Long An: Measures to prevent and control Covid-19 epidemic continues to be strengthened in the province

The public administrative center receives, processes and returns the results of handling administrative procedures in the spirit of serving the requirements of individuals and organizations; ensure fairness, publicity, transparency and compliance with Covid-19 epidemic prevention and control measures as prescribed

Facing the complicated and unpredictable developments of the Covid-19 epidemic at the present time; In order to continue to implement drastic and effective measures to prevent and control the Covid-19 epidemic, to promptly prevent the disease from spreading in the province, the Provincial People's Committee requested the heads of departments, committees, branches, units, chairpersons of People's Committees of districts, town and city and proposed central agencies, units, associations, mass organizations, agencies, units and organizations located in the province to urgently implement the following measures: 

Continue to implement measures to prevent and control the Covid-19 epidemic under the direction of the Provincial People's Committee in Official Letter No. 4983/UBND-VHXH dated June 1, 2021, Official Letter No. 5183/UBND-VHXH dated June 4, 2021 and Notice No. 1741/TB-UBND dated June 6, 2021; Only establishments trading in the following essential goods and services are allowed to operate:

Factories, production facilities; traffic and construction works; establishments providing services and essential goods (such as: food, foodstuffs, pharmaceuticals; petrol, gasoline; electricity; water; fuel, etc.); banks, treasury, service providers directly related to banking activities and business support (such as notaries, lawyers, registry, registration of secured transactions, etc.), post offices, telecommunications, supporting services for transportation, import and export of goods, medical examination and treatment, etc. The heads of the above-mentioned establishments are responsible for ensuring absolute safety and fully implementing the epidemic prevention and control measures according to regulations.
Convenience stores are allowed to operate but must comply with regulations on prevention and control of the Covid-19 epidemic, do not serve more than 10 people at a time and ensure the distance when waiting for payment.

Food and beverage service can operate but absolutely do not serve on-site, only serve the form of take-away and online ordering. The delivery person must ensure full epidemic prevention and control measures, especially wearing face masks and keeping a 2-meter distance while waiting for the goods to be picked up.

Food processing facilities including shops, ready-to-eat food stalls, ready-to-eat foods, ready-to-eat meal establishments, canteens and collective kitchens are allowed to operate but they must comply with the specifically instructions by the Food Safety and Hygiene Sub-Department of Long An province.

For urgent activities of the health sector such as blood donation organization, it is necessary to continue and apply disease prevention and control measures according to regulations of the health sector during the implementation process. 

Heads of agencies, units and localities are responsible for strictly and fully implementing the above-mentioned epidemic prevention and control measures. In case the actual arising is different from the above cases, the Heads of the District Steering Committee are assigned to consider and decide in the spirit of initiative, flexibility, efficiency, in accordance with the actual situation, to ensure prevention and control, prevent epidemics from spreading in the province, but not to "block transport and ban trade", not cause congestion or negatively affect production, business and daily life activities of people.

About working methods of state agencies and units:

State agencies and units are encouraged to organize and arrange for cadres, civil servants, public employees and employees to use information technology to work from home for their assigned tasks. Heads of agencies and units, depending on the conditions and nature of their operations, arrange appropriate cadres, civil servants, public employees and employees to ensure to complete their assigned tasks ; they pay attention not to let work be stagnant, especially jobs with deadlines and statutes prescribed by law and public services serving people and businesses.

For activities and jobs related to investment promotion, socio-economic development, national defense and security: the heads of departments, branches and localities are assigned to actively coordinate with investors businesses and partners discuss and agree on a specific work plan and have a plan to ensure safety associated with the implementation of regulations on epidemic prevention and control, especially the 5K requirement.

Encourage companies, enterprises and corporations, including foreign-invested companies, to minimize face-to-face activities, switch to online working form, and only go to the head office to deal with really necessary issues.

