Long An signs memorandum of labor cooperation with Ibaraki Prefecture

On November 26, in Hanoi, the delegation of Long An province led by the Vice Chairman of the Provincial People's Committee - Pham Tan Hoa and the leaders of the Department of Labor - Invalids and Social Affairs had a meeting with the delegation of Ibaraki Prefecture, Japan headed by the governor of Ibaraki - Oigawa Kazuhiko.

At the meeting, the Director of the Department of Labor - Invalids and Social Affairs of Long An Province - Nguyen Hong Mai and Mr. Oigawa Kazuhiko signed a Memorandum of cooperation on labor.

It is known that the two sides had their first meeting to discuss the possibility of cooperation in the field of labor during the business trip to Japan of the leaders of Long An province on September 1-7. The signing of this Memorandum of Understanding on "The Technical Intern Trainee Program and the Special Skill Laborship Program to be issued with a Certificate of eligibility for residence as prescribed by the Japanese Government" this time is a result of the working agenda, positive and constructive exchange between the two sides since that first meeting.

At the meeting, Mr. Oigawa Kazuhiko said that Ibaraki Prefecture has developed harmoniously between industry and agriculture in Japan. Due to the aging population, the locality is facing labor shortages in most fields.

Currently, Ibaraki Prefecture is receiving about 5,000 Vietnamese workers to work and still wants to receive more workers from Vietnam, including Long An province. The Ibaraki government established the Foreign Worker Support Center in Ibaraki Prefecture to create the best conditions and support Vietnamese and foreign workers to come and work.

Particularly for Long An province, in addition to cooperation in the field of labor, Mr. Oigawa Kazuhiko said that the locality also wants to learn more about investment opportunities in the fields of mechanical production and manufacture, cooperation on hi-tech agriculture - the fields which Ibaraki has advantages.

Mr. Pham Tan Hoa briefly introduces the natural conditions and socio-economic situation of Long An province. The province paid great attention to relations with Japan. In recent years, the province has organized missions to Japan to promote cooperation with local governments, organizations and businesses. In addition, as a locality that receives a lot of Japanese businesses to invest (more than 144 projects), Long An province always pays great attention to close ties with the Japanese Consulate General in Ho Chi Minh City, Japanese organizations in Vietnam such as JICA, JETRO, JBAH and often coordinates to organize dialogues with Japanese organizations and businesses operating in Long An province.

In particular, Long An pays great attention to labor cooperation with Japan, sending workers to Japan to work and study, considering a strategic solution to create jobs, contribute to poverty reduction, build new rural areas and improve the quality of the labor force.

Long An is in the stage of completing the Project on sending laborers to work abroad under contracts in the province in the period of 2020-2025, with the purpose of creating the most favorable conditions for laborers to work abroad. Once the project is officially implemented, it is expected that Long An province wants Ibaraki Prefecture to be the first locality to coordinate to implement the project based on the newly signed Memorandum of Understanding in 2020.

Also at the meeting, Mr. Pham Tan Hoa transferred Mr. Oigawa Kazuhiko the congratulations of former President - Truong Tan Sang on the two localities' signing of the Memorandum of Understanding. The former President hoped that this would be the initial basis for deeper cooperation between the two localities in the future.

According to the program, after working with Long An province, the delegation of Ibaraki Prefecture will work and sign a Memorandum of Understanding with the Ministry of Labor, War Invalids and Social Affairs and greet the Standing Deputy Prime Minister of the Government - Truong Hoa Binh before leaving for their country on the evening of the same day./.
