Positive changes
Recently, the province's socio-economy has developed strongly, the following year is higher than the previous year. The province has many policies to attract businesses to invest in local projects and policies to support compensation and resettlement for people. However, the compensation, site clearance and resettlement have not yet met the requirements, especially in the key areas of industrial development in the province.
For that reason, the province determines that compensation, site clearance and resettlement are the key tasks of 2019 and the following years. So the province requires the political system to perform these tasks well. On March 29, 2019, the Standing Committee of the Provincial Party Committee issued the Conclusion No. 720-KL/TU on compensation, site clearance and resettlement in Duc Hoa, Ben Luc, Can Duoc, Can Giuoc, Thu Thua and Tan Tru districts and Tan An city.
Recently, the compensation, site clearance and resettlement in the province have had possitive changes
After the conclusion, the implementation of these tasks has positive changes. Can Giuoc District have 108 land acquisition projects with a total area of more than 5,562 hectares and 10,700 affected households. In which, more than 50 projects have been approved by the District People's Committee; more than 7,300 households have been paid compensation with a total amount of more than VND 3,750 billion; and 1,823 hectares of land have been cleared and handed over to investors to implement the project.
According to the Chairman of Can Giuoc District People's Committee - Nguyen Tuan Thanh, after having the Conclusion No.720, the district has cleared nearly 60 hectares of land; paid compensation 436 households with a total amount of over VND 365 billion (mainly in key projects such as Provincial Road 830, Tan Tap - Long Hau Road, Long Hau 3 Industrial park, resettlement project in Long Hau and Tan Tap communes, etc.).
According to the Chairman of Can Duoc District People's Committee - Huynh Van Quang Hung, the compensation, site clearance and resettlement in the district have had many positive changes, especially after the Conclusion No.720 of the Standing Committee of the Provincial Party Committee. The district has compensated 902 out of 950 households in Provincial Road 830 project (phase 2) and 90 out of 90 households in 110kV Nam Tan Tap project (through the district). However, some projects have still faced difficulties, the district and related departments and agencies have tried to remove obstacles to early hand over the site to implement the project, contributing to the general development.
In Ben Luc district, these tasks have also achieved some positive results. According to the Vice-Chairman of Ben Luc District People's Committee - Le Thanh Ut, from the end of March 2016 until now, the district has paid compensation and supported 121 affected households with a total amount of VND 164 billion and recovered 15.5 hectares of land to hand over to investors.
However, there have been still certain limitations in performing tasks. In the coming time, the district continues to mobilize people to comply with the guidelines; strengthens coordination of relevant departments and agencies to inspect and urge investors to remove obstacles and difficulties.
Focusing on completing the task
After having the Conclusion No. 720 of the Standing Committee of the Provincial Party Committee, the compensation, site clearance and resettlement have had positive changes but there have been still certain difficulties and limitations in some localities.
The progress of many projects has not met the requirements for implementation time. The change has been not really synchronous. The low financial capacity of some investors has prolonged the project implementation time, caused waste of land and disturbing public opinion. Besides, the lack of consistency and strictness in coordination among state management agencies have affected the progress of land acquisition. Some regulations have been not suitable for the actual situation.
On the other hand, some households have agreed on the policy but they have not agreed on compensation prices. Violations in speculation, land transfer have caused a rise in land prices, “virtual land fever”. It also affected compensation and land clearance seriously.
According to the Chairman of Can Giuoc District People's Committee - Nguyen Tuan Thanh, although there have been some initial results, the district has still faced some problems in compensation, site clearance and resettlement. In the coming time, Can Giuoc district will focus on mobilizing people to follow guidelines; coordinating with related departments and agencies to remove difficulties. At the same time, the district will review the prolonged projects to suggest the province to urge or withdraw if the capacity of the investor is weak.
Effective implementation of compensation, site clearance and resettlement contributes to the province's socio-economic development
According to Director of the Department of Natural Resources and Environment - Vo Minh Thanh, the Department has actively cooperated with departments, agencies and localities to implement the Conclusion No.720. Every month, the Department summarizes and reports to the Provincial People's Committee on the results of compensation, site clearance and resettlement in localities. Currently, these tasks has many positive changes compared to before.
The Department and relevant agencies advised the Provincial People's Committee to issue Decision No. 20/2019 / QD-UBND, dated April 24, 2016, on the adjustment and supplement of the 5-year land price list (2015-2019) to correspond to reality. Departments and local People's Committees have also guided the synchronous implementation of compensation and site clearance procedures to shorten the completion time. Besides, the Department has sent a document to the District People's Committee in publicizing the information of project panel such as investor, map, scale objectives, schedule, etc. so that to create convenience, openness and transparency in compensation as well as to enhance the responsibility of the investors and to create consensus of the people.
"In the coming time, the Department will strengthen coordination of related departments and localities to promptly remove obstacles and difficulties to promote compensation, land clearance and resettlement; advise the Provincial People's Committee on solutions to timely guide the implementation of this task more effectively" - Mr. Vo Minh Thanh added.
The Provincial People's Committee requires departments and agencies, especially departments that directly involve in compensation, site clearance and resettlement to coordinate with district People's Committees to focus on implementation, promptly remove difficulties, hand over the site soon, complete the project as planned, and contribute to the local socio-economic development./. |