The Provincial People's Committee asked people in the province to calm down, feel secure, trust and support measures to prevent and control the epidemic, cooperate with authorities at all levels in the province; seriously comply with the requirements and measures to prevent and control the Covid-19 epidemic according to the 5-K guidance of the Ministry of Health, especially wearing face masks in public places and workplaces, and limit going out if not really necessary; requires the implementation of a minimum 2-meter distance between people in public places; when there are symptoms, epidemiological factors related to the Covid-19 epidemic, they must go to medical examination and treatment establishments to be examined and screened according to regulations; make an honest medical declaration and absolutely must not hide your medical condition.

At the same time, the Provincial People's Committee requires provincial departments, branches, People's Committees of districts, towns and cities to absolutely not be subjective or lose vigilance; continue to thoroughly and consistently implement the principles of anti-epidemic: Prevention - Detection - Isolation - Zoning - Suppressing the epidemic (especially focusing on the detection stage)"; promote the spirit of "every citizen is a soldier participating in the fight against the epidemic", must self-consciously protect themselves and their families against the risk of disease; strengthen inspection, control and strictly handle violations.

 For the work of receiving, processing and returning results of administrative procedures

The Provincial People's Committee requests the Provincial Public Administration Service Centers, the Public Administration Centers of districts, town, city and related agencies and units to receive, process and return the results of handling dossiers and administrative procedures in the spirit of serving the requirements of individuals and organizations; ensure fairness, publicity, transparency and compliance with measures to prevent and control the Covid-19 epidemic according to regulations, specifically as follows:

In case administrative procedures have been completed by agencies or units providing online public services at level 3, level 4: agencies or units coordinate with public postal units to receive and return results through the public postal service: receive, process and return the results of administrative procedures and dossiers online, via the public postal service (except for special and urgent cases mentioned at Point b this item).

In special and urgent cases that individuals and organizations request to submit directly: receive directly and encourage the return of results of administrative procedures through the public postal service.

Assign the Office of the Provincial People's Committee to guide the list of special and urgent administrative procedures to be received directly, serving as a basis for the Provincial Public Administration Service Center, the Public Administration Center of districts, town and city and relevant agencies and units to apply and implement in accordance with the specific characteristics, situation and conditions of each agency, unit or locality.

As for the return of settlement results for administrative procedure and dossiers received before the time of suspension of direct application, the Provincial Public Administration Service Center, Public Administration Centers of districts, town, cities and related agencies and units will do as follows:

Proactively communicate the return of results via the public postal service to individuals and organizations for coordination in implementation (except for cases where it is required by law that individuals and organizations must directly receive results).

In case individuals or organizations come directly to the head office to receive results, they will still return results, but must fully implement epidemic prevention and control measures as prescribed.

Provincial Public Administration Service Centers, Public Administration Centers of districts, town, city and related agencies and units must have a plan to ensure the safety of cadres, civil servants, public employees and people come to submit the application directly (in the special and urgent cases mentioned at Point b of this item); in which, it is important to fully equip the officers, civil servants and public employees when working (such as medical masks; anti-splashing shields; medical gloves; antiseptic solutions, etc.); and conduct daily disinfection in crowded areas.

The Provincial People's Committee assigned the Provincial Police, the Department of Health, the Department of Information and Communications, the People's Committees of districts, town and city to strictly handle, including handling according to the criminal law for cases of untruthful reporting, failing to make medical declarations, making dishonest medical declarations, evading, opposing, failing to comply with medical isolation measures in accordance with law.

The Department of Information and Communications, Long An Newspaper, Long An Radio and Television Station, People's Committees of districts, town and city deploy information quickly and continuously on the above policy of the Provincial People's Committee for people to know and implement. 

Request the provincial Fatherland Front Committee and mass organizations to continue leading and directing in the system to promote the mobilization of union members, members and people to calm, rest assured, trust and support the measures for epidemic prevention and control, cooperation with authorities at all levels in the province; seriously comply with the requirements and measures to prevent and control the Covid-19 epidemic according to the 5-K guidance of the Ministry of Health and the recommendations mentioned in item 2 of this document.

The members of the Steering Committee for the prevention and control of dangerous epidemics on human of the province and districts according to their assigned tasks and localities continue to coordinate with the Party committees and localities in proactively implementing drastic measures to prevent and control epidemics, fight against the above epidemics, ensure timely and effective./.
