Accordingly, the People's Committee of Tay Ninh province emphasized that disbursement of public investment capital is an important political task, closely linked to the progress and quality of projects, especially key national projects, projects of the Provincial Party Congress for the 2021-2025 term and regional linkage projects. The province is determined not to allow negativity, loss and waste to occur during the implementation process.

The Provincial People's Committee requests departments, branches, localities and investors to focus more on removing difficulties and obstacles. Difficulties within their authority must be handled immediately, and cases exceeding their authority must be promptly reported to the Provincial People's Committee for direction. Units must also promptly arrange and assign staff with sufficient capacity and experience to ensure project management and operation.

One of the key requirements is to develop a detailed disbursement plan for each project and strictly adhere to it on a weekly, monthly and quarterly basis. The People's Committee of Tay Ninh province directed to accelerate the progress of site clearance and construction, while strengthening site inspections and urging contractors and consultants to ensure progress.

Notably, Tay Ninh province requires proactively reviewing capital needs and sending them to the Department of Finance to advise the Provincial People's Committee to transfer capital between projects, in order to prioritize capital for projects with good disbursement capacity. The assigned leaders and officers must take personal responsibility for the progress and results of disbursement.

At the same time, the People's Committee of Tay Ninh province emphasized discipline in disbursing public investment capital. Collectives and individuals who deliberately delay will be strictly handled; weak and irresponsible officials will be replaced; negative and corrupt behaviors in capital management will be resolutely handled. The province continues to promote the motto (clear people, clear work, clear responsibility, clear authority, clear time, clear results; quality, progress, efficiency; no negativity, no corruption).

Regarding site clearance, the Provincial People's Committee assigned the Chairmen of the People's Committees of communes and wards to promote their leadership role and take full responsibility for any delays that affect the overall progress. Regarding national target programs, specialized departments must review difficulties, coordinate with relevant units to handle them, and promptly report to competent authorities on matters beyond their authority.

The Provincial People's Committee also assigned two Provincial Working Groups to closely monitor the disbursement progress of each investor, promptly remove difficulties, especially those with low disbursement rates, and report to the Provincial People's Committee to immediately handle issues beyond its authority.

With high determination, Tay Ninh strives to disburse public investment capital in 2025 to reach 100% of the plan, contributing to promoting socio-economic development, creating momentum for sustainable growth of the locality./.
