Well-done site clearance work in many completed projects contributes to the local socio-economic development

Over the past years, the province's society-economy has developed strongly, became one of the top regions of the Mekong River Delta region. The above result is the process of efforts of the whole political system. Provincial leaders have had many correct guidelines and decisions, especially in attracting businesses and units to invest and implement projects in the area; actively support in compensation, site clearance, resettlement to early stabilize the lives of people whose land is acquired for project purposes, create a high consensus and favorable in site clearance, handover land to project investors.
Despite many efforts, the compensation, site clearance and resettlement in the province still have some shortcomings and limitations, especially in key industrial development localities of the province. These overcome the limitations, problems, create changes, contribute to the general development of the locality, the province has issued many directives to effectively implement the compensation, site clearance and resettlement.
On March 29, 2019, the Provincial Standing Committee issued the Conclusion No. 720-KL/TU (referred to as Conclusion 720) on compensation, site clearance, and resettlement in districts of Duc Hoa, Ben Luc , Can Duoc, Can Giuoc, Thu Thua, Tan Tru and Tan An City. Since Conclusion 720, localities have coordinated and focused on directing the implementation so this work has had more positive changes than before.
In Ben Luc district, the work of compensation, site clearance and resettlement has been drastically focused on by the district, especially after the conclusion of the Executive Committee of the Provincial Party Committee No.720. This work initially achieved some positive results. Mr. Nguyen Van Quyen, living in Long Hiep commune, Ben Luc district, shared: “My family has been acquired land to build Provincial Road 833B. At first, we were quite hesitant and worried. However, after listening to the local propaganda, explaining the importance of the work to the local development, the family quickly handed over the site to construct the road. Now that the route has been completed, put into use, people have a convenient way to trade and travel, with the new local appearance, we feel excited”.
According to the Vice Chairman of the People's Committee of Ben Luc district - Le Thanh Ut, the district focuses many solutions to accelerate the work of compensation, site clearance and resettlement in the area, especially since the conclusion No. 720 of the Standing Committee of the Provincial Party Committee. As a result, by the end of September 2020, the District People's Committee has paid compensation, assistance and resettlement to more than 1,200 households with the total amount of more than 1,000 billion VND, the total acquired land area is nearly 150 hectares. Besides the achieved results, this work in the district still has certain limitations. The district continues to propagate and mobilize people to comply with the policy, strengthen coordination with relevant departments, agencies to inspect, urge investors, remove problems to better perform this work next time.
Similarly, Duc Hoa district also focuses on effective implementation of compensation, land clearance, and resettlement. Ms. Tran Thi Hang said: “My family has been acquired land for the project of Duc Hoa I Industrial Park (in Duc Hoa Dong commune, Duc Hoa district), so I hand over the site for the project. However, the locality should pay more attention to support in terms of compensation unit prices, ensuring the harmony of interests between parties, especially the interests of people whose land is acquired. In addition, the district strengthens inspection and urges investors in the process of project implementation, avoids wasting land resources”.
Chairman of the People's Committee of Duc Hoa district - Le Truong Chinh said: After the conclusion of 720 up to now, the district People's Committee has paid compensation and additionally supported 1,139 households with the amount of more than 2,500 billion VND, with the recovery of over 300 hectares of land, mainly focus on projects such as Duc Hoa I Industrial Park invested by Hanh Phuc Exploitation Joint Stock Company; Huu Thanh Industrial Park (IDICO) invested by Long An Investment and Construction Joint Stock Company - IDICO and Vietnam Urban and Industrial Development Investment Corporation; Electric projects; etc.
Removing problems and difficulties
“Currently, in Duc Hoa district, there are many projects, the total acquired land area is relatively large, the number of affected households is many. The district has specific directions and solutions for each project and accelerated the implementation.
