Mobilizing resources to invest in traffic projects

In recent years, infrastructure, especially the transport system in the province, has received investment attention. In particular, since the beginning of the term, the transport infrastructure has improved significantly, forming many key transport axes, better meeting the development requirements and improving people's lives.

Paving the way for development

As an area bordering Ho Chi Minh City, land is a valuable asset, but when Phuoc Ly commune, Can Giuoc district mobilized people to donate land to upgrade and expand roads, Mr. Nguyen Cong Hau (Phu An hamlet) did not hesitate. Mr. Hau shared: “The commune sent people to mobilize households to donate land to build roads, my family donated about 1,000 square meters of land. That opening roads not only helps students travel easily but also creates convenience for people in trading, thereby bettering the future”.

Traffic infrastructure in Can Giuoc district is highly invested

In recent times, the traffic system has been invested synchronously, making the appearance of Can Giuoc district increasingly spacious, creating momentum for rapid and sustainable development. Important traffic works connecting the district with neighboring districts of Ho Chi Minh City have been invested in, upgraded and expanded. Along with Provincial Road 835B, 826, 826C, Huong Lo 11; the district also upgraded and expanded the sidewalk of the National Highway 50 bypass, Nguyen Thai Binh Street, etc with a total investment of 233 billion VND; mobilized enterprises to invest in the construction of Provincial Road 826E (also known as Hamlet 3 Long Hau Road) with a total cost of 399 billion VND. Provincial Road 826E is the main axis connecting projects of industrial parks, clusters, urban areas with housing, entertainment, trade and services in Long Hau commune. In addition, in the future, this route will connect with National Highway 50, the Southwest dynamic axis (Pham Hung Street extended by Ho Chi Minh City) to Long Hau Industrial Park, Nguyen Van Tao Street, Ho Chi Minh City. Tan Tap - Long Hau Road (to Long An International Port), Hiep Phuoc Industrial Park (Ho Chi Minh City).

The District Party Committee focuses on leading the deployment and effective implementation of Resolution No. 13-NQ/TU, dated April 19, 2021 of the Provincial Party Committee on Mobilizing all resources to build a synchronous transport infrastructure system to serve the development of industry and urban areas in the province's key economic regions, concretized by Plan No. 28-KH/HU, dated July 19, 2021 of the District Party Committee. Since 2020, the district has mobilized more than 2,300 billion VND to invest in infrastructure construction. Particularly, the total investment in transport infrastructure is 1,265.5 billion VND, of which the district budget is 601.4 billion VND, socialized capital is 644 billion VND, people donate land, contribute money worth 45.2 billion VND

Creating a driving force for socio-economic development

Transport infrastructure is one of the province's important strategic breakthroughs. With the viewpoint of "transportation goes first, paving the way", it is the driving force for economic sectors to develop synchronously and comprehensively. Long An is implementing many large and key transport projects. When completed, these projects will open up new development space for the province, especially inter-regional traffic connections between Long An, Ho Chi Minh City, provinces and cities in the Southwest and industrial parks and clusters in the province connecting with Long An International Port.

According to statistics from the Department of Transport, in the period of 2021-2025, the Department was assigned to be the investor of 58 project categories with a total capital of more than 11,030 billion VND. Of which, in the period of 2021-2024, the capital assigned to build infrastructure reached more than 8,100 billion VND with 39 project categories. In 2024 alone, the Department of Transport was assigned to be the investor of 26 project categories, including 1 important national project, 3 project categories under the key projects of the Resolution of the 11th Provincial Party Congress, 4 newly started project categories, 18 transitional project categories with a total capital plan of more than 2,790 billion VND.

According to the assessment of the Provincial Party Committee, the socio-economic infrastructure system from the province to the grassroots level has developed strongly, gradually meeting the requirements of increasingly high social development. The total investment capital implemented in the whole society in the period of 2021-2025 achieved positive results.

In particular, the Breakthrough Program on Mobilizing all resources to build a synchronous transport infrastructure system to serve industrial and urban development in the province's key economic regions and 3 key projects according to the Resolution of the 11th Provincial Party Congress, term 2020-2025, are focused on implementation. The invested projects and large projects create momentum for socio-economic development. Notable projects are Provincial Road 824, Provincial Road 830E, Provincial Road 823D, Tan An City Ring Road, Hung Vuong Road - National Highway 62 intersection and local traffic projects, etc.

According to the Department of Transport, in addition to the above projects, there are 2 national key projects in the province. Of which, Ho Chi Minh City Ring Road 3, the section passing through the province, started construction on June 30, 2023. Currently, the project is implementing 3 main packages of the expressway section, with the completed volume reaching about 42% of the construction value of the contract. The parallel road has completed the bored pile drilling items of Tan Buu bridge, box culverts, etc. The final intersection of the route has completed the overpass item across Ring Road 3. The project's expressway will basically be completed the in 2025 and put into operation from 2026, ensuring the highest level of volume, quality and technical and aesthetic standards as required by the Government in Resolution No. 105/NQ-CP, dated August 15, 2022. When completed and put into use, this project will open up space for urban, industrial and service development, attracting domestic and foreign investors to invest, contributing to the socio-economic development of the locality in particular and the Southern Key Economic Zone in general.

The Ministry of Transport has agreed on the scale of Ho Chi Minh City Ring Road 4 with a complete 4-lane scale and a roadbed width of 25.5-27m. The province is completing the dossier to submit to the competent authority for approval of the investment policy in 2024; at the same time, completing legal procedures for investment and construction in the period of 2025-2028, etc.

These key projects, when completed, will create a smooth, vital, complete traffic system connecting strategic inter-regions and inter-provinces. Thereby creating conditions for localities, especially industrial districts, to accelerate investment attraction and promote economic development./.

According to the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Long An and Ho Chi Minh City have a total of 21 connecting locations to develop traffic infrastructure. In particular, the People's Committees of the two localities have agreed on 7 key locations that need priority investment to serve traffic connections between industrial clusters, seaports, etc, thereby promoting socio-economic development of both sides. The locations include the newly opened Northwest road and Provincial Road 823D, Le Van Luong road and Provincial Road 826C, Nguyen Van Bua road and Provincial Road 824, Long Hau road and Provincial Road 826E, National Highway 50B and Provincial Road 827E (the dynamic axis of Ho Chi Minh City - Long An - Tien Giang), Vo Van Kiet road (extended) and Duc Hoa dynamic axis, National Highway 50.
