The need for developing solutions to remove difficulties and obstacles in energy development

On March 23, the Delegation of National Assembly in Long An led by Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly – Nguyen Thanh Hai, supervised the implementation of policies and laws on energy development for the 2016-2021 period of the Provincial People's Committee.

Attending the monitoring session were Deputy specialized Head of Provincial National Assembly Delegation - Le Thi Song An; provincial parliamentarians. Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee – Nguyen Minh Lam; leaders of related departments.

According to the report of Provincial People's Committee, the electricity development planning for the 2016-2021 period, the investment and development of power sources and grids in the province are basically implemented in compliance with the planning, meeting the requirements of socio-economic development of the province. Up to now, 100% of communes, wards and townships have access to the national grid with more than 99.97% of households using electricity.

As for the power supply capacity, the province is supplied with electricity through 500kV - 220kV and 110kV stations. Long An Power Company is managing 36 110kV stations. Despite facing many difficulties in funding and having to focus on many important projects to ensure electricity supply in the province, the power industry has tried to invest, increase the capacity of transmission lines and projects of 110kV transformer station, meeting the progress of the provincial electricity development planning for the 2016-2025 period, with a vision to 2035, thereby ensuring the electricity supply for socio-economic development and meeting the electricity need for increasing industrial loads in districts such as Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Chau Thanh and Tan An city.

Currently, energy reserves in the province have a lot of potential for gas electricity, renewable energy, especially solar energy, rooftop solar power. In the province, there are currently 8 solar power plants put into operation for commercial power generation with the total electricity output of 8 plants in 2022 reaching over 602 million kWh. In addition, the province also has 2,582 rooftop solar power systems with a total installed capacity of over 510MWp that are self-sufficient and sell electricity to the Power Company with an output of over 50 million kWh/month.

In addition, the province also has Long An I and Long An II power plants in the adjusted Power Master Plan VII, approved by the Prime Minister to adjust from using coal to imported LNG and adjust the capacity from 1,800MW to 3,000MW. Long An I LNG power plant is expected to operate in 2025-2026, and Long An II LNG gas power plant is expected to operate in 2035. At the same time, the province is submitting to the Ministry of Industry and Trade for consideration and supplementation of Tam Sinh Nghia waste incineration plant power in the national plan on development of power sources using solid waste.

According to the assessment of Provincial People's Committee, in the 2016-2021 period, the mechanisms and policies to encourage the development of electricity from renewable energy created motivation for organizations and individuals in the province to invest in solar energy, contributing to the transition from fossil energy to clean energy, meeting current and future carbon neutrality goals committed by the Prime Minister at the Summit on climate change by the United Nations in 2021.

However, the Provincial People's Committee also said that the current energy development process is still facing certain difficulties such as the Power Development Plan VIII has not been approved so far, so power investment projects in the province have not been implemented. In the Power Plan VIII, there is a orientation to develop rooftop solar power. However, it has not been approved, making businesses in the industrial zones and clusters face difficulties in investing in rooftop solar power. The delay in approving the Power Plan VIII also affects the opportunities as well as the implementation of order and procedures in investment work.

In addition, the development of self-contained rooftop solar power has many obstacles, especially in the implementation of regulations on construction, land, fire prevention, connection to the national power grid, etc. Therefore, the Provincial People's Committee also proposed the National Assembly to consider, soon develop and promulgate a law on renewable energy or amend and supplement the Law on Electricity; include the contents of renewable energy in the Electricity Law in order to create a legal corridor in the current renewable energy development process.

At the monitoring session, the delegates also suggested that the Provincial People's Committee should direct relevant agencies to consider and remove difficulties related to procedures for solar power projects, especially rooftop solar power such as land use conversion, fire prevention, environmental protection and financial obligations.

Speaking at the monitoring session, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly - Nguyen Thanh Hai highly appreciated the role and responsibilities of the Provincial People's Committee as well as related sectors in the implementation of policies and laws on energy development for the 2016-2021 period. He also said that the problems posed by the National Assembly Delegation were candidly exchanged by the Provincial People's Committee and sectors, who acknowledged their responsibilities, limitations and proposed solutions to overcome, especially in the development of renewable energy.

He suggested that the Provincial People's Committee and branches focus on solving the current difficulties related to guidelines and policies. Particularly in the development of rooftop solar power, there are still many shortcomings, while the demand for solar power of people and businesses is still high. In addition, the Provincial People's Committee also needs to pay attention to the balance of capital to work with the Electricity sector and remove shared galvanometers, electricity pirating, and propagate so that people and businesses use electricity efficiently, economically, safely and take measures to protect the environment in the current development of renewable energy./.
