Tan An town shapes up advertising

Lately, Tan An Town in the Mekong delta province of Long An, people have seen no leaflets and posters in streets and bus stations; hence, the town’s beautiful view is restored.

Signs to ban hanging and distribution of illegal posters in some major streets partly affect people so distributors no more hand out flyers to drivers in streets

Before, leaflets were distributed in many streets such as the National Highway No.1, No.62, Hung Vuong, Nguyen Cuu Van and these leaflets became litter in scattered streets. Distribution of leaflets and posters not only took place in inner town but also in outlying areas. Distributing and pasting flyers appeared in streets, in residential blocks, on electricity posts, trees destroy the town’s scenery.

However, since the beginning of the year, people no longer have seen the distributors in streets to give away flyers. Resident Nguyen Van Danh in ward 2 said before, whenever he stopped in crossroads to wait for green light, he was given flyers. Many distributors are students. Though he loves students who toiled to make live, he is afraid of their safety as they move between traffic flows.

Plus, Mr. Danh said, some low-aware people dropped the leaflets in streets right after receiving; hence, in a minute, streets are full of litter. Currently, signs to ban hanging and distribution of illegal posters in some major streets partly affect people so distributors no more hand out flyers to drivers in streets. He proposed harsh punishment on those who intentionally leave litter in streets to make the town more beautifully.

  Local authorities are determined to restore public order in an effort to achieve the title of second-class city and one of duties the town government must do is to dress illegal advertising.

Tan An Town People’s Committee said according to the Prime Minister’s decree No.17 issued on May 9, 2017 on enhancing the government’s control on advertising, the town has directed agencies, departments and unions, local administrations to spread information to residents about the decree; subsequently, local administrations will have severe penalties on those who post leaflets and ads in the area. Party Secretary in Tan An Tran Kim Lan said the local authorities are determined to restore public order in an effort to achieve the title of second-class city and one of duties the town government must do is to dress illegal advertising.

In 2017, inter-department inspectors from the town administration and Culture-Information Department directly eliminated 180 expired advertising signs and illegal posters. Authorities in communes also took down over 2,800 illegal posters and issued administrative fines to 13 people collecting VND12 million ($528.4).

Additionally, every week, the town government exercise supervision and remove illegal ads along streets. Relevant agencies, inter-department inspectors enhance supervision and instruct local administrations during implementation and propose effective measures for them so that local governments can guide business units how to advertise as per the law.

Head of the Department of Culture and Information in Tan An Town Huynh Thi Bach Lan said that for past years, the city had adopted measures to correct advertising by distributing flyers, hanging banners, posting posters or loudspeaker. Especially, two administration had sent its document to land developers asking to strictly obey. Besides, administrators increased information of hanging banners and sidewalk order to organizations and residents. Members of the youth communist unions and of companies remove ads in electricity posts.

In next time, the town continues to build up good lifestyle in residential blocks spreading information of the regulation of advertising to each house and organization. Along with this, the town will finish free-of-charge outside banners. Locals are encouraged to detect and remove illegal posters in walls and electricity posts in order to beautify the town’s view or they should inform government to deter people from posting illegal ads.

Hopefully, with synchronous measures adopted in same time, awareness of residents and company managers will be raised to together build a beautiful town./.
