On October 15, 2021, the Provincial People's Committee issued Official Letter No. 10151/UBND-VHXH on temporary regulations on measures "Safe adaptation, flexibility, effective control of the Covid-19 epidemic" in the province.
After 3 days of temporarily implementing the measures "Safe adaptation, flexibility, effective control of the Covid-19 epidemic", the epidemic situation in the province is still basically under control. Facing the above fact and in order to create favorable conditions for business and service establishments to resume operations, the Provincial People's Committee has adjusted the content specified in Section 3.2 of Official Letter No. 10151/UBND-VHXH dated October 15, 2021 of the Provincial People's Committee, as follows:
“3.2. For business and service establishments:
For commercial centers, supermarkets, convenience stores, wholesale markets, traditional markets; (except for establishments specified in section 3.3 and section 3.4): they are allowed to run, but participants must meet one of the following conditions:
+ Having injected enough dose of Covid-19 vaccine;
+ Having recovered from Covid-19 within 6 months;
+ Having a negative test result within 72 hours.
Assign Departments of Industry and Trade, People's Committees of districts, town and city, based on their assigned functions, tasks and powers, to coordinate with health agencies in working out a plan to organize and manage the operation of each traditional market within their management, ensuring strictly and safely.
For restaurants/food store and café:
They are allowed to run, but they must meet the following conditions:
+ Ensuring less than 50 percent of capacity.
+ Participants must meet one of the following conditions: Having injected enough dose of Covid-19 vaccine or having recovered from Covid-19 within 6 months or having negative test results within 72 hours.
Owners of the above establishments must have a plan and be responsible for implementing measures to ensure the prevention and control of the Covid-19 epidemic according to the provisions of Decision No. 2225/QD-BCDQG dated May 28, 2020 of the National Steering Committee for preventing, controlling and assessing the Covid-19 infectious risk in commercial centers, supermarkets, markets and restaurants. Particularly, the testing requirements are implemented under the Decision No. 4800/QD-BYT dated October 12, 2021 of the Minister of Health on temporarily guiding the medical expertise according to Resolution No. 128/NQ-CP dated October 11 2021 of the Government.
Other contents are continued to comply with Official Letter No. 10151/UBND-VHXH dated October 15, 2021 of the Provincial People's Committee./.