In which, the district continues to thoroughly grasp the spirit of Conclusion 720 of the Standing Committee of the Provincial Party Committee, creates consistency in site clearance work; strengthens inspection and actual survey at the projects, promptly resolves complaints and recommendations of people. In addition, the district continues to improve the quality of the team specialized in compensation and site clearance to meet the requirements of the current period; strengthens communication, advocacy and persuasion; publicity and transparency of procedures, planning, compensation price, time and progress of the project, and so on for people to understand, create consensus in land acquisition, compensation, support, resettlement for each project.
On the other hand, the district develops the site clearance plan for each project, monitors and assigns specific tasks to each department, division and unit in site clearance work; at the same time, it strengthens the coordination of departments, sectors and branches of the province to remove related difficulties, accelerate site clearance. The district proposes that the province should support and guide the district on relevant mechanisms and policies, deploy compensation unit prices, improve the quality of the team specializing in site clearance ”- Mr. Le Truong Chinh added.
As of the end of September 2020, Can Giuoc district has 95 projects of industrial parks and clusters, urban areas, residential, resettlement, trade, services, cemeteries and so on approved by the Provincial People's Committee with the total area of nearly 5,000 hectares. The district has approved the compensation plan, supported more than 50 projects, paid for nearly 8,000 households and individuals with the total amount of nearly 4,000 billion VND, recovered more than 1,800 hectares of land to be assigned to investors for implementing the projects.
According to Chairman of the People's Committee of Can Giuoc district - Nguyen Tuan Thanh, the work of compensation, site clearance, and resettlement in the area is concentrated and directed by the district to implement. Since the conclusion of Conclusion 720, the whole political system took part, the district has focused on drastically directing the implementation, this work achieved certain results. Specifically, the district has cleared more than 170 hectares of land, paid compensation, supported nearly 1,300 households with the total amount of 1,546 billion VND, focusing mainly on some key projects: Provincial Road 830, Tan Tap - Long Hau Road, residential road at Ben Luc - Long Thanh Expressway, Long Hau 3 Industrial Park, etc.
Long An continues to promote compensation, site clearance and resettlement
Although the work of compensation, site clearance and resettlement in the area initially achieved many positive results, Can Giuoc still faces certain difficulties and problems such as land price volatility; some policies on compensation, land acquisition, resettlement have not received high consensus from the people; In many cases, land users have not been found; Many investors lack coordination in implementation; Some projects are delayed their progress. The district continues to strengthen communication and mobilize people to comply with the policy; coordinating with relevant departments, agencies to remove difficulties; continue to review and inspect extended projects. At the same time, it is proposed to the province to consider, adjust and supplement mechanisms and policies to support people whose land is acquired, to have solutions to urge or recover if the investor is weak.
Director of Department of Natural Resources and Environment - Vo Minh Thanh informed: As soon as there was Conclusion 720 of the Standing Committee of the Provincial Party Committee, the Department focused on coordinating with departments, branches and localities to organize the implementation. This work has had many positive changes over the past time.
Every month, the Department synthesizes and reports to the Provincial People's Committee on the results of compensation, land clearance and resettlement in localities. However, the work of compensation, land clearance, resettlement still exists and has certain limitations. In order to focus on effectively implementing this work, the Department sends documents to the District People's Committee to publicize a panel of projects implemented in the area about information such as investor, diagram, target scale, implementation progress in order for the compensation work to be favorable, open and transparent as well as enhancing the investor's responsibility, creating consensus and continuity of the people.
The Department also worked with the local People's Committees to coordinate to guide the order and procedures for compensation, land clearance, to agree in the direction of shortening the implementation time.
In the coming time, the Department will strengthen coordination of departments, agencies and localities to promptly remove problems and difficulties related, advise the Provincial People's Committee on solutions to promptly direct the implementation of this work further variable, contributing to local socio-economic development.
Since the Standing Committee of the Provincial Standing Committee issued the Conclusion No. 720-KL/TU, dated March 29, 2019 to the end of September 2020, nearly 800 hectares of land have been compensated (of which, since the 18, December 3, 2019 to now compensate more than 363 hectares)./. |
