Implementation of "3 on site": Efforts to fight against Covid-19 epidemic and maintain production

The Covid-19 pandemic has seriously affected the production and business of many enterprises. However, with the spirit of solidarity and responsibility, many enterprises in Long An province have implemented the motto "3 on site" to prevent and control the epidemic and maintain production.

“3 on site” to ensure safety against epidemics

Facing the complicated developments of the Covid-19 epidemic, the Provincial People's Committee issued Official Letter No. 6619/UBND-VHXH, dated July 11, 2021 proposing to build and implement the production organization with the motto "3 on site - production on the site, eating on the site and resting on the site" to ensure the continuity and safety of production and business activities of enterprises during the implementation of Directive No. 16/CT-TTg. Although the implementation time is urgent, eligible businesses all make efforts to comply with regulations. As of July 21, 2021, the province has 797 enterprises operating "3 on site" (including 150 enterprises in industrial clusters (ICs), 437 enterprises in industrial parks (IPs), the rest are enterprises outside the IPs, ICs).

Accordingly, the relevant authorities organize strict inspection and appraisal, ensuring the regulations on epidemic prevention and control as well as the conditions for workers and employees to stay. Director of the Department of Industry and Trade - Nguyen Tuan Thanh said that at the ICs, there are 250 businesses registered to perform "3 on site". As of July 21, 2021, after appraisal, only 150 enterprises are eligible to operate. The problems that enterprises are not approved for are eligible to operate are places for eating, accommodation and hygiene that have not yet ensured the distance; there is no fence of its own campus; testing has not been organized for all employees at the company; etc. During the period from now until the end of the implementation of "3 on site", any enterprise with F0, F1 must temporarily suspend operations according to the regulations.

Director of Binh Minh Plastic Factory - Long An Branch (Vinh Loc 2 Industrial Park, Ben Luc District) - Nguyen Dinh Toan said: “The factory has about 500 employees, the remaining force is only about one-third of the total number of employees. The unit prepares all conditions for workers to work, eat and live on the site; organize to control so that workers do not go out arbitrarily. In addition, workers must comply with regulations and limit contact during working and living”.

Mr. Nguyen Manh Thang - employee of Binh Minh Plastic Factory - Long An Branch, shared: "When staying here, the workers is fully equipped with personal living tools, blankets, curtains, clean and airy rooms. Away from home, but when they work, eat, and stay here, they feel more secure when they return to their hostels because of the high risk of epidemic in the community".

Similarly, with Vina One Steel Production Joint Stock Company (Vinh Loc 2 Industrial Park, Ben Luc District), when the Official Letter No. 6619/UBND-VHXH was immediately issued, the company had implemented "3 on-site" from July 09, 2021. One day before (July 8, 2021), the company organized PCR testing for all branches. The company has 1,200 employees, of which 474 employees stay. Every week, the company organizes rapid testing on 20 percent of the number of employees staying. On July 22, the company also organized a PCR test, the results of 100 percent of employees were negative for SARS-CoV-2. Those who stay, in addition to the prescribed salary, the company also supports 3 meals, ensures essential supplies and is encouraged to add 140,000 VND per person per day.

When businesses work together with the government

Director of Vina One Steel Production Joint Stock Company - Nguyen Ngoc Quan said: "We thank the employees for sacrificing their housework, working with the company to overcome this difficult time. Although the cost of each test is not small, we determined that we must focus on screening and protecting the workers’s health to maintain production. Because, once a positive case appears, the company will have to stop working, then the economic loss is much higher. This is the period when businesses need to be aware, join hands with the authorities, epidemic prevention and control is a common responsibility, not of any organization or individual".

Organizing production according to the "3 on site" option to help Dinh Cao Printing Co., Ltd. (Ben Luc district) maintain production. Head of Human Resources Department - Ly Hong Hy said that the company had 199 employees, of which 88 people stay. Before staying, the company organized quick tests and periodically retested for them. Most recently, on July 24, the company held a PCR test, the results were 100 percent negative. In addition, the company also supports workers to stay in with 50,000 VND per person per day.

It is known that Ms. Nguyen Thi Tran and her husband (employees of Dinh Cao Printing Co., Ltd.) volunteered to stay when the company performed "3 on site". Tran shared: “Staying at work, my wife and I feel more secure than staying at the inn. We are fully tested, don't worry about living expenses because we are supported with 3 meals, and also have incentive money for the workers".

Mr. Ly Hong Hy shared: "In the context that the whole province as well as the whole country is "stretching" to fight the epidemic, any individual or organization is no exception in the "fight" of epidemic prevention and control, in which business community. Therefore, we always strive to accompany, comply with epidemic prevention regulations, and coordinate effectively with the authorities to make the epidemic pass soon. At that time, enterprises will continue to feel secure in production and business".

With Binh Minh Plastic Company, Mr. Nguyen Dinh Toan said: “The company always supports and strictly implements the government's regulations on epidemic prevention and control. In fact, drastic measures taken by provincial leaders have gradually contributed to controlling the epidemic. Currently, the company only produces at a "moderate" level to ensure the supply of goods because the actual demand of the market has decreased clearly and the number of employees to stay is limited. We are aware of our responsibility during this time to join hands to fight the epidemic. In addition, the company is very excited when the province has a plan to vaccinate workers, thereby creating a "fence" for workers to work safely.

Maintaining production during the complicated epidemic situation is not a small challenge for any enterprise. Businesses have accepted to sacrifice economic benefits, making efforts with the province to "fight" in this tough "war". Each practical action and action will contribute to creating great strength for the whole province to overcome difficulties and strive to end the Covid-19 pandemic./.
