In 2023, Long An province scored 23.07 points (increased 8.03 points), ranked 12th in the national PGI rankings, increased 16 places compared to 2022 (ranked 28th), ranked 3rd in the Mekong Delta region. The scores of the 4 component indices of the PGI all increased, of which minimizing environmental pollution and negative impacts of climate change reached 7.15 points (the highest in this index was 7.71; the lowest was 4.12), increased 2.92 points compared to 2022 (4.23 points), ranked 22/30 provinces and cities with the highest scores in component index 1; ensuring compliance with minimum environmental standards reached 6.02 points (the highest in this index was 7.89; the lowest was 3.85), an increase of 0.89 points compared to 2022 (5.13 points), ranking 29/30 provinces and cities with the highest scores in component index 2; the leadership role of provincial authorities in environmental protection reached 4.06 points (the highest in this index was 7.07; the lowest was 3.28), an increase of 0.25 points compared to 2022 (3.81 points), ranking 26/30 provinces and cities with the highest scores in component index 3; Incentive policies and support services for enterprises in environmental protection reached 5.84 points (the highest in this index is 6.02; the lowest is 4.04), an increase of 3.93 points compared to 2022 (1.91 points).

After achieving the above results, in early 2023, the Provincial People's Committee issued a plan to deploy and implement tasks and solutions to improve and enhance PGI. According to the Director of the Department of Natural Resources and Environment - Vo Minh Thanh, provincial and local management agencies have paid attention, promptly integrated and included it in the annual task list of the sector and locality to serve as a basis for deploying and implementing the province's plan on PGI. Close coordination is implemented between departments, branches, sectors and localities in receiving investment, deploying and implementing assigned tasks. Propaganda work is carried out synchronously, deeply and widely, targeting all subjects to raise public awareness, gradually forming green consumption habits, saving energy, using resources effectively and protecting the environment, responding to climate change. The province has received attention and support from international organizations and foreign partners in investing in developing technical infrastructure, implementing and carrying out environmental protection tasks, etc.
For component index 4, Long An is one of the three highest ranked provinces in the country (Ha Nam 6.02 points; Hung Yen 5.88 points) thanks to the implementation of tax incentives, consulting services and technical services to encourage the participation of green enterprises, encourage green enterprises to expand their scale and encourage enterprises to pay attention to green transformation.
Continuing to improve and enhance PGI
Currently, Long An is one of the top localities in the country in attracting investment, especially foreign investment. Up to now, the province is the "common home" of more than 18,000 registered enterprises. The province always focuses on attracting investment, orienting to attract green, clean, environmentally friendly projects and planning to form many green and sustainable industrial parks.
According to the representative of Tran Anh - Tan Phu Industrial Park (Duc Hoa district) - Nguyen Tieu Long, currently, the area is planning and attracting units with advanced technology, low impact on the environment, aiming for green and sustainable growth. The unit is always proactive in environmental protection, completing the infrastructure system, receiving and treating all wastewater from secondary enterprises. The area has a plan and arrangement of green areas to create a green appearance as well as an environmental landscape. The total area is 262ha, phase 1 has an area of 105ha.

Representative of Long Hau Joint Stock Company (Can Giuoc district) - Bui Le Anh Hieu said that the company always goes hand in hand with environmental protection work, improving PGI. The company prioritizes attracting units with advanced technology, low impact on the environment, in line with the company's goals and strategies towards a green industrial park, sustainable development. Long Hau has completed a standard wastewater treatment area, arranged green areas, signed all contracts for waste collection and treatment, and reported environmental protection regimes in accordance with regulations. The output wastewater treatment system meets standards and is then used for cleaning and watering plants.
According to Mr. Vo Minh Thanh, recently, enterprises in the province have initially realized the meaning and importance of applying modern solutions and technologies in the treatment of industrial solid waste and wastewater in production and business activities, limiting emissions into the environment. However, currently, PGI still has certain limitations. In the province, there are 3 industrial clusters (2 industrial clusters of Duc Hoa Ha, Duc Hoa Dong and Hoang Gia Industrial Cluster) that have come into operation but have not invested in a centralized wastewater treatment system; they still received investment in projects with average production technology, emitting a lot of greenhouse gases; the province has not invested in and completed the infrastructure for collecting and treating urban wastewater before discharging it into the environment; attracting investors to invest in domestic solid waste treatment plants in the province is still slow, not ensuring the ability to self-treat solid waste generated in the province, still having to rely on Ho Chi Minh City; etc.
To contribute to implementing solutions to improve and enhance PGI in the right focus and achieve high efficiency, the Department of Natural Resources and Environment proposes a number of solutions such as closely monitoring, deploying, and implementing projects receiving non-refundable aid from abroad, maintaining and replicating models and results achieved in the province; strengthening and diversifying information and propaganda activities on policies to support industrial production enterprises applying modern technology, using clean energy, and having effective measures to handle environmental pollution; enhancing dissemination and connecting enterprises with financial institutions to help enterprises access capital to develop green and sustainable growth projects; implementing classification of domestic solid waste at source throughout the province to reduce the amount of waste generated that must be treated; speeding up the completion of technical infrastructure works, ensuring synchronization and keep up with the economic and industrial development of the province, especially the 3 industrial clusters that do not have a wastewater collection and treatment system; enhancing the capacity to collect and treat domestic solid waste generated in the province, contributing to environmental protection through calling for investment and mobilizing support resources to effectively implement tasks; conducting investigations and inventories of greenhouse gases, surveying the current status of production technology of enterprises, having a suitable roadmap to convert or replace outdated technology that emits a lot of greenhouse gases with environmentally friendly technology./.
