In the first 6 months of 2024, despite facing many difficulties and challenges, the province's socio-economic situation has had many positive changes in most fields. Provincial departments, branches and localities will continue to coordinate closely, striving to achieve the highest results in socio-economic development in the second half of the year.

In 2024, Long An province sets out 21 main socio-economic indicators. According to the assessment of the Provincial People's Committee, in the first 6 months, some indicators achieved very positive results such as the lower rate of stunting malnutrition in children under 5 years old; high quality rice yield rate; high percentage of schools meeting national standards; number of doctors/ten thousand people, etc.

Besides, there are some low achieving indicators such as the number of communes meeting advanced new rural areas standards, the number of districts meeting new rural areas standards, etc.

The province's agriculture sector continues to promote the implementation of the program to build new rural areas and develop high-tech agriculture

Regarding the criterias in the sector he is responsible for, Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen said that currently, localities are focusing on perfecting each criteria in in building new rural areas, advance new rural areas; completing the appraisal dossier to meet new rural areas standards in 2024. The income criteria must be conducted in August every year, with results expected to be available in September; the law and political criteria will have results in December 31, 2024; etc.

In the coming time, the sector will continue to focus on implementing and building new rural areas, ensuring the true nature of each criteria; consolidating and improving the quality of achieved criterias.

According to the direction of the Provincial People's Committee, the department reviews and updates the indicators of districts and communes that meet new rural standards in the direction of replacing localities that are unlikely to meet new rural standards with localities that approach and nearly meet.

The department strengthens the operations of cooperatives, promotes the development of cooperatives with practical and effective operations and dissolves weak cooperatives, etc.

The province's gross regional domestic product (GRDP) grow rate in the first 6 months of 2024 reached 5.26%, the highest since 2022. This shows that the province's economy continues to recover and develop stably after the Covid-19 epidemic.

However, according to Director of the Department of Planning and Investment - Truong Van Liep, this growth rate is still lower than required. Production and business activities of a part of the enterprise are still facing difficulties. Some investors have low disbursement rates, affecting the overall disbursement rate of the whole province. State budget revenue is still low in some localities.

Focus on disbursement of public investment capital

Mr. Truong Van Liep informed that in the coming time, the Department of Planning and Investment, branches and localities will continue to focus on seriously and effectively implementing the resolutions of the Provincial Party Committee and Provincial People's Council, plans of the Provincial People's Committee to promote socio-economic development; proactively review the implementation situation and achieved results; evaluate the ability and level of completion for each target, thereby setting out specific tasks and solutions associated with the sector, determining to achieve the highest level of set targets and tasks.

At the same time, the sector will deploy and implement well the Provincial Planning, speed up the progress of general planning of Duc Hoa, Ben Luc, Can Giuoc urban areas; detailed planning of industrial parks; district planning; speed up investment and construction progress of key projects and works; actively support investors to quickly deploy large off-budget projects, especially compensation, site clearance and resettlement support; put more industrial zones and clusters into operation to create land funds and prepare the necessary conditions to be ready to receive investment projects; etc.

Some outstanding results in socio-economic development in the first 6 months of 2024

GRDP reached 5.26%; Of which, primary sector (agriculture, forestry, and fisheries) increased by 2.93%; secondary sector (industry, construction) increased by 5.54% and tertiary sector (trade, services) increased by 6.46%, product tax minus product subsidies increased by 4.05%. The industrial production index increases month by month, the first 6 months of 2024 increased by 5.67%. Total export and import turnover reached more than 6.15 billion USD; etc. The Provincial Competitiveness Index (PCI) in 2023 increased significantly, ranking 2nd out of 63 provinces and cities; The public investment disbursement rate ranks 10th/63 provinces and cities nationwide. Budget collection was directed drastically, achieving quite good results (increased by more than 47% over the same period).

Deploy solutions synchronously

To achieve the set goal, the Provincial People's Committee requires provincial departments, branches, and People's Committees of districts, towns and cities to continue implementing the Government's motto in 2024 which is "Disciplined responsibility, timely initiative, speeding up, creativity, efficiency, sustainability", with the highest determination, with the new thinking spirit of "self-reliance; Taking people and businesses as the center to serve, considering businesses as the driving force and resources for the development process" and strives to achieve and exceed set targets and tasks.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut assigned specific tasks to each department, branch and locality. Accordingly, for GRDP growth, the Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to preside and coordinate with the Provincial Statistics Department, provincial departments, branches, and localities to complete the target in 2024 (8-8.5%); proactively carry out set tasks, solve problems that arise during task performance.

In the last 6 months of 2024, localities will focus on budget collection

Regarding state budget revenue, the Chairman of the Provincial People's Committee emphasized that for localities whose budget revenue has not reached 50%, it is necessary to seriously review, learn from experience, assign and determine the specific responsibilities of each person, department, specialized committee, etc. "Secretaries and chairmen of districts, towns and cities must pay attention and not assign the Steering Committee to urge collection and remittance to the provincial state budget, support and synchronize in the collection process for the common task." - Mr. Nguyen Van Ut requested.

In addition, relevant departments and branches should advise and organize dialogues with businesses to remove difficulties and obstacles. Bidding works must be strict. The province will seriously review and handle responsibilities for individuals and groups that commit violations.

The Chairman of the Provincial People's Committee also pointed out that it is necessary to effectively implement the direction of the Provincial People's Committee on promoting and strengthening the imanagement, price administration, and inflation control; carry out state management of goods according to authority, strengthen inspection and supervision of price declaration and price listing measures; strictly handle cases of speculation and unreasonable price increases; etc.

Promote administrative reform

Mr. Nguyen Van Ut also suggested that units and localities need to immediately rectify problems and backlogs in resolving administrative procedures; disbursement of public investment capital, focusing on economic development associated with ensuring social security. Key tasks and solutions need to be implemented seriously and effectively to achieve and exceed the goals and targets set out in the 2024 Socio-Economic Development Plan, creating a premise for the successful implementation of the Resolution of the 11th Provincial Party Congress./.
