Long An: Each agency is as fortress, each citizen is as soldier in epidemic fight

All support forces are mobilize to ensure both mass screening in the community and speed up the vaccination schedule

Implementing the E-letter No. 1099/CD-TTg dated August 22, 2021 of the PM on strengthening social distancing and measures to prevent and control the Covid-19 epidemic.

In order to ensure the goal of controlling the Covid-19 epidemic situation in the province before September 1, 2021 according to the Government's Resolution No. 86/NQ-CP dated August 6, 2021, the Chairman of the Provincial People's Committee requested heads of departments, agencies, chairpersons of People's Committees of districts, town, city and businesses in the province to organize a thorough, strict, drastic and effective implementation of social distancing and measures to prevent and control the Covid-19 epidemic, as follows:

Implement “to construct each ward, commune and township; every agency, factory and enterprise is a fortress to prevent the enemy", people are "soldiers" in epidemic prevention to call, mobilize, explain, persuade, guide and ask people not to go out of their house, "people stay where they are", isolate people from people, houses from houses, communes, wards, townships from communes, wards and townships; in which the people are the service center and the subject in epidemic prevention and control. The participation, compliance and obedience with regulations of the people play a decisive role in success in epidemic prevention and control. This is the responsibility, duty and right of each citizen to protect the health of themselves, their families and the community.

Mobilizing the drastic and synchronous participation of the whole political system from the province to the grassroots, especially at the grassroots; promote the role of the Vietnam Fatherland Front, the Veterans' Association, the Women's Union, the Farmers' Association, the Ho Chi Minh Communist Youth Union, the Labor Confederation at all levels, social organizations and organizations religious organizations and other organizations in mobilizing, guiding, explaining, persuading and requiring people to strictly observe the strengthening of social distancing and epidemic prevention and control measures.

Perform well the social security care, continue to review the in-need people to carry out the relief work; continue to consider and propose measures to support inn owners (exemption and reduction of electricity and water bills); In addition to the localities in the "red zones" equipped with safety bags for the commune-level areas in the red zones, the remaining localities still review and support them when necessary, ensuring the principle of not let any difficult cases left; at the same time, prepare nutritious meals to provide for F0 cases with difficult circumstances. The Department of Labor - Invalids and Social Affairs was assigned to coordinate with the provincial Vietnam Fatherland Front Committee, the Department of Industry and Trade and related agencies and units in organizing the implementation.

Strengthening measures to control and control epidemics and minimize deaths:

Accelerate the progress and speed up the province-wide testing during the time of social distancing to detect F0 cases as soon as possible to prevent the spread of epidemic.

Mobilize all support forces to ensure both large-scale testing and screening in the community while speeding up the vaccination schedule, organizing injection forms suitable to blockade areas and residential areas with flexible time. Vaccination teams must be fully equipped with protective equipment and clothes. Assign the Department of Health to coordinate with People's Committees of districts, town and city to implement.

The Department of Home Affairs mobilized, arranged human resources, contacted and enlisted support from central ministries and provinces and cities to support the completion of the community screening test and the provincial vaccination schedule.

Continue to review and strengthen treatment levels (3-level model under the guidance of the Ministry of Health) flexibly, suitable to the situation and conditions of each locality; in which special attention is paid to the assurance of human resources, medicine, medical oxygen and equipment as prescribed to ensure the number of actual and effective treatment beds. Assign the Department of Health to coordinate with People's Committees of districts, town and city to implement.

Localities in the red zones coordinate with the Department of Health to ensure the need for on-site medical care for people according to the model of a mobile medical station (equipped with medicine bags, oxygen tanks, Sp02 meter, quick test instruments, and so on).

Ensuring the supply of essential goods, food and foodstuffs for people during the isolation period in the spirit of not letting any people lack food or clothes.

The Department of Industry and Trade, on the basis of the province's existing distribution system, cooperates with the Southern special task force of the Ministry of Industry and Trade in coordinating to ensure adequate supply of goods, especially essential goods for the province; at the same time, coordinate with Departments of Agriculture and Rural Development, Departments of Transport, People's Committees of districts, town and city to continue reviewing, completing and implementing plans to ensure food and food supply, basic necessities to serve the people.

Strengthen inspection and supervision of enterprises, only continue to operate if the requirements are met; complete and implement the plan to restore production activities of enterprises in the province.

Assign the Department of Planning and Investment to coordinate with the Economic Zone Authority, the Department of Industry and Trade, the People's Committees of districts, town and city and related agencies and units to implement.

Promote communication, ensure consistency, timeliness and accuracy; guide and encourage people so that people know, understand, trust, share and voluntarily implement to strengthen social distancing and measures to prevent and control the epidemic. Resolutely fight, oppose and promptly handle false and malicious information. Assign the Department of Information and Communications to coordinate with the Provincial Party Committee's Propaganda and Training Department to advise and implement.

The Chairman of the Provincial People's Committee requested the heads of the departments, departments, branches, the Chairpersons of the People's Committees of the districts, town, city and enterprises in the province to urgently organize the implementation of the contents of the above Directive; take responsibility before the Chairman of the Provincial People's Committee if there are cases not following the regulations in the areas and fields assigned to them; promptly report difficulties and problems./.
