Pursuant to Resolution No. 68/NQ-CP and Decision No. 23/2021/QD-TTg on implementing some policies to support employees and employers facing difficulties due to the Covid-19 pandemic, Long An issued Plan 2199/KH-UBND on implementing some policies to support employees and employers facing difficulties due to the Covid-19 pandemic.
Principles of implementation according to the plan 2199/KH-UBND of the province: ensure timely support, right people, publicity, transparency, do not take advantage of policies; develop criteria and favorable conditions for employees and employers to easily access policies; ensure the feasibility and effectiveness of policies and resources for implementation. Each person is entitled to only once in a support policy; promote the initiative of all levels, branches and localities based on specific conditions to flexibly deploy, ensure objectives and principles and promptly introduce supporting policies.
Particularly for supporting employees without labor contracts (referred to as freelance workers) according to Resolution No. 68/NQ-CP dated July 1, 2021 of the Government, Long An also issued Decision No. 6652/QD-UBND on supporting employees who do not have labor contracts. Support conditions according to Decision 6652/QD-UBND of the province when self-employed workers are supported when they meet the following conditions: loose job during implementing social distancing under the direction of the Provincial People's Committee and the People's Committee of the province district, town, city; are residing legally in the province according to the provisions of the Law on Residence. The support level is 50,000 VND per person per day multiplied by the number of days of job loss. The support deployment period is from May 1, 2021 to the end of December 31, 2021.
Freelance workers doing one of the following types of work are supported: street vendors, retail traders without fixed locations; collecting garbage, scrap, loading and unloading goods; motorbike-drivers and cyclos; self-employed or work at business households in the fields of catering, accommodation, tourism, health care; retailing mobile lottery ticket and some other specific jobs in fields and industries must be temporarily suspended under the direction of the Provincial People's Committee and People's Committees of districts, town and city.
The procedure for considering support for freelancers who are the People's Committees of communes, wards and townships in coordination with the Vietnam Fatherland Front Committees of communes, wards and towns to summarize, review and make a list of eligible freelancers supported, then submit to the People's Committee of the district, town or city for considering and signing the decision on support.

At the conference, the delegates raised some difficulties in identifying freelance workers: identifying porters with rural workers; number of lottery ticket sellers often do not live in a fixed place, often change, so it is difficult to determine where they live; the people are F1 cases who are in medical isolation at home, etc. All opinions of the delegates were answered by the leaders of the Department of Labor - Invalids and Social Affairs.

Director of the Department of Labor, War Invalids and Social Affairs - Nguyen Hong Mai emphasized: In order to effectively implement Resolution 68 and Decision 6652/QD-UBND, leaders of the People's Committees of districts, town and city are requested to promote widely propaganda so that the people can understand; At district, town and city levels, they must direct the People's Committees of communes, wards and townships to review the correct people to avoid to duplicate them, especially based on the actual situation of the locality to determine the people and determine the support period, etc.
Freelancers workers must deploy quickly, localities must actively advance local funds to provide immediate and timely support for freelancers. The province's goal is to strive for the end of July 2021 to basically implement the objects according to Resolution 68. If there is any person, the localities will support him/her, it is not necessary to review all the people to support. The form of payment must absolutely ensure the prevention and control of epidemics.
Particularly, the Provincial People's Committee will have a delegation to inspect and supervise the implementation of Resolution 68. The Divisions of Labor - Invalids and Social Affairs must report daily on the implementation of Resolution 68. The districts, town and city that well implements Resolution 68 will be awarded with the industry's emulation and commendation points at the end of the year.
Through the review, currently, Long An has about 45,500 people who are supported in the spirit of Resolution 68 of the Government, with a total budget of nearly 70 billion VND, of which about 20,000 are freelancers supported from July 12./.
