; strive that by the end of 2023 to 2024, the province has a complete, synchronous and unified database of cadastral records.
Fifthly, the sector will focus on coordinating with departments, branches and localities to speed up the progress of compensation and site clearance for investment projects, in which, focus on projects of key projects and breakthrough programs according to the Resolution of the 11th Provincial Party Congress, term 2020-2025 such as Provincial Road 830E, Provincial Road 823D, Provincial Road 822B, Ring Road 3 and key economic development projects such as Nam Tan Tap Industrial Park, IDICO Thu Thua Industrial Park. The sector will review and select projects with long-standing problems to advise the Provincial People's Committee to remove and resolve them. The industry will strive that by 2023, the issue of land use right certificates for resettlement for people will reach over 95%; mobilize all resources to create a clean land fund; coordinate with branches and localities to complete the planting of public land landmarks, from which, determine a plan to manage, exploit and use the public land fund in the province in the direction of thrift, efficiency, serving the socio-economic development of the province.
Sixthly, the industry will focus on calling for investment in domestic waste treatment plants according to the technology of burning and generating electricity according to the roadmap for solid waste management and use according to Plan No. 3558/KH-UBND, dated November 4, 2021 of the Provincial People's Committee; promote propaganda and replication of the waste separation model at source so that by the end of 2023, the collection and treatment of domestic waste in rural areas will reach 80%.
The industry will strengthen pollution control in the province, in which, focus on industrial zones, clusters and enterprises with large waste sources, Hoang Gia industrial cluster, Duc Hoa Ha and Duc Hoa Dong embellishment clusters; strengthen monitoring of surface water and air, striving to avoid hot spots of environmental pollution in the year.

Seventhly, the industry will complete the closure of the mine and auction off the water surface and the mines that have been mined; strengthen local coordination in inspection and inspection to prevent illegal and unlicensed exploitation; coordinate with relevant sectors to strictly control the mining reserves; strive to complete the filling of drilled wells for areas with concentrated surface water supply lines passing through Directive No. 10/CT-UBND, dated May 9, 2016 of the Provincial People's Committee on strengthening the management and exploitation of underground water resources in the province; strengthen local coordination, preventing the case of drilling wells without permission or without permits.
Eighthly, the sector will focus on inspection in the field of natural resources and environment, especially the field of land, in which, focusing on enterprises that are slow to put land into use, resolutely handle strictly violators, do not let inefficient and wasteful use of land resources./.
