16th Meeting of provincial Party Committee: Making efforts, striving to fulfill key tasks in the last 6 months

In the first 6 months of the year, the implementation of the Resolution of provincial Party Committee achieved many positive results. GRDP economic growth rate reached 9.89 percent (year plan is 9.6 percent); in which, sector I (agriculture, forestry and fishery) increased by 2.17 percent; sector II (industry and construction) increased by 14.65 percent; sector III (trade and services) increased by 7.5 percent.

Breakthrough programs and key projects of the provincial Party Congress X are focused on implementing, step by step bringing positive effects. Culture and society are increasingly advanced; Defense and security are guaranteed.

The total collection of state budget in the first 6 months reached VND 9,430 billion, achieved 68.9 percent of the central estimate and 68.6 percent of the provincial estimate, up 28.7 percent over the same period. Budget expenditure is strictly controlled and economical.

The political system continues to be strengthened, improved quality and operated efficiently, focused on arranging and minimizing the staff to meet the task requirements in the new situation.

However, the implementation of the Resolution of the provincial Party Committee in the first 6 months of the year still faced some difficulties and limitations: Agricultural production achieved good growth but it was not really stable and sustainable; The epidemic of African swine fever occurred complicatedly and affected the livestock situation of the province, the consumption of some agricultural products was difficult and unstable; compensation, site clearance and resettlement were focused on implementing but its progress is still slow; State management of the real estate market, public land, urban order and environmental pollution control was still limited; security, social order and safety arised some pressing cases (especially the illegal transport, sale, purchase, storage and use of drugs which are complicated in scale, nature and level); and so on.

The provincial Party Committee set out some tasks focusing on the last 6 months of the year, mobilize the political system to strictly control the transport and slaughtering process; promptly detect, destroy, control African swine fever, avoid its widespread. Focusing on guiding and orienting the rearing of sutchi catfish breeding to minimize risks, reducing the risk of causing environmental pollution. Speeding up the restructuring of suitable plants and animals and bring high added value in association with promoting the implementation of the Program of high-tech application agricultural development in association with restructuring the agricultural sector.

Leading and directing drastically to create a strong, clear and synchronous change among sectors and localities in the implementation of compensation, site clearance and resettlement in accordance with the Conclusion 720 of the Standing Board of provincial Party Committee. Focusing on the collection and expenditure of the State budget; increasing the budget collection at the highest level to create investment sources for key and urgent projects of the province. Strict leadership in minimizing the organizational structure of agencies and units to ensure the progress, the roadmap of Project 02 of the provincial Party Committee and additional contents, and so on.

At the conference, delegates focused on discussing the limitations in implementing the provincial Party Committee Resolution in the first 6 months of the year, determining the key tasks of the last 6 months of agricultural production, prevention and control of Africa swine fever; results of investment attraction, basic construction investment; the results of budget revenues and expenditures and solutions to achieve and exceed the targets; compensation, site clearance and resettlement in some key localities in the province; management, inspection and treatment of waste; security and order; etc.

Focusing on high-tech application agricultural production in association with restructuring agricultural sector

Secretary of provincial Party Committee, Chairman of Provincial People's Council - Pham Van Ranh proposed each member of the provincial Party Committee, heads of agencies, units and localities to promote the sense of responsibility and commitment to perform assigned functions and tasks, especially to solve difficulties and obstacles, to review targets and targets is still low compared to the Resolution of the year to supplement solutions for better implementation; making efforts and striving to fulfill the key tasks in the last 6 months of the year, contributing to the successful implementation of the Resolution of the provincial Party Committee 2019 and the Resolution of the Party Congress X.

Particularly, well implementing the Program of high-tech application agricultural development in association with restructuring the agricultural sector, strictly controlling African swine fever, not spreading widely. Focusing drasticly on compensation, site clearance and resettlement. Continuing to accelerate the implementation process, disbursing the capital of basic construction investment. Paying attention to the waste treatment in daily use, agriculture and industry. Focusing on directing the collection and expenditure of the state budget. Improving the effectiveness of prevention, fighting and suppression of criminals. Deploying and strictly implementing the Political Bureau's Directive No. 35 on the Party Congress at all levels to the Party's XIII National Congress and the Plan No. 116 of the Standing Board of provincial Party Committee on organizing the Party Congress at all levels in the province in term 2020 - 2025, and so on./.
