Long An: Eight 'green-zone' localities implement Directive 15, seven others continue to implement Directive 16

On September 6, Long An People's Committee issued Official Letter No. 8812/UBND-VHXH on continuing to apply some measures to prevent and control the Covid-19 epidemic in the province in the new situation.

Epidemic prevention and control measures are applied according to Directive No. 15/CT-TTg dated March 27, 2020 of the PM in Kien Tuong town and districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Duc Hue and Tan Tru from 00:00 on September 7, 2021 until further notice

Epidemic prevention and control measures are applied according to Directive No. 15/CT-TTg dated March 27, 2020 of the PM in Kien Tuong town and districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Duc Hue and Tan Tru from 00:00 on September 7, 2021 until further notice

After 50 days of implementing social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 of the PM across the province, the Covid-19 epidemic situation in the province has been basically controlled. Facing the above situation, the Provincial People's Committee directed the following implementation:

1. Continue to implement social distancing measures according to Directive No. 16/CT-TTg dated March 31, 2020 of the PM in the districts of Duc Hoa, Ben Luc, Can Giuoc, Can Duoc, Chau Thanh, Thu Thua and Tan An City until the end of September 13, 2021.

Measures to prevent and control the epidemic are applied: follow the direction of the Provincial People's Committee in Official Dispatch No. 8603/UBND-VHXH dated August 30, 2021; which notes:

- Maintain the stations and checkpoints for the Covid-19 prevention and control in the areas which have been established according to Plan No. provinces, especially stations and checkpoints arranged at connection points between "red-zone" localities with the remaining localities.

- All agencies, units and enterprises of the province and the central government located in the locality continue to organize online working from home (at least 50 percent of the total number of officials, public servants, public employees, laborers and so on of agencies and units). For the number of cadres, civil servants, public employees and employees who are assigned to work directly at the agency or unit, they are allowed to go and return every day but must have a certificates from the head of the agencies or units.

2. Apply epidemic prevention and control measures according to Directive No. 15/CT-TTg dated March 27, 2020 of the PM in Kien Tuong town and districts of Tan Hung, Vinh Hung, Moc Hoa, Tan Thanh, Thanh Hoa, Duc Hue, Tan Tru from 00:00 on September 7, 2021 until further notice.

Measures to prevent and control the epidemic are applied:

a) Do not gather more than 10 people outside the offices, schools, or hospitals; Strictly keep minimum 2-meter distance when communicating.

b) Continue to suspend meetings and events that are not really necessary to gather more than 20 people in one room.

c) Continue to stop religious ceremonies and gatherings of more than 10 people at religious, belief and worship establishments.

d) Continue to suspend the operation of traditional markets.

e) Restaurant service establishments; Food, beverage and beverage service establishments may operate but only serve take-away, not on-site service and must ensure epidemic prevention and control regulations under the guidance of health authorities.

f) Factories, production facilities; traffic and construction works; establishments providing services and essential goods (food, foodstuffs, pharmaceuticals; gasoline, oil; electricity; water; fuel, etc.); educational institutions, banks, treasuries, service providers directly related to banking activities and supporting businesses (notaries, lawyers, registry, registration of secured transactions, etc.), securities, postal, telecommunications, transportation support services, import and export of goods, medical examination and treatment, funeral and so on are allowed to operate. The heads of the above-mentioned establishments are responsible for ensuring absolute safety and fully implementing anti-epidemic measures in accordance with regulations and instructions of health authorities; in which note to ensure the 5K requirements of the Ministry of Health and keep the minimum 2-meter distance when contacting.

g) Continue to suspend public passenger transport.

h) Continue to suspend the direct receipt of dossiers at the public administration centers of districts and town. In case of need to be resolved, organizations and individuals submit dossiers through online public services and public postal services.

k) Continue to maintain the operation of Covid-19 prevention and control stations and checkpoints at the exit and entry points between localities, especially at the connection points between localities that are implementing Directive 15 with those implementing Directive 16 and among localities implementing Directive 15 with each other.

In addition to the above measures, assign the Chairman of district-level People's Committee to decide to apply additional measures to prevent and control the epidemic in accordance with the epidemic situation in the areas, and report to the Provincial Steering Committee and the Provincial People's Committee.

3. Assign the Provincial Public Security to host and coordinate with the Department of Transport and People's Committees of districts, town and city in reviewing and maintaining necessary stations and checkpoints according to Plan No. 2727/KH-SCH dated  August 19, 2021 of the Provincial Command for Covid-19 Prevention and Control to protect the "green zone" and minimize entry and exit into the "red zone".

4. Heads of provincial departments, agencies and branches, based on their assigned functions, tasks and powers, actively coordinate with People's Committees of districts, town and city in implementing each content, task and epidemic prevention and control measure specified in section 1, section 2 of this Document, ensure seriousness, timeliness and efficiency.

5. The Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station promote information and propaganda so that all people and authorities in the province follow and strictly implement regulations the above decision under the direction of the Provincial People's Committee.

6. It is proposed that the Fatherland Front Committee and provincial mass organizations continue to lead and direct the system to promote the mobilization of union members, members and people to voluntarily and effectively carry out the prevention and control work specified in this document and other relevant documents of local authorities at all levels./.
