Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - Pham Van Ranh presents the development orientation of the province in the coming time
According to the draft, Long An achieved and exceeded 18 out of 20 targets of the resolution for the term 2015 - 2020; 2 targets were not achieved: GRDP per capita and the ratio of social investment/GRDP. The average economic growth rate in the period 2016-2020 is estimated at about 9.62 percent.
The economic structure continues to shift clearly and in the right direction. The economic restructuring project has achieved many positive results in three main areas of restructuring: agriculture, industrial parks and complexes and public investment. The socio-economic infrastructure system is getting better and better, basically meeting the development requirements of the province.
Notably, the annual growth rate of budget revenue is 12.8 percent. In the 2016-2020 period, the total budget revenue will increase by 2.03 times compared to period 2011-2015. Budget spending is more economical in the direction of gradually reducing recurrent spending and increasing spending on development investment. Bad debt was centralized to process, so they basically remained low.
In the field of culture and society, there are also many advances, social security is always guaranteed. People’s educational level in remote areas and border areas has been raised. The percentage of people participating in health insurance is increasing. Activities of the health system from province to grassroots level were strengthened, strengthened and enhanced capacity and efficiency.
The work of building and adjusting the Party in association with the implementation of the Party's regulations on the responsibility to set an example is carried out promptly, closely and seriously. Studying and following Uncle Ho has become more and more in depth, it has become a routine in the party and in the daily activities of cadres, party members and people.
The consolidation, reorganization and streamlining of the apparatus of the provincial political system are focused on close leadership with high political determination, contributing to streamlining, reducing agencies, reducing leading and managerial officials; streamlining payroll and restructuring the cadres, civil servants and public employees according to job positions.
Despite many positive results, according to the Provincial Party Committee's assessment, the quality of planning and implementation in some areas is unsatisfactory, lacks long-term vision, and does not guarantee synchronization. Land management, construction, urban order, real estate market management, environmental protection and control are inadequate.
Agricultural development of the province is not sustainable. The program of developing hi-tech applications in association with agricultural restructuring has initially been difficult. Supporting industry is underdeveloped, there are not many industrial products with high added value.
Although the total annual budget revenue has reached the set plan, the balanced revenue sources have not met the requirements. Basic construction investment is still limited; commercial infrastructure, development services are not synchronized; mobilizing social investment capital has not kept up with development requirements; etc.
Chairman of the Provincial People's Committee - Tran Van Can summarizes some outstanding results of the term 2015-2020
Former State President of the State - Truong Tan Sang said that Long An had a quite comprehensive development in all fields but the speed of industrialization was still slow compared to other provinces and cities in the region. He suggested that the provincial leaders should pay attention and prioritize transport development, urban planning, creating momentum to promote economic development.
In addition, the province needs to focus on well implementing the administrative reform, creating an open environment to attract strategic investors, promoting the development of high-tech industry; continues to proposing to the Central Government to expand and upgrade the transport system connecting the Dong Thap Muoi region of the province, facilitating the development of agriculture, light industry and supporting industries.
According to him, Long An is having a lot of opportunities and being eligible for strong industrial development. Therefore, provincial leaders must take the initiative and timely seize the opportunity to make a breakthrough in the coming time. The goal is to bring Long An to soon catch up with other provinces and cities that are fairly developed in the Southern key economic region.
Along with economic development, he suggested that the Standing Committee of the Provincial Party Committee should pay attention to the well-organized personnel work; strengthening the Party building work on politics, ideology, organization and morality; improve the political spirit, qualification, capacity and will to fight of the entire Party Committee and each cadre and party member, especially leading and managerial officials at all levels, etc.
