The Standing Deputy Secretary of the Provincial Party Committee - Nguyen Van Duoc requested that the Party Committee at all levels focused on deploying and thoroughly mastering the contents of Directive No. 35-CT/TW and Plan No. 116-KH/TU

On May 30, 2019, General Secretary and State President Nguyen Phu Trong signed to promulgate the Politburo's Directive No. 35-CT/TW on the Party Congress at all levels and proceeded to the XIIIth National Congress of Representatives of the Party. The Directive clearly states that the XIII National Congress of the Party is scheduled to be held in early 2021, this is a significant political event of the country. The Congress summarized 5 years of implementing the Resolution of the 12th National Congress of the Party, 5 years of implementing the Socio-Economic Development Plan 2015-2020 and 10 years of implementing the Strategy for socio-economic development in term 2011-2020, then determine the direction and tasks of national construction and defense in the coming years and elect the Executive Board of Central Party Committee in term 2021-2026.

Implementing Directive No. 35-CT/TW of the Politburo, the Executive Board of Central Party Committee sets up the plan No. 116-KH/TU on organizing the Party Congress at all levels in the province in term 2020-2025. Particularly, it requires the preparation and organization of congresses must implement the motto of inheritance, stability, innovation, creation and development; promote democracy together with maintaining the principles, tightening regulations and discipline; pay attention to quality and efficiency, uphold the responsibilities of Party committees and organizations, especially the top leader of the units; ensure safety, practice, unobtrusive form, resolutely avoid waste and negative.

The personnel of the tenure 2020-2025 must ensure the principle that the Party unanimously leads the cadre work and manages the cadres but directly is the Party Committee and the Executive Party Committee. The executive Party Committee of the term 2020-2025 must pay special attention to quality, quantity and reasonable structure which are typical for intellectuals, qualities, prestige, high leadership and working ability, meeting the leadership requirements in the new situation, contributing to the successful implementation of the Resolution of the Party Congress at all levels.

Regarding the time for the Party Congress to be held at all levels: Party Congresses or grassroots Party Congresses will not exceed 2 days, it starts from April 2020 and completes before June 30, 2020. The Congress of district and equivalent party committees will not exceed 3 days and will complete before August 31, 2020. The provincial Party Congress will not exceed 4 days and will complete before October 31, 2020.

For the implementation of the Provincial Party Committee's Project No. 02-DA/TU and Directive No. 05-CT/TW, according to Conclusion No. 782-KL/TU, dated June 19, 2019 of the Executive Board of the Provincial Party Committee. Generally, the local Party committees, leaders of department and branches have the focus on leadership, performance and thorough implementation seriously. After the arrangement, the organizational structure of the political system from the province to the grassroots has been minimized, reduced the intermediary organization, reduced the number of leaders and managers, restructured staff, civil servants and employees according to job positions, associated with reducing the size of the workforce.

The work of propaganda about learning and following Ho Chi Minh's ideas, morals and styles is paid attention to regularly implement in various forms (via radio and electronic portal,  panels, posters, meetings in team, groups, associations, etc.). Some places continue to maintain good models and creative ways in studying and following Uncle Ho's example, contributing effectively to the local socio-economic development.

For the implementation of the Provincial Party Committee's Project No. 02-DA/TU and Directive No. 05-CT/TW, he suggested that localities and units must strictly follow the roadmap as planned, focus on overcoming shortcomings and limitations in the spirit of Conclusion No. 782-KL/TU, dated 19/6/2019 of the Executive Board of the Provincial Party Committee./.
