Efforts to build e-government, towards digital government

For many years, all levels, branches and localities in the province have constantly increased the application of information technology (IT) in administrative reform, building e-government, towards digital government.

Long An is known as one of the localities with many impressive achievements in IT applications and services for internal activities of state agencies.

It is worth mentioning that when the Covid-19 epidemic broke out in 2020, the province continuously made impressive progress in the "digitization" work, especially completing the software suite for integration and Local Government Service Platform (LGSP) serves to share and connect IT application systems and specialized databases within the province and between the province and ministries and branches.

In 2021, the Covid-19 epidemic broke out strongly, it affects all aspects of socio-economic life. However, this is also an opportunity and "lever" for the locality to make a breakthrough in digital transformation, timely serve people and enterprises, contribute to speeding up the process of building digital government and developing digital economy and digital society.

Currently, the province has 161 online public services (PS) at level 3 (reaching 8.7 percent) and 1,421 online PS at level 4 (reaching 76 percent, up 59 percent compared to 2020), fulfilling the supply target. 100 percent of PSs are eligible to go online to level 4 (beyond the provincial target of 35 percent in 2021).

During the time of social distancing due to the complicated development of the Covid-19 epidemic, besides the Provincial Public Administration Service Center and the District Public Administration Centers that do not receive dossiers directly, the online PS Portal (https:// //dichvucong.longan.gov.vn/) and the public postal service are the linking bridge, effectively supporting people and enterprises to submit documents on the PS Portal, combining receiving and returning results via public postal service, ensuring the smooth receipt and handling of dossiers and administrative procedures of organizations and individuals. As a result, the proportion of applications that were resolved on time published on the provincial PS Portal was well maintained at 99 percent.

According to Deputy Director of the Department of Information and Communications - Bui Nguyen Khoi, up to now, the province has put into operation many services: One-stop service - PS; services of sharing database (database)/national information system (Connecting electronic civil status, exploiting national enterprise database, issuing unit codes related to the budget, national PS, National shared directory, National social insurance database exploitation; Public administrative services).

At the same time, the province connected and put into operation many services, national online payment platform (Paygov) integrated into the provincial PS Portal; successfully connected with the national database on business registration and the national database on population.

At the same time, the province is particularly interested in investing in IT services for internal operations. Up to now, Document Management and Operations software have been deployed synchronously, with over 9,300 accounts issued. The rate of electronic document exchange between state agencies reaches 100 percent; there are 3,545 government digital certificates issued to state agencies of the province. 100 percent of People's Committees at all levels, specialized agencies at provincial and district levels are granted digital certificates for agencies and leaders. The exchange rate of electronic documents with digital signatures at provincial and district level reached 99.29 percent.

Currently, IT infrastructure for building e-government and developing smart urban services in the province is gradually being invested methodically. Dedicated data transmission network is deployed synchronously for 100 percent of departments, branches, districts, communes and high-speed internet connection. At the same time, the document management and administration software is upgraded and deployed synchronously for 100 percent of state agencies from the province to the commune, ensuring 4-level communication between the central and local levels via the Inter-Axis under the direction of the Government.

In addition, through the provincial e-Government Zalo channel, people are also convenient to find out information, register to submit online applications for levels 3 and 4, look up records by code or QR code to know the dossier status, etc.

On August 20, 2021, the Standing Committee of the Provincial Party Committee issued Resolution No. 21-NQ/TU on digital transformation of Long An province to 2025, with orientation to 2030 with the goal of synchronous digital transformation on 3 key pillars: Building digital government, digital economy and digital society in the whole province; strive to stay firmly in the group of provinces and cities with high rankings in digital transformation.

Information from the Department of Information and Communications, the resolution emphasized eight key targets by 2025. Accordingly, the province must achieve above the national average for the digital transformation targets set out in the national transformation program in the period 2021 - 2025; 100 percent eligible online PS offered level 4; complete the construction of the Provincial General Data Warehouse; digital economy accounts for 10 percent of GRDP; fiber optic broadband network infrastructure covers over 80 percent of households family and 100 percent of communes; universalize 4G/5G mobile network services and smart mobile phones.

In order to achieve the set targets, the province is focusing on implementing many tasks and goals to promote the building of e-Government, and to apply IT to the activities of state agencies, towards digital government. In which, it is possible to focus on building a shared database warehouse and the province's Open Data Portal; building a centralized and multitasking Intelligent Operation Center (IOC)  of the province and developing some essential smart urban services.

The province also determined to pilot digital transformation in 3 units: 2 communes in Can Giuoc and Chau Thanh districts; 1 ward of Tan An city and Department of Information and Communications; At the same time, it implements the model of completing the implementation of basic smart urban services in Tan An City in order to draw experience from practice to serve as a basis for synchronously implementing the Digital Transformation Program of Long An province to 2025, orientation to 2030.

In the first 9 months of 2021, the province has 77,769 online submissions through the province's online PS Portal (an increase of more than 2 times compared to 2020). Thanks to investment and application of IT, the provincial administration has been greatly modernized, building a modern and transparent public service environment; approaches and transactions between organizations, people and authorities have also been changed from traditional methods to modern ones./.

Some targets to 2025 of Resolution No. 21-NQ/TU, dated August 20, 2021 of the Standing Committee of the Provincial Party Committee:

- Reaching above the national average for the digital transformation targets set out in the National Digital Transformation Program for the period 2021-2025;

- Eligible online public services are provided at level 4 at 100 percent;

- Completing the construction of a shared data warehouse of the province;

- The proportion of digital economy accounts for 10 percent of GRDP;

- Fiber optic broadband network infrastructure covers over 80 percent of households and 100 percent of communes;

- Universalizing of 4G/5G mobile network services and smart mobile phones;

- Digital transformation in 3 pilot units, including: 1 commune in Can Giuoc district, 1 commune in Chau Thanh district and 1 ward in Tan An city;

- Completing the implementation of basic smart urban services in Tan An city. To form a centralized IT zone.
