Transport infrastructure prioritized investment, leading for development

Transport infrastructure plays a particularly important role in attracting investment and socio-economic development of each locality. Long An determines that traffic must be prioritized investment, it focuses on mobilizing resources to invest in many projects from urban to rural areas.

Motivation for development

For rural areas and purely agricultural districts, transport infrastructure has changed greatly. In the past 10 years, besides inter-commune and inter-hamlet roads, many regional connection works have been invested and put into use, creating a driving force for development. In which, some provincial roads (PRs) have been newly invested, renovated, upgraded and expanded such as PR819 from Moc Hoa district to Tan Hung, PR818 from Thu Thua to Duc Hue, PR838 in Duc Hue, PR827 from Tan An City to Chau Thanh, so on. Over the past time, these routes have contributed to promoting agricultural production in the locality, facilitating the transportation of goods and  agricultural products.

In addition, the province pays special attention to investment and development of transport infrastructure in key areas, industrial development of the province is Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Tan An city. As PR830 is the key road connecting industrial development districts of Duc Hoa, Ben Luc, Can Duoc and Can Giuoc; at the same time, it connects with other important traffic routes such as Ho Chi Minh City - Trung Luong Freeway, National Highway (NH) 1, NH 50. This route is invested to upgrade and expand not only to facilitate circulation and transport of goods but also to lead to urban development, the formation of concentrated residential areas, as a premise for urban development in the future.

In the term 2010-2015, in the field of transport, the province proposed a program to mobilize all resources to build a transport infrastructure system for industrial development in key economic regions with a list of 14 projects, a total investment of nearly 5,900 billion VND and 3 key traffic works. 

According to Project Director of Hai Son Industrial Park - Pham An Vung, many large traffic works, connecting the region have been invested and put into use, contributing to promoting socio-economic development and attracting investment in the locality. PR830 has been put into operation, creating conditions for businesses to transport goods from industrial zones and clusters to other provinces and cities or to Long An International Seaport more conveniently, reducing costs.

Recently, many lists of medium-term public investment projects and transport works for the period 2020-2025 have been approved by the province for investment, ensuring synchronization. In which, there are many large projects of inter-regional connection and serving socio-economic development. Especially,Resolution of the XIth Party Congress of the province for the term 2020-2025 sets out the goal of striving to maintain the leading position in the Mekong River Delta and by 2030, striving to become a well-developed province in the Southern key economic region. In the field of transport infrastructure investment, the province determines that it is the driving force for the province's socio-economic development.

Accordingly, the Congress Resolution determined the breakthrough program on mobilizing all resources to build a synchronous transport infrastructure system for industrial and urban development in key economic regions of the province. Three key traffic works during the term: Ring Road of Tan An City and the bridge over Vam Co Tay River; PR830E; PR827E.

Projects connecting with Ho Chi Minh City are continued to invest

By early July 2021, the Ring Road project of Tan An City and the bridge over the Vam Co Tay River has paid compensation and supported 1,459 out of 1,680 households (reaching 86.8 percent), with a total amount of more than 974 billion VND out of more than 1,220 billion VND, the remaining 212 households and 1 organization have not paid support. The problems of compensation and ground clearance are being discussed and resolved by Tan An City.

This route will divert traffic to the suburbs when completed and put into operation, contributing to reducing pressure on NH 1, bypassing NH 1 through the inner city of Tan An and Hung Vuong Street, creating a continuous traffic axis to connect communes and wards; regional connectivity between districts and cities; facilitate the transportation of goods, promote trade - services development. 

The PR827E project has strategic significance, raising the level of the travel - transportation system of the province and the whole region. It is expected that the route will be about 55 kilometers long, passing through Tien Giang, Long An and Ho Chi Minh City. In particular, the section through Long An province is about 35 kilometers long, passing through the districts of Chau Thanh, Tan Tru, Can Duoc and Can Giuoc. Up to now, 3 localities have determined the route and are completing the procedures for investment implementation. "The PR827E route will create momentum to help the district remove its monopolistic position, attract investment and develop industry, services and tourism when it is completed" - Vice Chairman of Tan Tru District People's Committee Trinh Phuoc Trung shared. 

Information from the Department of Transport, PR830E project, the Department has agreed on alignment with localities, selected consulting contractors, checked and approved construction survey plans and is preparing investment projects.

In addition to the projects that have been and are about to be invested, the province is also interested in opening trade with Ho Chi Minh City, promoting socio-economic development for the two localities and the whole Mekong River Delta region. This is very necessary thanks to the advantage, the location of the gateway to the Southwest region, but some roads connecting with Ho Chi Minh City are still small, narrow, degraded, affecting the circulation and transportation of goods, economic and social development.

Deputy Director of the Department of Transport - Nguyen Hoai Trung said: "From the requirements set forth, the province and Ho Chi Minh City have reviewed and established legal procedures to proceed to implement many connection points for traffic works from now to 2030. In the immediate future, in the period 2021-2025, the province will invest in a number of points connecting traffic routes with particularly important and urgent positions with an estimated budget of thousands of billions of VND to promote socio-economic development".

In addition to investment in constructing and expanding traffic works, the province is also very interested in the maintenance and repair work for long-term use of the works. At the same time, the province also proposed the Central Government to invest in upgrading, expanding and repairing the NH 1, NH 50, NH 62 and NH N2 timely. In particular, the NH 62 is seriously degraded, the road surface is too small and narrow, there are frequent traffic jams and accidents, so the province wants the central government to soon deploy investment./.

According to Deputy Director of the Project Management Unit of Traffic Works (Department of Transport) - Nguyen Minh Hau, in the implementation of traffic works, in addition to the budget capital, there are also contributions from enterprises, especially the people's consensus to donate land.

In order for projects and traffic works to be constructed quickly and smoothly, all levels and sectors are very interested in removing obstacles and bottlenecks in compensation and site clearance. In many implementation solutions, the work of propaganda, mobilization and dialogue is enhanced at all levels and sectors so that people understand the policy and meaning of the project to get a high consensus.
