After more than 3 weeks of operation, although there are still certain difficulties in operating the 2-level local government apparatus, with the initiative, determination, spirit, and highest service attitude, the Khanh Hau ward government apparatus has gradually operated stably and effectively, meeting the requirements of the people.

In the past few days, Mr. Le Quoc Khanh and the staffs of the Khanh Hau ward Public Administration Service Center have been busy, because of the large amount of work, many tasks that were previously handled at the district level have now been transferred to the commune level. Although there is a lot of work, all the staff and civil servants working at the Khanh Hau ward Public Administration Service Center are determined to finish their work, not finish their hours. “Although when operating the new government apparatus, there will be more work, we always determine to work with the highest determination, to best serve the people and businesses when they come to resolve administrative procedures. We will strive to further improve the quality of service, striving to make every citizen who comes to resolve administrative procedures satisfied” - said Mr. Le Quoc Khanh.

According to Khanh Hau Ward Party Secretary Nguyen Viet Cuong, one of the requirements of the 2-level local government model is to be close to the people. Therefore, despite the difficulties, the leaders of the Ward People's Committee regularly encourage, remind and require cadres and civil servants, especially Public Administration Service Center cadres, to proactively learn and improve their knowledge to quickly resolve and enthusiastically guide the people and businesses.

“When starting to operate the 2-level local government apparatus, we also identified specific tasks to arrange a team of cadres and civil servants suitable to their capacity and job position in order to meet the requirements of the job and serve the people well. In particular, the cadres and civil servants directly handling administrative procedures are carefully selected by the ward, all of whom are truly capable, dedicated, and responsible. Thereby contributing to building a government apparatus that meets the requirements in the new situation” - Mr. Nguyen Viet Cuong affirmed.

Building a modern government, close to the people and for the people

With the new model and the settlement of non-administrative boundaries procedures, people can access administrative services in a transparent, fast and convenient manner

In Long An ward, with the existing foundation from the digital transformation program, when starting to operate the 2-level local government apparatus, there are great advantages, especially the digital infrastructure system and information data system.

According to Chairman of Long An Ward People's Committee Vo Hong Thao, immediately after operating the 2-level local government apparatus, the ward quickly arranged and stabilized personnel to ensure effective operation according to the new model. In particular, at departments such as the Public Administration Service Center, the staff were carefully selected and trained in new procedures to be ready to receive people's documents. In particular, the implementation of documents in the form of non-administrative boundaries initially brought about practical results, creating favorable conditions for people.

Mr. Nguyen Tuan Anh, who first came to do administrative procedures related to land at the Long An Ward Public Service Center when the apparatus was newly put into operation, was quite surprised when the staff gave him enthusiastic guidance. “I clearly feel the change in the way of service. In particular, receiving non-administrative boundary documents helps people to be more convenient when they can handle administrative procedures at the nearest location, saving time and effort. I hope that with the "one-stop" mechanisms, the handling of procedures will continue to be improved so that people can access administrative services in a transparent, fast, and convenient manner. This is also a way to build a government apparatus that is truly close to the people, serving the people" - Mr. Anh said.

In 2025, the Provincial People's Committee requires sectors and localities to focus on deploying and implementing synchronously and comprehensively all areas of administrative reform, ensuring the improvement of capacity, skills in performing public duties, sense of responsibility, public ethics, professional ethics, and continuing to build a democratic, professional, modern, streamlined, effective and efficient administration. In particular, focusing on 6 important tasks including institutional reform, administrative procedure reform, organizational reform, public service reform, public finance reform and building and developing e-government and digital government.

According to Vice Chairman of the Provincial People's Committee Pham Tan Hoa, the Provincial People's Committee requires departments, sectors and localities to strengthen administrative discipline and public ethics among cadres, civil servants and public employees, promptly remove and dismiss those who do not fulfill their duties, violate discipline, and lose prestige with the people. At the same time, along with the organization, streamlining, and building of a refined, lean, strong, efficient government apparatus.

Recently, Provincial Party Secretary Nguyen Van Quyet requested units and localities to quickly stabilize the operating apparatus, immediately carry out tasks according to functions and tasks, ensure comprehensive implementation of political tasks, and not to interrupt work or leave the positions vacant. In particular, prioritize tasks that directly serve the people, promptly resolve arising issues and continuously maintain the provision of essential public services, meeting task requirements in the new situation./.
