Stepping up inspections and supervision to keep key projects on schedule

On August 26, in Tan Ninh Ward, Tay Ninh Province, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee Nguyen Hong Thanh, chaired a working session aimed at accelerating the implementation and disbursement of public investment projects in 2025.

The meeting was attended by leaders of provincial departments and agencies, local authorities, the Tay Ninh Provincial Construction Investment Project Management Unit (PMU), and nine affiliated regional PMUs.

According to the provincial PMU, Tay Ninh has 28 projects in the investment preparation stage (including 10 civil works and 18 transport and technical infrastructure projects) and 18 projects under construction, with a combined investment of over VND 7 trillion. To date, 23 projects have been completed and settled, with a total investment of over VND 5.35 trillion.

Overview of the meeting 

As of August 21, the total capital allocated to the provincial PMU and its nine regional units stood at VND 6.13 trillion, of which VND 3.514 trillion (57.34%) has been disbursed.

The provincial PMU is tasked with 71 projects worth more than VND 3.35 trillion, with disbursement reaching 67.34% as of August 25. By the end of August, the rate is estimated to rise to 74.81%.

The regional PMUs have not yet received revised capital allocations, leaving them unable to disburse funds for completed works, resulting in low disbursement rates.

In line with provincial directives, the PMU is working with relevant agencies to speed up construction progress, disburse advanced capital for completed packages, and step up inspections to ensure contractors deliver projects on schedule. Coordination with local authorities and the Land Fund Development Centre is being reinforced to accelerate site clearance.

Communes and wards have established Compensation, Support and Resettlement Councils, which are appraising plans, mobilising residents to hand over land, and selecting consulting units for specific land valuations.

At the meeting, participants highlighted obstacles and proposed solutions to accelerate the disbursement of projects.

Regarding the Upgrading of the Hill 82 Martyrs’ Cemetery project, the provincial People’s Committee has issued Decision No. 3238/QD-UBND (August 25, 2025) approving adjustments to the investment policy, with the revised project name “Upgrading of the Hill 82 Martyrs’ Cemetery, Tay Ninh Province.” The Provincial PMU has submitted the revised project feasibility study report to the Department of Construction for appraisal

Concluding the session, Vice Chairman Nguyen Hong Thanh praised the responsibility and proactive efforts of the Provincial Project Management Board and the 9 Regional Project Management Boards in tackling difficulties and pushing forward with key projects.

He urged localities to establish steering committees for compensation and site clearance to ensure the timely handover of land to contractors.

In compensation and site clearance, it is necessary to draw up specific plans and timelines, with a focus on communication and mobilising residents to support the project policy and compensation plan.

In cases requiring enforcement, specific plans must be in place, with full compliance to procedures and regulations, while ensuring resolute and thorough action to maintain progress and the locality’s overall development effectiveness.

Localities are reviewing and working closely with provincial departments and sectors to promptly resolve issues, thoroughly address existing problems, and accelerate implementation and disbursement of public investment projects, aiming for 100% completion by the end of 2025, particularly for key works and projects.

For ongoing projects, the PMU and its affiliates must closely monitor and urge contractors to maintain schedules, rigorously inspect construction quality, and take strict action against investors or contractors failing to meet deadlines or comply with regulations.

For completed projects already in use, investors are required to finalise settlements with contractors, ensuring transparency and accountability promptly./.
