Speaking at the groundbreaking ceremony, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc said that Long An has gradually improved the transport infrastructure system of the province, especially the localities that are developing industry, in accordance with the provincial traffic planning to 2030 and the Prime Minister's plan to approve the Ring Road 4 project of Ho Chi Minh City, the section through Long An province. Provincial Road 830E is a new route passing through an industrial and residential development area with a lot of potential, and at the same time creating a new development space. This is a key work of the XI Long An Provincial Party Congress, term 2020-2025.

Accordingly, Provincial Road 830E has a total investment of 3,707 billion VND. Phase 1 is investsed in 2 parallel roads along the route, each road includes 2 mixed lanes of 7m wide, 1 rudimentary lane of 2.5m wide and river crossing bridges on both sides of parallel roads. The part of the road connecting to Provincial Road 830 has a complete scale of 6 lanes, 20m wide, 30m wide roadbed. In the completed stage, an expressway with 8 lanes of traffic, 2 lanes for emergency stops; parallel road section has 4 lanes of mixed traffic. Construction capital comes from the provincial budget and other mobilized capital sources. The implementation period is from 2023-2025.

When Provincial Road 830E route is completed and put into use, it will create a traffic connection axis from local provincial roads with National Highway 1, Ring Road 3, Ring Road 4, Ho Chi Minh City, and Provincial Road 830C, Provincial Road 830.
