Facing complicated and unpredictable developments of the COVID-19 epidemic in localities across the country; In order to continue to implement drastic and effective measures to prevent and control the COVID-19 epidemic, promptly prevent the disease from spreading in the province, the Provincial People's Committee requested the heads of departments, committees, agencies, units, chairpersons of People's Committees of districts, town and city and proposed central agencies, units, associations, mass organizations, agencies, units and organizations located in the province to urgently implement the following measures:
1. From 00 o'clock on June 5, 2021, implement epidemic prevention and control measures for people who have come to and returned from provinces and cities that are implementing social distancing in accordance with PM’s Directive No. 15/CT - TTg dated March 27, 2020, as follows:
1.1. For people who have been to and returned from epidemic places as announced by the Ministry of Health and provinces and cities; people without residential registration in Long An: carry out concentrated medical isolation for enough 21 days from the date of leaving the locality or from the date of last contact with the patient; collect samples for COVID-19 test 4 times: 1st time at the beginning of isolation, 2nd time on 7th day, 3rd time on 14th day, 4th time on 20th day from the last contact with the disease employee or date of departure.

1.2. For people who have come to or returned from other areas (not related to the epidemic places as announced by the authorities): carry out home isolation for enough 14 days from the date of leaving the locality; take testing sample 3 times on the 1st, 7th and 14th day.

Chairpersons of People's Committees of districts, town and city are responsible for organizing medical isolation at home according to the above instructions, ensuring the assignment of management and supervision forces strictly and in accordance with regulations. In case the quarantined person leaves the house and spreads the disease, the Chairpersons of the People's Committee of the district, town or city is responsible to the Chairman of the Provincial People's Committee.
1.3. For experts and workers:
Assign the Economic Zone Authority, Department of Industry and Trade, Department of Planning and Investment to closely coordinate with People's Committees of districts, town and city, Department of Health, Department of Transport, Public Security, Labor Confederation of the province to closely manage and supervise according to Decision No. 2194/QD-BCDQG dated May 27, 2020 of the National Steering Committee for COVID-19 Prevention and Control on "Guidelines for prevention, control and assessment of risks COVID-19 infection at workplaces and dormitories for workers”; In which, it is important to check and closely monitor the distance, daily medical declaration, travelling schedule, etc.
For the management and control of employees working in export processing zones, industrial parks and industrial clusters in Ho Chi Minh City: Request the Provincial Labor Confederation to coordinate with the Economic Zone Authority, Department of Transport to urgently contact and coordinate with the Labor Confederation, the Management Board of Industrial Parks, Export Processing Zones and Department of Transport of Ho Chi Minh City to agree on the management and supervision plan for the project with the travelling schedule of workers from home (in Long An) to the working company (in Ho Chi Minh City) and vice versa, ensure tightly, synchronously and safely.
1.4. For cadres, civil servants and public employees working in state agencies:
Request heads of agencies and units to thoroughly master the cadres, civil servants and public employees at this time to minimize business trips outside the province, especially provinces and cities that are implementing social distancing according to PM’s Directive No. 15/CT-TTg dated March 27, 2020 and Directive No. 16/CT-TTg dated March 27, 2020. In case it is really necessary, he/she must have an introduction letter from the head of the agency or unit and fully implement the epidemic prevention and control measures as prescribed, especially the 5-K requirements (when returning from business trips, he/she comply with regulations on medical declaration and perform rapid test as prescribed).
1.5. For people in charge of transporting food, construction materials, products, goods and so on: it is required to fully comply with 5-K requirements, medical declaration, travelling schedule and must have a certificate of completion if the test for SARS-CoV-2 is still valid, then he/she can enter Long An.
2. Continue to suspend activities and services according to Official Letter No. 4983/UBND-VHXH dated June 1, 2021 of the Provincial People's Committee. Particularly, restaurant service, food, drink and beverage service in the province are allowed to reopen, but only for take-away, not at-site service.
For notary office activities: comply with Official Letter No. 5107/UBND-VHXH dated June 3, 2021 of the Provincial People's Committee.
3. Heads of all levels and sectors are responsible for occurring, affecting the prevention and control of COVID-19 epidemic in the local area according to current regulations for reasons of subjectivity, negligence or lack of responsibility.
4. The Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station, People's Committees of districts, town and city deploy information quickly, continuously directing the above for people to know and implement.
5. It is proposed that the Fatherland Front Committee and provincial mass organizations continue to lead and direct the system to promote the mobilization of union members, members and people to be vigilant, proactive and self-conscious in implementing epidemic prevention and control effectively; actively coordinate with relevant agencies and authorities at the same level to effectively implement epidemic prevention and control in the locality.
6. The members of the Steering Committee for the prevention and control of dangerous epidemics on human of the province and district according to their assigned tasks and geographical areas will continue to coordinate with the Party committees and localities in proactively implementing drastic measures to prevent and control the above epidemics, ensure timely and effectively.
Based on the above directive, request heads of provincial departments, branches, chairpersons of People's Committees of districts, town and city and relevant agencies, units, organizations and individuals to seriously implement./.
