The project of Tan An City Ring Road has been completed and put into use, and is completing settlement procedures

The Resolution of the 11th Provincial Party Congress, term 2020-2025, determined to invest in 3 key projects: (1) Completion of the Tan An City Ring Road; (2) Provincial Road 830E (section from the expressway intersection to Provincial Road 830); (3) Provincial Road 827E (section from the Ho Chi Minh City border to the Vam Co Dong River).

In the above list, the province has started, deployed and implemented 2 projects, expected to complete one project in 2024 (Tan An City Ring Road) and Provincial Road 830E (section from the expressway intersection to National Highway 1) in 2025.

According to the Director of the Department of Transport - Dang Hoang Tuan, the Tan An City Ring Road Completion Project has a total investment of about 738 billion VND. With determination and efforts, the road and bridge over the Vam Co Tay River have been completed, put into use, and are completing settlement procedures; For the Provincial Road 834B expansion section (from Tan An City Ring Road to Tien Giang province border), about 1.5km long, the contractor is digging the road and compacting the grade I crushed stone, reaching nearly 40% of the contract progress, expected to be completed in October 2024.

For the Provincial Road 830E project (from the expressway intersection to Provincial Road 830), there are 2 parts: The construction investment project approved under Decision No. 8744, dated September 19, 2022 of the Provincial People's Committee, with a total investment of more than 1,213 billion VND; The site clearance project approved under Decision No. 8155, dated August 31, 2022 of the Provincial People's Committee, with a total investment of more than VND 2,494 billion VND.

The Department of Transport implements the construction of the route for the location where the site has been handed over; requires units to concentrate human resources, material resources, equipment, machinery, etc to ensure the project progress according to plan.

In particular, for the section from the Provincial Road 830 intersection to Nguyen Van Nham Street (Ben Luc District), the left side of the route has completed 40%, the right side of the route has completed more than 32%; for the section from Nguyen Van Nham Street to National Highway 1, the left side of the route has completed nearly 22%, the right side of the route has completed 30%.

The bridge on Provincial Road 830E from the intersection of Provincial Road 830 to Nguyen Van Nham Street has reached 75% of the volume, expected to be completed earlier than planned

According to the representative of the construction unit from the Provincial Road 830 intersection to Nguyen Van Nham - Hoang Van Thai Street, they always focus to ensure the project progress. The project will be carried out continuously from Monday to Sunday, depending on the stage, additional workers will be arranged for the evening shift.

Currently, every day, they have more than 10 workers and many equipment and machines to carry out the project. The package by the construction unit includes the road and bridge sections; in which, the bridge section has progressed about 75% and will be completed ahead of schedule.

For the road section, there are still some problems with the site, the unit is taking advantage of the implementation of the sections with available site and closely coordinating with the investor and local authorities in propaganda and mobilizing people to hand over the site to complete the project according to the signed contract.

Removing obstacles regarding site clearance

Provincial Road 830E is under construction

According to Mr. Dang Hoang Tuan, the Provincial Road 830E project (from the expressway intersection to Provincial Road 830) is under construction but the progress is still slow. In particular, the resettlement area for the project (invested by the Center for Land Fund Development and Natural Resources and Environment Services) has not built infrastructure, and does not have enough conditions to arrange resettlement for people; during the implementation process, there were adjustments to the scale and capital source of the section through the expanded Phuc Long Industrial Park, so the site clearance work was slower than planned; some households have not agreed to hand over the site to implement the project. The department focuses on reviewing and urging construction units to ensure progress and closely coordinate with the People's Committee of Ben Luc district to develop a plan to propagate and mobilize people to agree and hand over the site to construct the project according to the set schedule.

According to the Chairman of Ben Luc District People's Committee - Le Thanh Ut, the Provincial Road 830E project section passing through the district has 878 affected cases with an area of ​​over 40 hectares, with a total compensation of over 1,633 billion VND. The district has carried out compensation, site clearance and paid 777 cases with a total amount of over 1,391 billion VND, an area of ​​over 35 hectares. In the remaining 101 cases with a total amount of nearly 242 billion VND, an area of ​​4.83 hectares, people have not agreed with the compensation price, support and resettlement policy.

The district continues to coordinate with departments, branches, and construction units to organize propaganda and mobilize people to receive compensation early, hand over the site to implement the project.

The Chairman of Can Duoc District People's Committee - Dao Huu Tan informed: For the Provincial Road 830E project passing through the district, the locality has 146/155 households with an area of ​​9.89/10.08ha (reaching 98.1%).

However, the Provincial People's Committee agreed on the policy of temporarily not clearing the section passing through Can Duoc district from Rach Chanh bridge to Provincial Road 830 (section passing through Phuc Long Industrial Park expansion), the locality will proactively prepare plans to organize compensation and site clearance when the province has a policy. For the Provincial Road 827E project, the district is coordinating with provincial departments, branches and related units to implement according to the direction of the Provincial People's Committee./.
