The processing and manufacturing industry accounts for a large proportion
Industry is the key economic sector. The growth rate of the industry is always maintained at a high level. Accordingly, the industrial production index increased by about 13.4%/year in the period 2011 - 2015 and 14.1%/year in the period 2016 - 2020; The added value of industry sector increased by an average of 14.8%/year and 14.4%/year, respectively, in the period 2011 - 2015 and 2016 - 2020.
In the period of 2021 - 2022, industrial production is heavily affected by the Covid-19 epidemic. The average industrial production index in this period increased only 3.95%/year. In the first 6 months of 2023, the industrial production index (at 2010 value) reached 146,158 billion VND, an increase of 3.82% over the same period. In which, the processing and manufacturing industry accounted for the highest proportion, increase by 3.8%. In the past periods, the processing and manufacturing industry has always accounted for a proportion of 97% - 98% of the industrial structure of the province.
Currently, the industrial scale of the province is gradually developing, ranking first in the Mekong Delta region and fifth in the Southern Key Economic Zone. Besides, the industry of the province has an increase in the number of enterprises and laborers.
Industrial production enterprises in the province are mainly concentrated in urban and industrial development areas, including Duc Hoa, Ben Luc, Can Giuoc, Can Duoc, a part of Tan Tru district, Tan An city, part of Thu Thua and Chau Thanh districts.
According to the assessment of the Department of Industry and Trade, supporting industry products in the province are mostly simple, not meeting the requirements of technology, design and not highly competitive because the number of establishments with advanced technology is still limited. For the textile and footwear industry, the main supporting products are mostly imported. Currently, the province has few large-scale and high-tech FDI projects.
Sustainable industrial development
Long An's goal is to become the industrial development province of the southern region. Currently, the total area planned for industrial development in the province is 15,000 hectares with 37 industrial parks and 59 industrial clusters. According to the orientation and planning of the province in the period of 2021-2030, with a vision to 2050, the whole province will have 51 industrial parks with a total area of 12,433 hectares; The province also planned 28 new industrial clusters, making the total number of industrial clusters 72, with the total area of 3,989 hectares.
In the approved Provincial Masterplan, the province sets out the goal of becoming a dynamic, efficient and sustainable economic development center of the southern region, and the gateway of urban-industrial economic corridor of the Mekong Delta region. Specifically, in the period 2021 - 2030, the growth rate to reach about 9-9.5%/year; economic structure shifts towards industrialization; the size of the economy by 2030 to be 2-2.5 times higher than in 2021.
To maximize the potential and advantages to accelerate rapid and sustainable development, especially the industry sector, the province is focusing on restructuring the industry. In which, the province focuses on developing supporting, processing and manufacturing industries (deep processing of agricultural and aquatic products such as canning, juice, drying); post-harvest preservation technology, energy industry.
The province is also implementing many measures to promote investment, attract and support key investment projects; prioritize the attraction of supporting industries, new technologies, and environmentally friendly high technologies; rapidly develop high value-added industries; participate in implementing of projects related to reducing greenhouse gas emissions, cleaner production in industry and developing clean, renewable energy to reduce risks and impacts of climate change, thereby ensuring efficient use of resources and enhancing people's resilience to disaster risks and climate change.
As for industrial clusters, the province is supporting them to operate with wastewater treatment systems; calling for investment in developing industrial and commercial infrastructure, especially in existing industrial clusters; formulating and implementing the plan for industrial development in the 2021 - 2030 period, with a vision to 2050. At the same time, the province also focuses on reviewing and updating the implementation progress of the operating industrial clusters; find out and promptly solve the difficulties and problems of investors.
The Department of Industry and Trade is actively cooperating with departments, branches and localities to advise and propose solutions to remove difficulties; mechanisms and policies to speed up the investment progress of industrial clusters according to the approved policy and create a clean land fund to attract investment, improve occupancy rate.
For the supporting industry development program in the period of 2018 - 2025, the province focuses on synchronously implementing programs to support enterprises (technology innovation program, application of quality management, trademark building, etc); attracting investment from international corporations with branded products to facilitate linkages in the development of production and consumption, forming a stable and long-term production and supply chain.
In addition, the province is strengthening the development of industries in the direction of linkage, improves stability and sustainability in the chain of commodity production, gradually raising it to an industrial cluster ưith competitive advantages, specialization and value chain; encouraging the formation of industry clusters; prioritizing, calling for and arranging investment projects with the use of each other's products; supporting domestic enterprises to associate and develop into satellite enterprises in the production chains of foreign corporations; adjusting the distribution of industrial space to ensure compatibility with development orientations among regions in the province; solving the situation of high industrial density in some areas in accordance with the socio-economic development master plan.
Long An also continues to implement the National Action Program on sustainable production and consumption for the period 2021 - 2030 in order to develop the economy effectively, protect the environment and restructure the industry. State management units regularly disseminate awareness raising about sustainable production and consumption for enterprises in industrial zones. The province is building a sustainable production and consumption model; popularizing and replicating models of cleaner production, models of sustainable production and consumption; continuing to implement the Environmental Protection Plan for Industry and Trade in the period of 2020 - 2025; coordinating in developing an environmental protection plan to perform the assigned tasks and the environmental protection objectives of the Industry and Trade sector every year.
In the field of energy, the province is implementing the national electricity development plan for the period of 2021 - 2030, with a vision to 2045. The Provincial People's Committee assigned the Department of Industry and Trade to speed up the implementation of major projects, such as the Long An I, II LNG Thermal Power Plant project in Can Giuoc district and solar power projects. At the same time, the Department of Industry and Trade continues to support the development of electricity infrastructure, prioritizing investment in important projects to meet the electricity demand for production and business, especially in areas where the industrial development is taking place, serving high-tech agricultural production areas; upgrading the electricity system to ensure technical and safety requirements, to meet the electricity demand for production and residential activities./.
