Long An: Directive No. 16 continued to implement across province

On August 30, Long An People's Committee issued Official Letter No. 8603/UBND-VHXH on applying some measures to prevent and control the Covid-19 epidemic in the province in the new situation.

For districts of Duc Hoa, Ben Luc, Can Giuoc, Chau Thanh, Thu Thua, Can Duoc, Tan Tru and Tan An city, it will be applied from 00:00 on August 31, 2021 to the end of September 13, 2021

After 43 days of implementing social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 of the PM across the province, the Covid-19 epidemic situation in the province has gradually been controlled, but it has still been in complicated developments, especially in the localities in the "red zone". In order to well control the epidemic situation in the coming time, the Provincial People's Committee directs the following implementation:

1. Continue to implement social distancing measures according to Directive No. 16/CT-TTg dated March 31, 2020 of the PM across the province, specifically as follows:

1.1. For districts of Duc Hoa, Ben Luc, Can Giuoc, Chau Thanh, Thu Thua, Can Duoc, Tan Tru and Tan An city: apply from 00:00 on August 31, 2021 to the end of September 13, 2021.

1.2. For Kien Tuong town and districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa and Duc Hue: apply from 00:00 on August 31, 2021 to the end of September 6, 2021.

2. Measures to prevent and control the epidemic during the application of social distancing measures: comply with Directive No. 2739/CT-UBND dated August 23, 2021, Official Letter No. 8487/UBND-VHXH dated August 25,  2021, Official Letter No. 8394/UBND-VHXH dated August 22, 2021, Official Letter No. 8148/UBND-VHXH dated August 5, 2021, Official Letter No. 7427/UBND-VHXH dated July 27, 2021 and Official Letter No. 7427/UBND-VHXH dated July 27, 2021 and Official Letter No. 7030/UBND-VHXH dated July 18, 2021 of the Provincial People's Committee; which notes:

2.1. Maintain control stations and checkpoints for Covid-19 epidemic prevention and control in the area that have been established according to Plan No. 2727/KH-SCH dated August 19, 2021 of the Provincial Command for Covid-19 Prevention and Control; resolutely not to let people leave their residence according to the motto "stay where you are". People are allowed to pass through stations and checkpoints include:

- Members of the Steering Committee for Covid-19 prevention and control at all levels.

- Members of the Provincial Command for Covid-19 epidemic prevention and control at all levels.

- Forces participating in epidemic prevention and control (medical staff and medical support forces participating in epidemic prevention; police force, military, so on).

- Forces supplying drugs and medical supplies, maintaining medical equipment at medical facilities.

- Support and relief forces under the coordination of the Logistics and Relief Sub-committee.

- Forces to ensure technical infrastructure (electricity, water, environment, postal services, telecommunications services, information technology infrastructure, etc.).

- Animal quarantine officer; delivery staff, providing food and necessities.

- Staff on duty to support diplomatic activities, press staff.

- People travelling to harvest agricultural products; getting vaccinated; travelling for community screening; travelling for regular medical check-ups.

In the above cases, they must present an industry cards or a certificates from a competent state agencies when travelling on the road.

For means of traffic to perform professional tasks (such as medical care, police, military, banking, etc.) and have been issued with a certificate of identification of green channel vehicles, priority will be given to traffic through stations and checkpoints according to regulations (the vehicle is not required to stop for inspection).

2.2. All agencies, units and enterprises of the province and the central government located in the area continue to organize online working from home; Particularly, heads of agencies, units, forces participating in epidemic prevention and control, and forces dealing with urgent tasks work directly at agencies and units, except for a number of specific branches (such as police, military, medical care, etc.).

Assign responsibilities to the heads of agencies, units and enterprises of the province and the central government located in Long An province to implement specific assignments. For cadres, civil servants, public employees and employees who are assigned to work directly at the agency or unit, depending on the actual conditions of each branch or locality to organize working under the motto 3 on the site or arrange daily transportation for pick-up and drop-off, minimizing travel by personal vehicles.

2.3. Implement a thorough blockade of commune-level areas at very high risk.

3. During the time of implementing social distancing, the People's Committees of districts, town, city, relevant departments and branches strengthen close, synchronous and timely coordination to well perform health care work, take care of social security, ensure the supply of necessities, food and foodstuffs for the people in the spirit of not letting any people lack food or clothes.

Based on the developments, the epidemic situation and the results of the assessment of the risk level and the ability to control the disease according to the regulations and guidance of the Ministry of Health in Decision No. 2686/QD-BYT dated May 31, 2021 and Decision No. 3989/QD-BYT dated August 18, 2021, the People's Committees of districts, town and city proactively report and propose to the Provincial People's Committee the application of corresponding epidemic prevention and control measures after the end of the period. The time for implementing social distancing mentioned in Sections 1.1 and 1.2 of this Document.

4. Assign the Department of Transport to consider and issue the certificate of green channel vehicles according to regulations, including money-carrying vehicles of banks.

5. Assign Departments of Industry and Trade, People's Committees of districts, towns and cities to actively consider and issue certifications for cases where units and employees deliver, deliver food, foodstuffs and necessities according to management authority.

6. Heads of provincial departments, agencies and branches, based on their assigned functions, tasks and powers, actively coordinate with People's Committees of districts, town and city in implementing each content, task and measure for epidemic prevention and control are specified in sections 1, 2, 3 of this document, ensuring seriousness, timeliness and efficiency.

7. Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station promote information and propaganda so that all people and authorities at all levels in the province can observe and strictly comply with the above decision under the direction of the Provincial People's Committee.

8. It is proposed that the Fatherland Front Committee and provincial mass organizations continue to lead and direct the system to promote the mobilization of union members, members and people to voluntarily and effectively carry out the epidemic prevention and control work is specified in this document and other relevant documents of local authorities at all levels./.
